On the afternoon of December 19th, the Steering Committee for the Implementation of Grassroots Democracy Regulations in Nghe An province held a conference to review and summarize its activities in 2023 and to plan tasks for 2024. Comrade Ngoc Kim Nam - Member of the Standing Committee, Head of the Provincial Party Committee's Mass Mobilization Department, and Deputy Head of the Standing Committee of the Steering Committee - chaired the conference.

Attending the conference were: Ms. Vo Thi Minh Sinh - Member of the Standing Committee of the Provincial Party Committee, Chairwoman of the Provincial Fatherland Front Committee; Ms. Nguyen Thi Kim Chi - Member of the Standing Committee of the Provincial Party Committee, Secretary of the Party Committee of the Provincial Agencies Bloc; and leaders of departments, boards, and agencies.

DEMOCRACY CONTINUES TO BE EXPANDED AND PROMOTED

In 2023, Party committees and authorities at all levels focused on leading and directing the timely implementation and concretization of the Party's guidelines and the State's policies and laws on democratic regulations.

The building and implementation of grassroots democracy regulations has contributed to reforming the methods and improving the leadership capacity of the Party and the management and administration of the government; and reforming the content and methods of operation of the Vietnam Fatherland Front and other political and social organizations.

Party committees, government agencies, and businesses should consistently pay attention to, proactively and flexibly lead, direct, and implement democratic regulations in accordance with the situation, conditions, and field of their respective units, localities, and businesses, while also promoting the responsibility of the leaders.

Implementing democratic regulations at all levels of grassroots organizations effectively has a positive impact on the work of building grassroots Party organizations, government agencies, and people's mass organizations; creating a democratic, open, and transparent environment, enhancing the sense of responsibility of cadres and Party members, and contributing to building clean and strong agencies, units, and localities.

Administrative reform efforts and the maintenance of administrative discipline and order have been strengthened. The handling of citizen inquiries, direct dialogue with the people, and resolution of complaints and denunciations have been carried out in accordance with regulations.

The role of the Vietnam Fatherland Front and other socio-political organizations continues to be promoted, disseminating information and mobilizing members and all strata of the people to effectively implement the Party's guidelines and policies, and the State's laws.

At the meeting, members of the Steering Committee discussed and commented on several aspects of grassroots democracy regulations and proposed enhancing the role of the district-level Steering Committee; supplementing the results of attracting FDI investment, and promoting and mobilizing the people to implement two projects: expanding the administrative boundaries and urban space of Vinh City and the project on rearranging commune-level administrative units in the 2023-2025 period;...

PROMOTING ADMINISTRATIVE REFORM IN CONJUNCTION WITH IMPLEMENTING DEMOCRATIC REGULATIONS

Concluding the conference, Comrade Ngoc Kim Nam - Head of the Provincial Party Committee's Mass Mobilization Department and Deputy Head of the Standing Committee of the Steering Committee - stated that, despite facing many difficulties in 2023, with the high determination of the political system, the implementation of grassroots democracy regulations achieved many positive results.

Emphasizing future tasks, the Head of the Provincial Party Committee's Mass Mobilization Department, Ngoc Kim Nam, stated that the province will reorganize the Steering Committee to ensure efficiency and effectiveness; continue to focus on propaganda, especially the role of leaders in providing information; and innovate the propaganda work on the implementation of grassroots democracy regulations.

Strengthen the leadership and guidance of Party committees and authorities, and the supervisory role of the Vietnam Fatherland Front and political and social organizations in implementing grassroots democracy regulations. Link the implementation of grassroots democracy regulations with studying and following the ideology, ethics, and style of Ho Chi Minh ; implement Central Resolutions 4, XII and XIII on Party building and rectification; and promote the "Skilled Mass Mobilization" emulation movement in a practical and effective manner.

In addition, it is necessary to promote administrative procedure reform associated with the implementation of grassroots democracy regulations; continue to innovate the methods of leadership and management of the government at all levels in the spirit of "creation" and "service"; promote the development of e-government and digital government; and improve the public service ethics of officials, civil servants, and public employees.

Continue to strengthen dialogue and engagement; intensify inspection and supervision of the implementation of grassroots democracy regulations; and promote the people's right to self-governance.
