The Western Industrial Park of Thanh Hoa City was approved by the Provincial People's Committee for the 1/2000 scale construction zoning plan in Decision No. 2643/QD-UBND dated June 25, 2024. The Project to invest in construction and business of infrastructure of Thang Long Thanh Hoa Industrial Park, phase 1, in the Western Industrial Park of Thanh Hoa City, is invested by Thang Long Thanh Hoa Industrial Park Co., Ltd., a member of Sumitomo Corporation of Japan.

The land use scale of the project is 167 hectares, with a total investment of 2,917 billion VND, and the implementation location is in Dong Quang ward and Dong Tien commune. The progress of basic construction and putting the project into operation, exploitation and operation is expected in the first quarter of 2026. The project, when put into operation, is expected to attract from 50 to 250 customers and secondary investors to lease land and build factories; create jobs for about 13,000 to 40,000 workers; the total accumulated foreign direct investment (FDI) capital is from 2 billion USD to 8 billion USD.

Currently, localities have issued land recovery notices to affected households, made plans to relocate graves and graves, and determined specific land prices to calculate compensation and support. However, in the process of project implementation, there are still some difficulties and problems, such as: source of fill materials; Dong Tien Commune People's Committee has not yet issued a Decision on specific land price plan to calculate compensation for land when the State recovers land to implement the project; progress of site clearance work in Dong Quang ward is slow; 110kV power line project to supply electricity to industrial parks has not been approved due to the need to adjust related planning...

Urgently carry out the land acquisition and clearance work for the project area under local management, strive to complete and hand over in time for the investor to start the project in the first quarter of 2026. The relocation of graves must consult with the community and create consensus among the people.
