Commune Chairman calls on citizens to register for military service for the first time
According to the new provisions of the amended law, every January, the commander of the commune-level military command, the head or legal representative of the agency or organization shall report to the chairman of the commune-level People's Committee the list of male citizens who are 17 years old in the year and male citizens of military service age who have not registered for military service.
Every April, the chairman of the People's Committee at the commune level decides to call citizens to register for military service for the first time.
Citizens must register for military service for the first time online or in person at the military service registration agency.
In case of military service registration, when changing residence or place of work or study, one must register online or directly at the agency where military service registration was registered to carry out procedures for transferring military service registration.
Citizens who have registered for military service and are called to study at schools belonging to vocational education institutions or higher education institutions in the national education system must register online or directly at the agency where they registered for military service to complete procedures to transfer military service registration to the educational institution; after leaving school, they must complete procedures to transfer military service registration to their new place of residence or workplace.
In case of having registered for military service, if leaving the place of residence or place of work or study for 3 months or more, one must register online or directly at the place of military service registration to register for temporary absence from military service. Upon returning to the place of residence or place of work or study, one must re-register within 5 working days.

Preliminary health screening for citizens called for military service
The amended law stipulates that the Chairman of the People's Committee at the commune level decides to establish a health screening team upon the request of the medical facility at the same level. The Chairman of the People's Committee at the provincial level decides to establish a regional health screening council upon the request of the Department of Health.
During the law-making process, some opinions suggested clearly defining the criteria for members of the health screening committee. Others suggested adding that in special cases, doctors from health centers or regional hospitals could be invited to participate in the commune-level screening committee. At the same time, requirements for archiving records of screening results and health examinations should be added for comparison in case of complaints or the Government should be assigned to provide detailed regulations.
Accepting and explaining this content, the Government said that the health screening is an important step in the annual military recruitment process conducted at the commune level.
This is to check and make a preliminary health assessment, exploit personal and family medical history; detect cases of physical inadequacy, deformities, and diseases that are exempt from military service registration.
The above contents have been stipulated in Circular No. 105/2023 of the Ministry of National Defense, which stipulates health standards and health examinations for subjects under the management of the Ministry of National Defense.
Every year, commune-level localities organize and implement the routine before calling for military service health check-ups. The Government will direct the Ministry of National Defense to study and amend and supplement Circular No. 105/2023.
New regulations on reserve quota release
Current law stipulates that non-commissioned officers and reserve soldiers who are past the age limit or are no longer healthy enough to serve in the reserve force will be discharged from the reserve force according to the decision of the commander of the district-level military command.
