Traffic police officers of Lang Son Provincial Police check vehicles to register vehicles for people.

BE PROACTIVE WITH NEW MODELS

Implementing Project No. 25-DA/DUCA dated January 11, 2025 of the Central Party Committee of the Public Security, after no longer having a district-level police organization, the Traffic Police Department of Lang Son Provincial Public Security has urgently received officers and soldiers from the police of districts and cities; researched and arranged forces, equipment, and vehicles to ensure good operation of all tasks. Lieutenant Colonel Nguyen Ba Hanh, Head of the Provincial Traffic Police Department said: "After reorganizing the apparatus and receiving a number of new tasks, we have proactively arranged personnel, technical equipment, and thoroughly grasped the spirit of responsibility to serve the people as the top priority, without interruption or interruption".

Thereby, the Traffic Police Department has advised and organized two intensive training courses on the Law on Road Traffic Safety and Circulars of the Ministry of Public Security for all officers and soldiers; one training course on circulars regulating vehicle registration procedures for leaders, officers and soldiers of the department and commune-level police with vehicle registration authority. Up to now, 100% of officers and soldiers have been updated on the new procedures for patrolling, controlling, registering and testing vehicles.

After receiving the new tasks, the Traffic Police Department quickly and urgently installed equipment, transmission lines, and installed software to operate and serve the work of exchanging and reissuing Driver's Licenses for citizens. In addition, to facilitate and speed up this activity, the department proactively created QR codes so that people can log in and perform online steps on their smartphones more easily and conveniently. Mr. Luong Van Ha, Tan Thanh commune said: "In addition to using QR codes, people like me can go to the Commune Police headquarters to do the procedures for issuing and renewing Driver's Licenses, which is very convenient."

There are currently 66 points for receiving applications for driver's licenses in Lang Son province (65 communes, wards and at the Traffic Police Department). The organization of driving tests and issuance of driving licenses is also focused on by the Traffic Police. Since the first session on May 16, the department has organized 17 sessions with 6,353 students (of which 4,864 students were tested for cars and 1,489 students were tested for motorbikes).

Captain Vu Tuan Hung, Deputy Head of the Road Motor Vehicle Driver's License Examination Team, Traffic Police Department said: "Currently, 100% of the officers performing the examination duties of the province have obtained the examination certificate issued by the Traffic Police Department. The examination work at the exams is organized objectively, publicly, transparently, in accordance with the procedures and regulations of the law. The officers performing the duties are strictly informed about their attitude and behavior, resolutely preventing negativity, and not causing trouble for the candidates."

To keep pace with the work of arranging and reorganizing administrative units at all levels and building a two-level local government organization model, on June 29, Lang Son Provincial Police issued a decision on decentralization of the work of granting and revoking vehicle registration certificates and license plates for motor vehicles and specialized motorbikes. The Traffic Police Department organized training on vehicle registration for officers and soldiers of 65 commune-level police (61 communes and 4 wards), including 111 comrades who are commanders and officers. As of August 12, the whole province had registered 998 new vehicles, of which 328 were cars. According to Lieutenant Colonel Nguyen Cao Huy, Deputy Head of the Vehicle Registration and Management Team, Traffic Police Department: “Through the implementation, we have found that the ability to operate computers and smart devices of many people is still limited, especially the elderly. Therefore, the team's officers and soldiers regularly guide and help people to perform public services effectively.”

After receiving help from traffic police officers to change the license plate, Ms. Tran Thanh Xuan, Dong Kinh ward, said: “For an elderly person like me, the officers directly help me fill out the declaration on the computer. I think that unifying the tasks under one focal point, the traffic police, helps people to have less trouble, and makes traffic participants obey the law better.”

With political determination and a proactive and flexible spirit, it can be said that the Traffic Police force of the Provincial Public Security has promptly caught up with and effectively carried out its tasks in the new period. All aspects of work and responsibility to serve the people have been recognized by society, thereby contributing to maintaining security and order, promoting socio-economic development of the province.

In the coming time, the Provincial Traffic Police will continue to innovate in the direction of modernization, together with the Provincial Police, determined to build a truly clean, strong, and comprehensive force as set out in the Resolution of the 18th Congress of the Lang Son Provincial Police Party Committee, term 2025-2030”.
