Accordingly, the Provincial People's Committee requested Thanh Hoa Urban Environment and Construction Joint Stock Company to increase the spraying of odor-reducing chemicals, cover the landfill, strictly implement the burial process at cell number 7, and coordinate in the extermination of insects in residential areas. From January 1, 2026, the enterprise must stop receiving garbage at the landfill, transfer all garbage to the treatment plant, and at the same time prepare documents to close the landfill cells, to be completed before April 30, 2026.
Request Ecotech Environmental Technology Investment and Development Joint Stock Company to stop mixing waste, increase spraying of biological products and speed up the construction progress of factories B5, B6, B7, to complete before December 15, 2025 to be eligible to receive waste from January 1, 2026.
The Provincial People's Committee assigned the Department of Agriculture and Environment to preside over the process of closing the landfill, urge the completion of factory items and develop a pilot plan for waste classification at source in Hac Thanh and Dong Quang wards in 2026.
The Department of Finance guides the preparation of project documents for landfill closure; the Provincial Police ensure security and order, and handle acts of incitement and obstruction of waste treatment activities.
The People's Committees of Dong Quang and Hac Thanh wards were assigned to coordinate in supervising the burial and treatment of waste; mobilize people to comply with regulations, not gather to obstruct, and at the same time propose a plan for waste collection and treatment in 2026.
