Accordingly, the Resolution aims to build a modern and synchronous Quy Nhon - Pleiku expressway to meet transportation needs, creating an important driving force in the socio -economic development strategy of the Central Highlands and the Central Coast region; connecting international border gates, major urban areas and seaports, the Central Highlands with the South Central Coast region, the East - West corridors and countries in the region, associated with ensuring national defense, security and international integration, environmental protection, responding to climate change, promoting the industrialization and modernization of the country, contributing to realizing the goals and tasks according to the Documents of the 13th National Congress of Delegates and the Resolutions of the Party.
The Quy Nhon - Pleiku Expressway Construction Investment Project is about 125 km long, divided into 3 component projects. The total preliminary investment of the Project is about 43,734 billion VND. The state budget capital is allocated from increased revenue, state budget savings in 2024, central and local budget sources for the period 2021 - 2025 and the period 2026 - 2030.
Investment preparation and project implementation from 2025, completed and put into operation in 2029.
Also this morning, with 437/441 delegates participating in the vote in favor (91.42% of the total number of National Assembly delegates), the National Assembly passed the Resolution of the National Assembly on the investment policy of the Ho Chi Minh City Ring Road 4 construction investment project.
The Resolution aims to build a strategic traffic axis connecting the Southeast region with the Southwest and the Central Highlands, promoting the circulation of goods from industrial parks, urban areas to seaports, airports and vice versa; connecting urban areas and industrial parks in the region, creating regional linkages, developing the socio-economic development of the Southern key economic region; reducing traffic pressure for the central urban area; creating new development space to exploit the potential of land resources and taking advantage of areas with favorable conditions for urban development, contributing to regulating the population in the inner city; successfully implementing the goals and tasks of socio-economic development, ensuring national defense and security according to the Resolution of the 13th National Congress of Delegates and resolutions of the Party.
Accordingly, the investment is about 159.31 km, divided into 10 component projects. The preliminary total investment of the Project is about 120,413 billion VND, including: Central budget capital is about 29,688 billion VND; local budget capital is about 40,093 billion VND; capital mobilized by investors is about 50,632 billion VND.
Component projects invested under the public-private partnership method, Build-Operate-Transfer (BOT) contract type are subject to investment guarantee mechanism, revenue sharing mechanism according to the provisions of law on investment under the public-private partnership method.
With 437/441 delegates participating in the vote in favor (91.42% of the total number of National Assembly delegates), the National Assembly voted to pass the Resolution of the National Assembly on adjusting the investment policy of the Bien Hoa - Vung Tau Expressway Construction Investment Project, Phase 1.
Resolution amending Clause 5, Article 2 of Resolution No. 59/2022/QH15 dated June 16, 2022 of the National Assembly on the investment policy of the Bien Hoa - Vung Tau Expressway Project, Phase 1 as follows: The preliminary total investment of the Project is VND 21,551 billion. Preliminary adjustment of the total investment, preliminary compensation, support and resettlement costs of the component projects are in the Appendix attached to this Resolution.
Other contents are implemented according to Resolution No. 59/2022/QH15.
With 447/449 delegates participating in the vote in favor (93.51% of the total number of National Assembly delegates), the National Assembly passed the Resolution of the National Assembly on piloting a number of specific mechanisms and policies for the development of Hai Phong city.
The Resolution stipulates piloting a number of specific mechanisms and policies for the development of Hai Phong city on investment management; financial management, state budget; planning, urban, natural resources and environment management; science and technology management, innovation; income of cadres, civil servants, public employees, experts, scientists, people with special talents, managers, highly qualified workers; establishment and operation of the city's Free Trade Zone.
Regarding the piloting of a number of specific mechanisms and policies for the city's development, the City People's Committee approves the investment policy for investment projects to build ports and port areas with an investment capital scale of VND 2,300 billion or more in Hai Phong seaport; approves adjustments to the investment policy for investment projects to build ports and port areas in Hai Phong seaport that have been approved by the Prime Minister before the effective date of this Resolution.
The order and procedures for approving investment policies and adjusting investment policies for projects specified in this clause shall be implemented in accordance with the order and procedures for approving investment policies and adjusting investment policies for projects under the investment policy approval authority of the provincial People's Committee as prescribed by law on investment.
The City People's Committee organizes the management and maintenance of national inland waterways in the city; organizes the management of the operations of inland ports and wharves on national inland waterways in the city.
The city budget enjoys 100% of the revenue from fees and charges from inland waterways on national inland waterways and from the management of inland ports and wharves in the city. The city is allowed to use the state budget and other legal capital sources to invest in and maintain inland waterways, ports and wharves in the city according to the provisions of law.
On the morning of June 27, the National Assembly voted to pass the Resolution of the National Assembly on approving the 2023 state budget settlement with 435/441 delegates participating in the vote in favor (91.00% of the total number of National Assembly delegates).
Resolution on supplementing the state budget revenue estimate for 2023, the increase in state budget revenue for 2023 has not been supplemented in Resolution No. 1077/NQ-UBTVQH15 dated June 28, 2024 of the National Assembly Standing Committee on supplementing the state budget revenue estimate for 2023; allocating and using the source of increased revenue and saving regular expenditure of the central budget in 2023 is 16,655 billion VND, including: increased central budget revenue of 12,974 billion VND; increased local budget revenue of 3,681 billion VND.
Approving the 2023 state budget settlement, according to which the total state budget revenue is 3,023,547 billion VND, including the revenue transferred from 2022 to 2023, the local budget surplus in 2022, and the revenue from the financial reserve fund according to the provisions of the State Budget Law. The total state budget expenditure is 3,176,154 billion VND, including the expenditure transferred from 2023 to 2024. The state budget deficit is 291,564 billion VND, equal to 2.83% of GDP, excluding the local budget surplus. The total state budget borrowing to cover the deficit and repay the principal is 482,625 billion VND.
The National Assembly voted to pass the Resolution of the National Assembly on the implementation of the Law amending and supplementing a number of articles of the Law on Organization of People's Courts, the Law amending and supplementing a number of articles of the Law on Organization of People's Procuracies, procedural laws and other relevant laws, with 448/449 delegates participating in the vote in favor (93.72% of the total number of National Assembly delegates).
Notably, from the date the Law amending and supplementing a number of articles of the Law on Organization of People's Courts No. 81/2025/QH15 was passed by the National Assembly until its effective date (July 1, 2025), the Chief Justice of the Supreme People's Court is responsible for reviewing and preparing the organizational structure, personnel, facilities and other necessary conditions to ensure the operation of People's Courts at all levels in accordance with the provisions of the Law amending and supplementing a number of articles of the Law on Organization of People's Courts.
