Vice Chairman of Lam Dong Provincial People's Committee Nguyen Minh inspected the actual situation at Song Quao Lake.

The delegation inspected the Song Quao, Song Luy and Ca Giay reservoirs. The report of Binh Thuan Irrigation Works Exploitation Company Limited said that in the past time, the unit has strictly implemented the reservoir operation process, proactively regulated water early, ensuring the safety of the project.

At Song Quao reservoir, the total amount of water discharged through the spillway from October 2 to November 1 reached 136 million m³, 1.67 times the reservoir capacity. By 7:00 p.m. on November 5, the reservoir maintained a flood prevention capacity of 13.92 million m³ (design 6.72 million m³), operating stably.

For Song Luy Lake, according to the operating procedure, the highest water level of Song Luy Lake at the end of October every year is kept at +129.50 m (equal to the normal water level).

When the lake water level reaches the specified limit, the Company will decide to release flood water based on hydrometeorological developments, current status of key works, downstream situation and operating procedures.

At this time, based on the actual developments of storm Kalmaegi in the East Sea, the Company has proactively lowered the lake water level to +128.50 m to ensure flood safety.

From October 25 to November 1, the amount of water discharged through the spillway of Song Luy reservoir reached more than 103 million m³. By 7:00 p.m. on November 5, 2025, Song Luy reservoir was operating stably, with flood prevention capacity remaining at 28.06 million m³.

The Provincial People's Committee leaders directed the Provincial Irrigation Works Exploitation Company Limited to deploy many plans to respond to storm No. 13.

At Ca Giay reservoir, the Company continues to maintain spillway discharge to lower the water level below the normal rising water level, proactively welcoming floods.

As of 7:00 p.m. on November 5, the lake water level was at +74.62 m, 0.08 m lower than the normal water level; flood prevention capacity reached 26.39 million m³.

Through on-site inspections at reservoirs, Vice Chairman of Lam Dong Provincial People's Committee Nguyen Minh commended and acknowledged the initiative and efforts of the Irrigation Works Exploitation Company Limited in responding to Kalmaegi storm and post-storm floods, contributing to ensuring the safety of irrigation works.

The Provincial People's Committee leaders assessed that the unit has strictly implemented the province's direction, arranged 100% of its forces to be on duty 24/7 at the lakes; at the same time, closely monitored weather developments, proactively regulated spillways, and ensured flood prevention capacity according to regulations.

Provincial People's Committee leaders encouraged reservoir management staff to make efforts to respond to storms and floods, ensuring maximum safety.

Vice Chairman of Lam Dong Provincial People's Committee Nguyen Minh emphasized that at present, the meteorological agency is continuously issuing warnings about major risks caused by storm No. 13, such as strong winds, big waves and heavy rain over a wide area. These developments can lead to the risk of floods, flash floods and landslides in many areas, including Lam Dong province.

Faced with the complicated developments of storm No. 13, Vice Chairman of Lam Dong Provincial People's Committee Nguyen Minh requested Binh Thuan Irrigation Works Exploitation Company Limited and related units and localities to continue reviewing and developing response plans with many specific scenarios; strictly implementing the "4 on-site" motto. At the same time, it is necessary to ensure adequate equipment, supplies, means and on-site logistics to be ready to respond when situations arise.

In case of complicated flood developments, the process of operation and flood discharge regulation needs to be informed and warned regularly and promptly so that people can proactively take precautions. At the same time, units are required to closely coordinate with local authorities during the operation process, step up propaganda and mobilize people, absolutely ensure safety of life, and minimize property damage.
