On the evening of November 27, the Ministry of Agriculture and Environment issued Document No. 9705/BNNMT-DD to the provinces and cities of Da Nang, Quang Ngai, Gia Lai, Dak Lak, Khanh Hoa, and Lam Dong regarding the implementation of work to ensure the safety of the dike system in response to storm No. 15.

Accordingly, storm No. 15 currently operating in the East Sea is very strong (currently reaching level 12, gusting to level 15), with complex developments, and the direction and intensity of the storm will change in the coming days.

According to forecasts, the storm may directly affect the mainland from Da Nang to Lam Dong (the area has just experienced historic floods, causing heavy damage and is currently organizing to overcome the consequences), risking landslides on dykes and sea embankments; at the same time, the storm circulation will cause heavy rain affecting the safety of dykes.

To ensure the safety of the dike system and proactively respond to storms, the Ministry of Agriculture and Environment requests the People's Committees of the above provinces and cities to strictly implement Official Dispatch No. 231/CD-TTg dated November 26, 2025 of the Prime Minister and Official Dispatch No. 34/CD-BCĐ-BNNMT dated November 26, 2025 of the National Civil Defense Steering Committee on responding to storm No. 15.

Provinces and cities closely monitor the developments of storms, floods and the situation of dikes and embankments. Check, review and implement dike protection plans in practice, protect key vulnerable points, especially dikes and embankments facing the sea; promptly complete the handling of dike incidents that have occurred and reinforce locations with landslides to limit damage in case of storms; prepare human resources, materials, means and equipment to protect dikes according to the "4 on-site" motto, ensuring the safety of dikes.

Localities promptly report dike incidents to the Ministry of Agriculture and Environment (through the Department of Dike Management and Disaster Prevention and Control) for coordination and direction.
