Over the past period, the implementation of the Party's guidelines and the State's policies and laws on grassroots democracy in the province has continued to receive attention. In particular, long-standing and pressing issues have been addressed by the Provincial Steering Committee for the Implementation of Grassroots Democracy Regulations, creating high levels of consensus among the people.

Implementing democracy in conjunction with "effective mass mobilization."

According to the Provincial Steering Committee for the Implementation of Grassroots Democracy, in 2023, the leadership and guidance in disseminating and implementing the Party's guidelines and the State's policies and laws on grassroots democracy in the province continued to receive attention. This included focusing on the implementation of the Law on Grassroots Democracy and the Government's decrees implementing the Law, and continuing to address long-standing shortcomings and limitations in the implementation of democracy in agencies, units, and localities. Outstanding, long-standing, and pressing issues arising in socio-economic development were addressed, especially resolving difficulties and obstacles in key, large-scale projects. The Standing Committee of the Provincial Party Committee directed all levels and sectors to continue accelerating the implementation of key projects of the province, in conjunction with the practice of democracy and "effective mass mobilization," such as: the Phan Thiet Airport project, the civil aviation component, the Ca Ty River embankment - section from Duc Thanh Bridge to Ung Van Khiem Street, Van Thanh Bridge, Ca Ty River Apartment Complex, DT.719B road, Ham Kiem - Tien Thanh road...

The opening of Chi Cong Market in Tuy Phong has received the approval of the local people.

At the same time, the Provincial Front and political -social organizations, as well as the standing committees of district, town, and city Party committees, are directed to strengthen their work in monitoring the people's situation. This includes thoroughly understanding pressing and prominent issues and incidents, paying attention to the people's response to the implementation of key projects, new policies that significantly impact people's lives, and issues reflected in the press and public opinion. From this, they can promptly advise the Party committees and authorities on solutions to address these issues at the grassroots level, preventing "hot spots," mass protests, and disruptions to security and order.

Regarding the district-level steering committees, they have advised the Party committees on directing and implementing matters related to the practice of democracy at the local level. The Phan Thiet City Steering Committee is monitoring the implementation of democracy in the execution of projects in the city (the residential area project south of Le Duan Street; the Ca Ty River apartment project; the Van Thanh bridge project). The Tuy Phong District Steering Committee is monitoring the implementation of democracy in the relocation of Chi Cong Market and the arrangement of order and business at Lien Huong Market. The Ham Thuan Bac District Steering Committee has issued a plan and organized a dialogue on the implementation of regulations and policies for teachers in schools in the district...

Continue to promote broad democracy.

At a recent conference summarizing the situation and results of implementing grassroots democracy in 2023, Comrade Nguyen Hoai Anh - Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council - requested that all levels, sectors, and localities implement the Law on Grassroots Democracy, Government Decree No. 59 detailing some provisions of the Law on Grassroots Democracy, and Government Decree No. 61. During the implementation of grassroots democracy, it is necessary to promptly grasp the situation and emerging developments to advise competent authorities on timely resolution. In addition, the implementation of key local projects requires good implementation of grassroots democracy, especially in the inventory, valuation, compensation, and resettlement of land acquisition. Furthermore, it is necessary to focus on effectively implementing the 2024 theme of the Provincial Party Committee: "Improving the competitiveness and satisfaction of people and businesses" through specific solutions and the highest determination, linked to improving the province's PCI, PAR Index, SIPAS, and PAPI indicators; strictly apologizing to organizations and individuals when there are delays or errors in handling administrative procedures; and thoroughly overcoming the situation of officials and civil servants avoiding and shirking responsibility...

Alongside this, strengthen leadership and promote responsibility in building and implementing democracy in conjunction with fulfilling assigned political tasks, especially for leaders in building and implementing democracy at agencies, units, and localities; focus on internal self-inspection to promptly detect, correct, remedy, and handle violations from the outset, at the grassroots level and within units. Continue to promote broad democracy while tightening discipline and order, especially in areas prone to violations. Simultaneously, focus on directing the review and timely resolution of petitions, cases, and pressing and complex issues among the people at the grassroots level, limiting the emergence of hotspots, mass complaints, and prolonged appeals to higher levels. At the same time, organize effective direct dialogue between the heads of Party committees and governments with the people, between the heads of agencies and enterprises with employees, and organize citizen reception activities fully and in accordance with regulations...
