Implementing Program No. 06-CTr/TU, term 2020-2025: Transforming the Capital into a Globally Connected City:

A highlight in the implementation of the City Party Committee's Program No. 06-CTr/TU on "Developing culture, improving the quality of human resources, and building elegant and civilized Hanoi people in the period 2021-2025" is the issuance of Resolution No. 09-NQ/TU on the development of the cultural industry in the Capital City in the period 2021-2025, with orientation to 2030 and a vision to 2045.

Strategic vision in cultural development

Throughout the implementation of Program No. 06-CTr/TU, the development of the cultural industry has always been a top priority for Hanoi. Nguyen Van Phong, Standing Deputy Secretary of the Hanoi Party Committee and Head of the Steering Committee for Program No. 06-CTr/TU, has consistently affirmed that the development of the cultural industry is placed within the overall context and based on the development of Vietnamese culture and people in general, and Hanoi in particular. Developing the cultural industry is a condition for maximizing cultural and human resources. At the same time, it creates intrinsic strength and is a crucial driving force for the sustainable development of the capital city.

Hanoi is the first locality in the country to issue its own resolution - Resolution No. 09-NQ/TU on the development of the cultural industry in the capital city for the period 2021-2025, with orientations to 2030 and a vision to 2045. The resolution demonstrates Hanoi's determination and strategic vision in developing the cultural industry into a key economic sector, contributing to the realization of the goal of rapid and sustainable development of the capital city.

The resolution sets clear and specific goals for each timeframe. Accordingly, by 2025, the cultural industry of the Capital will become an important economic sector, creating new impetus to promote economic, cultural, and social development; maintaining and developing the brand of the thousand-year-old Capital, "City for Peace," and "Creative City."

The city has also identified key areas for developing cultural industries and products with existing advantages, such as: cultural tourism, handicrafts, performing arts, design, cuisine, software, and entertainment games. Simultaneously, it is focusing on developing industries such as: advertising, architecture, film, television and radio, publishing, and fashion.

By 2030, the capital's cultural industry will essentially become a key economic sector; Hanoi will be among the leading cities in the region with a developed cultural industry... By 2045, Hanoi will become a "Creative City" of the Asian region, a globally connected city, a major, distinctive cultural and tourism center with international competitiveness; striving to contribute approximately 10% of the Gross Regional Domestic Product (GRDP).

Evaluating Hanoi's strategy in developing the cultural industry, Associate Professor Pham Quang Long, former Director of the Hanoi Department of Culture, Sports and Tourism (now the Hanoi Department of Culture and Sports), believes that with a strategic vision for socio-economic development, the Party committees and government of Hanoi quickly reached a consensus on the viewpoint, guidelines, and policies for developing the cultural industry. This has helped Hanoi seize opportunities related to market potential, national culture, science and technology, and the experience of developing cultural industries in other countries around the world... to develop cultural industries with their own unique identity.

According to Associate Professor Bui Hoai Son, a member of the National Assembly's Committee on Culture and Society, given its position as the political, cultural, educational, and scientific center of the country, Hanoi's issuance of specific resolutions for the development of the cultural industry demonstrates the determination and strategic vision of Hanoi's leaders at all levels in transforming culture into a crucial resource for the capital's development. With its existing advantages, coupled with the well-structured development strategy of the past term and the efforts to be made in the coming term, Hanoi has many foundations and conditions to become a regional cultural center.

Realizing the vision

In fact, over the past five years, Hanoi has made significant strides in developing its cultural industry, gradually transforming culture into a new resource for the capital's development. Several key sectors have shown strong breakthroughs, such as: performing arts, fashion, exhibitions, film, and cultural tourism.

In the performing arts, following the success of entertainment programs like "Brother Overcoming a Thousand Obstacles" and "Brother Says Hi," there has been the rise of large-scale music festivals, considered national concerts, with elaborate investments on par with regional standards.

According to director Hoang Cong Cuong, recent large-scale entertainment programs in Hanoi have achieved regional standards in terms of artistic quality, investment, and staging, demonstrating Hanoi's gradual affirmation of its position as a major performing arts center. Along with this improved artistic quality, the establishment of international-standard theaters such as the Ho Guom Theater and, soon, the Hanoi Opera House by West Lake, provides a solid foundation for Hanoi to confidently become a destination for major artistic events.

In the fields of fashion and cinema, Hanoi has also shown breakthroughs by hosting many major events, such as the Hanoi International Film Festival and Vietnam International Fashion Week. In the exhibition sector, the opening of the Vietnam Exhibition Center (in Dong Anh commune), with a scale of over 900,000 m², is a state-of-the-art exhibition, economic, and cultural complex, ranking among the top 10 largest exhibition centers in the world and the largest in Southeast Asia today. This has created great opportunities for the capital city to become a large-scale exhibition, cultural, economic, and tourism event center in the region.

According to the report of the Steering Committee for Program 06-CTr/TU on the results of implementation during the 2021-2025 term, Hanoi aims to develop the cultural industry in conjunction with establishing a new brand identity and implementing commitments to participate in the UNESCO Creative Cities Network in the field of creative design. To realize this, Hanoi has participated in cultural industry development activities both domestically and internationally; built over 200 creative cultural spaces... Hanoi has also developed cultural industry products linked to technology at Ngoc Son Temple, Van Mieu - Quoc Tu Giam, the West Lake Light Festival, etc.

Hanoi has also consistently received awards such as "Vietnam's Leading Cultural Destination," "Asia's Leading City Tourism Destination 2024," and "Asia's Leading City for Short Holidays 2024" from the World Travel Awards for the third consecutive year in 2022, 2023, and 2024, along with many other awards. This further affirms Hanoi's position, image, and cultural and tourism brand on the international stage.

Following Resolution No. 09-NQ/TU, and to realize the goals of developing the cultural industry and using culture as a new resource for the development of the Capital City, the Hanoi People's Committee recently issued a plan to implement Resolution No. 24/2025/NQ-HĐND dated July 10, 2025, of the Hanoi People's Council, which stipulates the organization and operation of cultural industry centers in Hanoi, and a plan to implement Resolution No. 25/2025/NQ-HĐND dated July 10, 2025, of the Hanoi People's Council on commercial and cultural development zones in Hanoi. These plans outline specific actions to develop Hanoi into a national and regional center for cultural industry and commerce.

According to Associate Professor Bui Hoai Son, a member of the National Assembly's Committee on Culture and Society, Hanoi's issuance of Resolution No. 24/2025/NQ-HĐND and Resolution No. 25/2025/NQ-HĐND demonstrates the city's efforts and determination to concretize actions to develop new creative cultural spaces, transforming cultural resources into a driving force for the capital's development in this era of progress. These swift and timely decisions also show the consistency and continuity of the city's leadership, closely adhering to the spirit of the draft Political Report of the 17th Hanoi Party Committee at the 18th Hanoi Party Congress, themed "Promoting the thousand-year tradition of culture and heroism, unity, resilience, and creativity; pioneering progress with the nation, building a civilized and modern capital, and a happy people."

It is evident that, along with Program 06-CTr/TU, the issuance of resolutions on the development of the cultural industry and cultural development strategies in recent times clearly demonstrates Hanoi's strong determination to realize its strategic vision: transforming culture into a new resource for development. This has also been the consistent direction of the city's leaders at all levels over many terms and will continue to be inherited and further developed in the next term.
