Recorded in Phu Thinh (new) town
In accordance with the central government's policy on administrative unit reorganization, from January 1, 2025, Phu Ninh will have 10 commune-level administrative units (a reduction of 1 unit). Accordingly, the locality will merge the entire natural area and population of Tam Vinh commune into Phu Thinh town.
Immediately after its establishment, the Party Committee of Phu Thinh (new) town focused on consolidating and strengthening the local party organization, government, and mass organizations. The staffing of officials and civil servants was ensured according to the assigned number, including 28 officials and civil servants and 19 non-professional personnel.
According to Mr. Nguyen Hung Linh, Secretary of the Party Committee of Phu Thinh town, the town's organizational structure will become fully operational immediately after January 1, 2025.
The Executive Committee of the Phu Thinh Town Party Committee held a meeting to supplement the operational regulations, implement resolutions, plans, and key programs of the Party Committee for 2025; and at the same time, directed the preparation for the new term's Party branch and Party committee congresses.
The People's Committee of the town is focusing on implementing the socio- economic development plan, budget allocation, and public investment plan for 2025, which were approved by the Town People's Council.
The merger of Tam Vinh commune into Phu Thinh town has expanded the development space; however, the pressure to invest in maintaining the criteria of a type V urban area, or to upgrade the urban space, is receiving support from higher authorities.
Among the proposed mechanisms, the Phu Ninh District People's Council unanimously agreed to allocate funds from the district budget to Phu Thinh town to support the construction of fences, gates, and relocation of livestock pens to facilitate investment in the construction, upgrading, and expansion of alleyways and lanes within the town's residential areas, with a maximum support of 1 billion VND per residential area.
Sharing the difficulties faced by the town after the merger, Mr. Nguyen Hung Linh said that previously, Tam Vinh commune managed its current status according to the new rural planning, while Phu Thinh managed it according to the urban planning. After the merger, the lack of uniformity in urban planning made planning management very difficult.
"We have proposed that the District Party Committee direct the District People's Committee and relevant departments to coordinate with the locality as soon as possible to implement the planning for the expansion of Phu Thinh town after the merger, so that it can be submitted to higher authorities for appraisal and approval, and have a basis for implementing and investing in the town's development in the new phase," Mr. Linh said.
Reduce the number of administrative units and personnel.
Over the past seven years of implementing Resolution No. 18 dated October 25, 2017, of the Central Committee (12th term), according to the Standing Committee of the Phu Ninh District Party Committee, the organizational structure of agencies and units within the political system has been streamlined, reducing the number of administrative units.
Specifically, 12 organizations were eliminated, along with 12 department-level leaders; the duplication and overlap of functions, tasks, and management areas were resolved. Some public service units were restructured into more rational models.
Currently, in line with the Central Committee's directive to streamline the organizational structure, Phu Ninh district is implementing a restructuring that reduces one Party-affiliated agency and two specialized departments under the District People's Committee (reducing the number of department heads by two).
Mr. Le Van Ninh, Permanent Deputy Secretary of the Phu Ninh District Party Committee, said that the Standing Committee of the District Party Committee closely followed the directives of the Central Government and the province when developing the plan for reorganizing the political system's organizational structure in the district.
The study proposes a restructuring approach where the province reorganizes and merges agencies and units, and the district reorganizes and merges corresponding agencies and units, ensuring the principle that one agency performs multiple tasks, and one task is assigned to only one agency to take the lead and bear primary responsibility.
This also involves thoroughly addressing overlapping functions and responsibilities, fragmentation of geographical areas and sectors, and the proliferation of cumbersome intermediary organizations, ensuring smooth, effective, and efficient operation.
Phu Ninh also studied the arrangement of public service units and associations assigned tasks by the Party and the State in accordance with the general orientation and practical realities of the district. The process of developing the plan included organizing impact assessments, research, and proposing solutions that are appropriate to the local characteristics.
“Regarding human resources, the total number of civil servants in the district is currently 144, a decrease of 22 positions compared to 2017. The total number of public employees in public service units is 957, a decrease of 61 positions compared to 2017. Agencies and units are arranging their staff, including officials, civil servants, and employees, to suit the requirements of their assigned tasks,” Mr. Ninh shared.
