Proposal to issue electronic driving licenses, shortening the time to issue new licenses to 5 days

On November 28, the Traffic Police Department (Ministry of Public Security) informed that the Ministry of Public Security is seeking comments on the draft Circular amending and supplementing Circular No. 12/2025/TT-BCA regulating the testing and issuance of driving licenses; and the issuance and use of international driving licenses. These changes focus on the goal of reducing administrative procedures, promoting the use of electronic data and significantly shortening the time to process documents.

According to the draft, driving licenses will be issued in electronic form, automatically integrated into the data system to serve the lookup and inspection when necessary. The Traffic Police will check the electronic driving license instead of requiring the presentation of a paper copy. In case people need to use a physical copy, PET driving licenses will still be printed and provided after registration and payment of the prescribed fee.

A notable change is the complete removal of the application form for changing the driver's license. The information that people previously had to manually declare will be automatically retrieved by the system from the National Population Database and specialized databases on traffic order and safety. When carrying out the procedure, people can use selfies or photos available in the ID card data. Citizens with level 2 electronic identification can also carry out the entire process of changing the driver's license online through national identification applications or the VneTraffic traffic application.

The system will also activate an automatic reminder mechanism: one month before the driver's license expires, the application will send a notification to the account holder and update the electronic health examination results after the person has completed the examination as prescribed. When the license expires, the driver's license will be automatically renewed and renewed without requiring the person to go to the authorities.

The draft outlines a roadmap to drastically reduce the time it takes to process applications. The time to issue a new driver's license is expected to be reduced from 7 days to 4.5 days; the time to exchange a driver's license is expected to be reduced from 5 days to 3.5 days. The integration of electronic data is also reduced from 3 days to 2 days. Notably, after two hours from the end of the examination council, qualified candidates will have their driver's license number generated on the system.

Not only changing the procedures, the draft Circular also adjusts the test content to increase practicality and tighten dangerous errors. For car driving tests, the simulation part of the expected situation will be eliminated; instead, the number of practical tests on the road will be increased. The practice time is uniformly regulated at 15 minutes, at the same time, traffic safety violations with high risk of causing accidents will cause the candidate to be suspended immediately.

In the motorcycle test, the draft adds a comprehensive test to more comprehensively evaluate the test taker's ability to control the vehicle and handle situations. Many errors that pose a risk to traffic safety are also included in the list of suspension errors to increase the requirements for safe driving skills.

According to the Traffic Police Department, these amendments aim to modernize the process of issuing and renewing driving licenses, minimize paperwork and manual operations, and improve the quality of testing to help reduce traffic accidents.
