Deploying a 350-day and night peak period to eliminate temporary and dilapidated houses

This afternoon, January 12, in Hanoi , the Central Steering Committee for the elimination of temporary and dilapidated houses nationwide held its second national online meeting at all four levels. Prime Minister Pham Minh Chinh chaired the meeting.

Attending the meeting via video link from Binh Thuan province were: Nguyen Hoai Anh - Alternate Member of the Central Committee of the Communist Party of Vietnam, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Steering Committee for the implementation of the elimination of temporary and dilapidated houses in the province; Dang Hong Sy - Standing Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Deputy Head of the Committee; Doan Anh Dung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Standing Deputy Head of the Committee; Nguyen Minh - Provincial Party Committee Member, Vice Chairman of the Provincial People's Committee, Deputy Head of the Committee; and representatives from the leadership of several provincial departments and agencies.

According to the Ministry of Labour, Invalids and Social Affairs, along with the restructured Central Steering Committee, 58 out of 63 localities have decided to establish and restructure provincial-level Steering Committees. Five out of 63 localities – Hanoi, Hai Phong, Quang Ninh, Ho Chi Minh City, and Ba Ria-Vung Tau – did not establish Steering Committees because they no longer have temporary or dilapidated houses. 474 districts have established district-level Steering Committees; 6,054 communes have established commune-level Steering Committees. Ministries, sectors, and localities are organizing and implementing tasks and contents as directed by the Prime Minister and the Head of the Steering Committee.

To date, 20 provinces and cities have set targets to complete the elimination of temporary and dilapidated houses ahead of schedule, before and during the third quarter of 2025; 13 localities have issued decisions approving the need to eliminate temporary and dilapidated houses in their areas. According to updated results from 42 localities on the reporting software, as of January 12, 2025, support has been provided to eliminate 88,488 temporary and dilapidated houses, including: 48,989 houses that have been completed and 35,899 new houses that have been started. Specifically, housing support for people with meritorious services to the revolution is 5,196 houses; housing support under 2 national target programs is 50,909 houses; and especially housing support under the program to eliminate temporary and dilapidated houses is 28,783 houses.

Through the Launch Program, up to now, 12 localities have received support from 12 units with a total budget of 1,370 billion VND. As of January 2, 2025, the Central "For the Poor" Fund has received over 72 billion VND in support for eliminating temporary houses and dilapidated houses...

Speaking at the meeting, Prime Minister Pham Minh Chinh stated that at the first meeting held two months ago, the Steering Committee had agreed on the objectives, viewpoints, orientations, methods, approaches, and specific task assignments for its members and relevant ministries, agencies, and localities. Immediately afterwards, the Prime Minister directed the issuance of Conclusion Notice No. 523 dated November 16, 2024, and also issued Telegram No. 117 dated November 18, 2024, which required Ministers, heads of agencies, and Chairmen of People's Committees of localities to focus on decisively implementing solutions to accelerate the elimination of temporary and dilapidated houses nationwide.

The Prime Minister emphasized that 2025 is of special importance, a year of acceleration and breakthrough to achieve the goals and successfully implement the 2021-2025 five-year socio-economic development plan; it is also a year of many significant national events. Successfully implementing the program to eliminate temporary and dilapidated houses nationwide in 2025 will bring many important meanings in realizing the Party's policies and guidelines; demonstrating the good nature of our regime: bringing a prosperous and happy life to the people; not sacrificing progress, fairness, and the environment for the sake of mere economic growth, "leaving no one behind"; and reflecting the fine traditions of our nation: "the fortunate helping the less fortunate," and "national solidarity and brotherhood."

At the same time, the high determination, great efforts, decisive actions, and creativity of ministries, sectors, and localities in mobilizing resources and organizing the implementation of the Program have been demonstrated. As a result, from the first session to the present, the whole country has completed and handed over more than 44,000 houses and is currently building 34,200. From now until the end of the year, approximately 240,000 houses still need to be completed, while the implementation time is very tight, with only about 350 days remaining. Therefore, it is necessary to focus on implementing the 350-day intensive campaign to successfully complete the Program in 2025.

The Prime Minister suggested that the Ministry of Labour, Invalids and Social Affairs and Vietnam Television should have a weekly countdown program, announcing the results of the program's implementation to the entire nation every Sunday morning. Based on this, provinces that have performed well should be commended, while those that have not performed well should be encouraged and reminded to improve.
