The above information was given at the conference to review the work in the first 6 months of the year and deploy tasks for the last 6 months of 2025 of the Ministry of Science and Technology held on July 14 in Hanoi.
Minister of Science and Technology Nguyen Manh Hung chaired the Conference, with the participation of delegates in Hanoi and 38 connecting points nationwide.
Outstanding results in 4 strategic pillars
Notably, at the 9th Session of the 15th National Assembly, the Ministry of Science and Technology submitted and simultaneously approved 5 important draft laws: Law on Science, Technology and Innovation; Law on Digital Technology Industry; Law on amending and supplementing a number of articles of the Law on Technical Standards and Regulations; Law on amending and supplementing a number of articles of the Law on Product and Goods Quality; Law on Atomic Energy (amended).
According to the Interim Report on the first 6 months of 2025, implementing Resolution No. 18-NQ/TW on innovation and reorganization of the apparatus towards streamlining, effectiveness and efficiency, the Ministry of Science and Technology has proactively advised the Government to issue 2 important decrees. These are Decree No. 132/2025/ND-CP on the division of authority between local authorities; Decree No. 133/2025/ND-CP on specific regulations on decentralization and delegation of authority in the fields of science, technology, innovation and digital transformation.

At the same time, the Ministry of Science and Technology has decentralized 78 tasks; and assigned the authority of 6 tasks from the district level to the commune level and up to the provincial level. The Ministry also issued 2 specialized circulars to guide implementation, and announced the list of administrative procedures amended, supplemented and abolished according to Decision No. 1442/QD-BKHCN. The "one-stop-shop" model has been widely applied, creating favorable conditions for people and businesses.
The conference emphasized the outstanding results in the work of the Ministry of Science and Technology, reflected in the four strategic pillars of science, technology, innovation and digital transformation. Specifically, in the field of science, international publications increased by nearly 9%, especially in key areas: Engineering, Computer Science, Mathematics, Medicine, Social Sciences. 849 certificates of scientific and technological research results were granted. 42 national science and technology programs are being implemented, connecting research with production, practical applications...
Regarding technology, the Ministry of Science and Technology issued 15 technology transfer certificates; 5 renewal certificates. More than 1,000 licenses in the field of atomic energy; many radiation - isotope applications deployed in medicine, agriculture, and industry. The number of international standards accepted by Vietnam increased by 25%; the number of codes and barcodes increased by nearly 9%. More than 40,000 protection certificates were granted (an increase of 58.3% compared to the same period in 2024).
Vietnam ranked 44/133 in GII 2024, up 2 places compared to the previous year, continuing to lead the group of middle-income countries. Launched Vietnam Technology Exchange; the whole country has 24 technology exchanges in operation. The rate of online applications is nearly 40%, improving the efficiency of public service provision. Post and Telecommunications grew strongly, with revenue increasing by 12.8%, network speed leading the region, IPv6 reaching 65% in the top 10 in the world. Digital economy accounts for 18.72% of GDP, up 10% over the same period; of which the core digital economy reached 8.63%.
Institution building is a key and leading step.
In the last 6 months of 2025, the Ministry of Science and Technology will continue to supplement and perfect the institutional ecosystem for science and technology, innovation and digital transformation. Presenting the plan report at the conference, Deputy Minister of Science and Technology Pham Duc Long said: To thoroughly resolve the mobile signal depression areas, for the 238 villages with signal depressions that have electricity, the Ministry directs telecommunications enterprises to urgently complete the infrastructure before August 31, 2025 and broadcast no later than the second week of September 2025.

The Ministry of Science and Technology will preside over and coordinate with ministries, branches and localities to focus on implementing tasks that create specific results and have a great impact on socio-economic development. In particular, directing enterprises, science and technology organizations and universities to develop strategic technology products in the Strategic Technology List such as: artificial intelligence, big data, blockchain, robots, semiconductors, new materials, biomedical technology, cyber security...
In addition, the Ministry of Science and Technology will coordinate with the Ministry of Education and Training and the Ministry of Foreign Affairs to continue to attract and effectively use international experts and talented Vietnamese experts at home and abroad for strategic technology development programs.
The conference also informed about the Ministry's direction to deploy investment, share and exploit research and testing centers, national key laboratories, focusing on strategic technology to ensure avoiding duplication and waste of resources.
Along with the implementation of Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation, many universities, science and technology organizations and enterprises participating in the conference are interested in the activities of the Ministry of Science and Technology in the coming time.
In response to concerns and sharing from representatives of the leaders of Hanoi National University and Viettel at the conference on scientific and technological research activities, Minister of Science and Technology Nguyen Manh Hung said: “The Ministry of Science and Technology will soon meet with relevant agencies to orient the construction of national laboratories. The budget is large enough to build key laboratories, focusing on strategic technologies, and at the same time assigning institutes, schools and businesses to operate together.”
Taking note of the opinions of the Department of Science and Technology of Ho Chi Minh City and Cao Bang, at the conference, Minister Nguyen Manh Hung further discussed: In the coming time, each province and city will establish a Center for Innovation and Digital Transformation, under the Department of Science and Technology, to focus on solving related issues in the locality. These Centers are considered as the "transmission" units for direct implementation work in each locality, linking smart applications and innovation. The Ministry of Science and Technology will have instructions on this issue in July.
Focus resources on 4 Law projects
Speaking at the Conference, Minister of Science and Technology Nguyen Manh Hung said that from now until the end of 2025, the Ministry of Science and Technology will focus resources on developing and submitting to the National Assembly for consideration and approval at the 10th session for 4 draft laws, including: Law amending and supplementing the Law on Intellectual Property, Law amending and supplementing the Law on High Technology: Law amending and supplementing the Law on Technology Transfer and the Law on Digital Transformation".
Thus, in 2025 alone, the Ministry will draft a total of 9 laws directly related to science, technology, innovation and digital transformation. “This is a huge amount of work, requiring great effort, great determination and especially a new way of doing things,” the Minister emphasized. This demonstrates the spirit of strong action and comprehensive innovation in accordance with the spirit of Resolution No. 57 of the Politburo, identifying science, technology, innovation and digital transformation as strategic breakthroughs to bring the country into an era of wealth and prosperity.
In particular, the Law amending and supplementing the Law on Intellectual Property: transforms scientific research results into tradable intellectual property, thereby forming and developing the science and technology market. According to the Minister, the focus of this shift is from protecting intellectual property rights to capitalizing, commercializing and marketizing research results.
The Law on Digital Transformation is a framework law, not overlapping with laws related to digital transformation, connecting laws together, adding new content, missing parts of each law to create a national digital entity. This is not a technical law, but a law on organization, coordination, strategy and national digitalization institutions.

Minister of Science and Technology Nguyen Manh Hung said that if the country's GDP growth is about 10%, the fields of science, technology, innovation and digital transformation contribute 5%, of which science and technology accounts for about 1%, innovation about 3% and digital transformation from 1 to 1.5%. This figure demonstrates the increasingly clear and practical contribution of science and technology to the country's economic development.
The Minister also requested the Department of Telecommunications and related units to focus on directing deep and wide 5G coverage nationwide in 2025. The minimum access speed must reach over 100 megabits per second, double the current speed. Digital infrastructure will be the foundation for building a digital nation, in which digital government, digital economy and digital society are the three core components.
In addition, the Ministry proactively advised the Government to submit to the Politburo for promulgation two new strategic resolutions in the fields of nuclear energy and innovation. At the same time, it urgently developed the Government's Action Program to organize implementation immediately after the resolutions were promulgated.
Minister Nguyen Manh Hung believes that the legal system is being gradually improved, the legal corridor for science, technology and innovation is increasingly open, creating conditions to promote research, application and implementation activities in a strong manner. Institutional building is a key step, leading and creating a foundation for the development of science and technology, innovation and national digital transformation.
