The Hoa Binh hydroelectric plant opened one sluice gate at 3 PM today, October 14th.

At noon on October 14th, the Department of Dike Management and Disaster Prevention announced that the Deputy Minister of Agriculture and Environment , Nguyen Hoang Hiep, had signed a dispatch requesting the Hoa Binh Hydropower Company to open one bottom sluice gate of the Hoa Binh hydropower reservoir at 3 PM today, October 14th.

Flood releases are carried out in accordance with the Inter-Reservoir Operation Procedure on the Red River Basin issued under Decision No. 740/QD-TTg dated June 17, 2019 and Decision No. 922/QD-TTg dated May 14, 2025 of the Prime Minister .

Along with the official dispatch, the Ministry of Agriculture and Environment also issued a document requesting the People's Committees of provinces and cities in the downstream area of ​​the Red River, including Phu Tho, Hanoi, Bac Ninh, Hai Phong, Hung Yen, and Ninh Binh, to urgently inform organizations and individuals operating on and along the river, such as aquaculture, ferry terminals, watercraft, and construction material extraction and stockpiling, about the flood release information so that they can proactively take preventive measures and ensure the safety of people and property.
