Prepare conditions for organizing the Congress of Women's Delegates at the commune level

Implementing the 2-level local government model, from July 1, the Provincial Women's Union has 1 Women's Working Committee under the Provincial Vietnam Fatherland Front Committee, 3 affiliated organizations and 75 Women's Unions at commune and ward levels, with 210,000 members. Currently, the preparation work for the Women's Congress for the 2025-2030 term is being urgently deployed by the grassroots organizations to organize the congress.

The Provincial Women's Union inspected the congress preparations in Chieng Mung commune.

To ensure the congress activities, the Provincial Women's Union has issued a guiding document of the Central Union on organizing the congresses of women's delegates at communes and wards for the 2025-2030 term. It directs the Women's Unions at communes and wards to advise the Party Committees to pay attention to the preparation work; seriously implement the direction of the Party Committees, the Vietnam Fatherland Front Committee at the same level and the superior unions; step up propaganda before, during and after the congress. Working groups have been established to support the preparation work, associated with the emulation movement to achieve achievements to welcome the congresses at the commune level, towards the Provincial Women's Congress and the 14th National Women's Congress.

Implementing Directive No. 50-CT/TU dated August 8, 2025 of the Provincial Party Standing Committee on leading the Congress of Delegates of the Vietnam Fatherland Front and socio -political organizations at all levels, the Provincial Women's Union has provided detailed instructions on the organization of congresses for women's congresses at the commune level that do not merge according to 4 contents and for women's congresses at the commune level that merge, conduct the congress with 2 contents.

Currently, the establishments are focusing on drafting documents, determining the direction for the next term with a long-term vision, suitable for the scale, members and potential of the commune after the merger. For communes that are not merged, the personnel plan is built for the right subjects and in accordance with regulations. Unlike before, the Women's Unions of communes and wards will organize congresses after the Vietnam Fatherland Front Committees of communes and wards complete the congresses. Therefore, to ensure progress according to the Directive of the Provincial Party Committee Standing Committee, the Provincial Women's Union does not choose a model congress at the commune level and directs the Women's Congresses at the commune and ward levels to be completed before October 30, 2025.

To achieve achievements in welcoming the congresses of women at the commune and ward levels, and towards the congresses of women at the provincial level, right from the beginning of the year, the Provincial Women's Union launched the emulation movement "Building Vietnamese women of the new era" associated with "building Son La women who are united, compassionate, friendly, creative, and have the desire to rise up"; promoting the study and following of Ho Chi Minh's ideology, morality and style; the campaign "Building a family of 5 no's, 3 clean's", "5 yes's, 3 clean's" through registering meaningful and practical works and tasks.

The whole province has handed over 7 "Shelters of Love", supported the repair of 3 temporary houses for members, with a total cost of 215 million VND; women members contributed 2,139 working days, joining hands to eliminate temporary houses and dilapidated houses. Implementing the campaign "Building a family of 5 no, 3 clean" associated with implementing the set of criteria for new rural communes in the province, the association's bases registered 75 projects/tasks, contributing to the construction of new rural areas and civilized urban areas. Currently, the projects and tasks being focused on by the association's bases include: Building flower roads, self-managed roads, model women's roads; posting signs for "Clean house, beautiful garden" projects; building "Green house to raise charity funds", a model of collecting plastic waste to raise funds...

With careful preparation, the Congress of Women's Delegates at the commune and ward levels for the 2025-2030 term has special significance, creating a premise for the development of the association's work after the merger, affirming the role of protecting the legitimate rights and interests of women. At the same time, this is also a preparation step for the Provincial Women's Congress for the 2025-2030 term, towards the 14th National Women's Congress, term 2026-2031.
