Promoting the launch of free trade negotiations between Vietnam and the South American Common Market

On the morning of September 25, after the official welcoming ceremony during his official visit to Brazil, Prime Minister Pham Minh Chinh held talks with President Luiz Inacio Lula da Silva.

At the talks, Brazilian President Luiz Inacio Lula da Silva warmly welcomed the visit, emphasizing the important significance of the visit in the context of the two countries celebrating the 35th anniversary of diplomatic relations (May 8, 1989 - May 8, 2024) and the 16th anniversary of the establishment of the Comprehensive Partnership (2007-2023); believing that the visit will contribute to bringing the traditional friendship and good cooperation between the two countries to a new height in the coming time, making a positive contribution to peace , stability and development in the two regions and the world.

President Lula da Silva, Vice President Geraldo Alckmin and Brazilian ministers attending the talks expressed their admiration for the country and people of Vietnam in their struggle for national independence and in their current national construction; emphasizing that the Brazilian people are always inspired by the courage and indomitable will of the Vietnamese people.

Prime Minister Pham Minh Chinh expressed his satisfaction with the development of the Vietnam-Brazil Comprehensive Partnership in recent times; emphasizing that Vietnam attaches importance to its relationship with Brazil, a leading important partner of Vietnam in the Latin American region.

The two sides were pleased to see that the relationship between the two countries continues to develop positively and is increasingly effective and substantive, especially in politics, diplomacy, trade and economy, national defense and security, agriculture, science and technology, culture, education, people-to-people exchange, etc. High-level contacts and delegation exchanges at all levels and channels between the two countries are maintained regularly. The two sides were pleased with the steady growth in trade turnover, with two-way turnover in 2022 reaching nearly 6.8 billion USD and in the first 6 months of 2023 reaching nearly 3.3 billion USD, affirming Brazil's position as Vietnam's number one and potential trade partner in Latin America.

The two sides agreed to continue to increase visits and contacts at high and all levels through all channels of the Party, State, Government and National Assembly; coordinate well in organizing activities to celebrate the 35th anniversary of the establishment of diplomatic relations in 2024; effectively implement existing cooperation mechanisms between the two countries on political consultation and economic-trade cooperation, promptly organize the 3rd Meeting of the Vietnam-Brazil Joint Committee on Economic-Trade Cooperation; strive to increase bilateral trade turnover to 10 billion USD in 2025 and 15 billion USD in 2030.

The two sides agreed to continue to promote the initiation of negotiations on a Free Trade Agreement between Vietnam and the Southern Common Market (MERCOSUR); assessing that this Agreement, once negotiated, signed and put into effect, will create momentum to enhance business, trade and investment cooperation, bringing about substantial results for businesses and people of Vietnam and MERCOSUR member countries, while strengthening inter-regional economic linkages.

Prime Minister Pham Minh Chinh asked Brazil to facilitate the increase of imports of Vietnamese goods to help balance the trade balance between the two countries. President Lula da Silva and Prime Minister Pham Minh Chinh agreed that the two sides should promote exchanges to soon reach an agreement on Brazil recognizing Vietnam’s market economy status. The two sides also agreed to promote the signing of a double taxation avoidance agreement.

The two sides also agreed to strengthen cooperation in the fields of defense and security through promoting negotiations, signing and effectively implementing relevant cooperation agreements; coordinating in multilateral mechanisms and activities in which both sides participate.

The two sides agreed to continue promoting cooperation in new areas of mutual interest. Accordingly, the two sides highly appreciated the important documents related to the fields of diplomacy, education and training, defense, agriculture, culture, etc. signed on the occasion of this visit; agreed to promote cooperation in the fields of transnational crime prevention, sports, football, innovation, digital transformation, green development, renewable energy, climate change response, biofuels, conservation of ecosystems and biodiversity of tropical forests, cooperation in protecting the Mekong - Amazon ecosystem.

Discussing multilateral and regional cooperation, the two sides highly appreciated the two countries' regular coordination, cooperation and mutual support at international organizations and multilateral forums such as the United Nations, the Non-Aligned Movement, South-South Cooperation, the Forum for East Asia-Latin America Cooperation (FEALAC), etc.; Vietnam supports and congratulates Brazil on becoming a sectoral dialogue partner of ASEAN; affirms that Vietnam is ready to support Brazil in the process of cooperation with ASEAN, as well as promote ASEAN-MERCOSUR relations to develop commensurate with the cooperation potential and strengths of each side.

The two sides agreed that in the case of international disagreements and disputes, the parties concerned should resolve them by peaceful means, without using or threatening to use force, and respecting international law and the United Nations Charter. The Brazilian side supports the importance of peacefully resolving disputes in the East Sea on the basis of international law, including the 1982 UNCLOS, ensuring security, safety, and freedom of navigation and aviation in the East Sea.

On this occasion, President Luiz Inacio Lula da Silva respectfully conveyed his regards and invitation to General Secretary Nguyen Phu Trong, President Vo Van Thuong, and National Assembly Chairman Vuong Dinh Hue to visit Brazil. The Prime Minister respectfully conveyed the invitation from General Secretary Nguyen Phu Trong and President Vo Van Thuong to President Lula da Silva to soon visit Vietnam. President Lula da Silva happily accepted the invitation and affirmed that he would soon visit Vietnam.

At the end of the talks, Prime Minister Pham Minh Chinh and Brazilian President Lula da Silva adopted a Joint Communique of the visit, witnessed the signing of a number of cooperation documents between the two countries and met with the press.

On the afternoon of September 25, Prime Minister Pham Minh Chinh received Chairman of the Brazil-Vietnam Parliamentary Friendship Group Márcio Honaiser and member parliamentarians. The Chairman of the Parliamentary Friendship Group affirmed that he would pay attention and encourage federal parliamentarians to promote the launch of negotiations on the Vietnam-MERCOSUR FTA, as well as the Brazilian Government's recognition of Vietnam's market economy status.
