Implementing the 2-level local government model, Phu Yen area has 8 communes with a total population of 138,695 people. These days, Ms. Dau Thi Bich Thu, an employee in charge of collecting social insurance and health insurance, has coordinated with the leaders of Gia Phu commune to go to the villages to propagate and encourage people to participate in voluntary social insurance and family health insurance. Ms. Thu shared: We focus on propagating new points of the Social Insurance Law and the amended Health Insurance Law; popularizing policies, benefits, and rights when participating in social insurance and health insurance; especially the State's support of 50% of the health insurance premium for students and 30% of the voluntary social insurance premium and guiding people to participate in the appropriate form. Currently, I am managing 500 people participating in voluntary social insurance and over 2,000 people participating in health insurance in Gia Phu and Phu Yen communes.

After being informed, Ms. Nguyen Thi Thu, a grocery store owner in Tan Ba ​​village, Gia Phu commune, decided to participate in voluntary social insurance with a contribution of 2 million VND/month to receive a pension later. Ms. Thu said: I see voluntary social insurance as a superior policy of the State to help freelance workers like us receive pensions when we retire like State officials, reducing financial dependence on children. I continue to increase the contribution level to ensure receiving a pension of 5 million VND/month.

Ms. Dinh Thi Thinh, La village, Gia Phu commune, said: After being informed about the benefits of health insurance, every year the family sets aside a part of the budget to participate for all 4 members, so that they can rest assured when they go to the hospital for treatment whenever they are unlucky enough to get sick. My husband and I also participate in voluntary social insurance with a rate of 500,000 VND/month, so that we can have a pension in the future, not depending on our children and grandchildren.

Propagating social insurance and health insurance policies for shop owners in Gia Phu commune.

After the merger, Gia Phu commune has 28 villages, a large area, diverse terrain, including both lowland and highland areas. Mr. Mua A De, Vice Chairman of Gia Phu Commune People's Committee, said: The Commune People's Committee has issued a decision to complete the Steering Committee for developing participants in health insurance and social insurance at the commune level; using the national population database to review and accurately determine the number of people who do not have health insurance cards or have not participated in social insurance for propaganda, with the motto "go to every alley, knock on every door, check every person". At the same time, strengthen coordination with social insurance and tax agencies to inspect, examine, and strictly handle units that evade payment or owe social insurance payments for employees. By the end of August, the whole commune had 17,464 people participating in health insurance, a coverage rate of nearly 92.8% of the population, reaching 98.5% of the target assigned by the Provincial People's Committee; 674 people participated in social insurance, equal to 6.2% of the labor force, reaching 91.6% of the target assigned by the Provincial People's Committee. It is expected that by the end of the year, the commune will complete the social insurance and health insurance targets.

Immediately after stabilizing the organization of the two-level local government, Phu Yen Social Insurance proactively coordinated with the People's Committees of 8 communes to establish a Steering Committee for developing social insurance and health insurance participants at the commune level; directed officials and collection service organizations to coordinate with localities to propagate in groups, villages, and sub-regions to encourage people to participate in voluntary social insurance and self-paid health insurance. Coordinated with schools to implement the collection and payment of health insurance for students in the 2025-2026 school year.

Mr. Ha Ngoc Thang, Director of Phu Yen Social Insurance, said: The unit has assigned officials to review data on those who have not participated in social insurance provided by the tax authority to expand the number of participants in compulsory social insurance at enterprises, cooperatives, and individual business owners; directly dialogue with enterprises that have not participated; disseminate and communicate policies and laws on social insurance and health insurance; answer questions of employees and employers about social insurance and health insurance and requirements to participate according to the provisions of law. Work with schools in the area to implement the collection of health insurance for students in the 2025-2026 school year, striving for 100% of students to participate in health insurance.

By the end of August, the total number of people participating in social insurance, health insurance, and unemployment insurance in Phu Yen area was 141,147 people. Of which, 21,056 people participated in compulsory social insurance, equal to 29.8% of the labor force; 3,982 people participated in voluntary social insurance, equal to 5.63% of the labor force; 20,276 people participated in unemployment insurance; 115,612 people participated in health insurance, reaching a health insurance coverage rate of 94.1% of the population.

In addition, Phu Yen Social Insurance focuses on promptly resolving social insurance and health insurance policies and regimes, ensuring the rights of participants and beneficiaries of the policies. Reforming administrative procedures to facilitate people's participation.

Strengthening inspection and examination of the compliance with the law on social insurance and health insurance for employees of enterprises and employers, promptly detecting and strictly handling violations of evasion, late payment, fraud, and profiteering of social insurance and health insurance by employees. Since the beginning of the year, Phu Yen Social Insurance has coordinated to inspect the compliance with the Law on Health Insurance at 34 departments and rooms of Phu Yen Regional General Hospital; and inspected 8 commune health stations.

With the determined efforts of Phu Yen Social Insurance and local Party committees and authorities, Phu Yen Social Insurance will soon complete the target of developing social insurance and health insurance participants in 2025, ensuring social security in the area and moving towards the goal of social insurance and health insurance for all people.
