On May 30th, leaders of the Ho Chi Minh City Investment and Construction Project Management Board for Transportation Works (Transportation Board) announced that the Ho Chi Minh City Ring Road 3 project, specifically the section passing through the former Binh Duong province, has completed approximately 66% of its construction volume.

However, the implementation process is facing considerable difficulties due to rising construction material prices and a shortage of asphalt supply.

According to the Department of Transport, component project 5 of the Ho Chi Minh City Ring Road 3 through the former Binh Duong province is approximately 11.3 km long and comprises four main construction packages. Important items currently under implementation include the Tan Van interchange and the section from Binh Chuan to Binh Goi bridge.

Although construction progress is generally being maintained, contractors are facing significant pressure from fluctuating input material prices. The Ministry of Transport stated that since the end of February, the complex military conflict in the Middle East has impacted the global energy market, causing fuel prices to rise sharply.

Rising fuel prices have led to a significant increase in the cost of producing, extracting, and transporting construction materials, especially construction stone. In addition, the costs of operating machinery and equipment, labor, and logistics have also increased, directly impacting construction activities on site.

Furthermore, the supply of imported asphalt and asphalt concrete has been scarce recently. These are crucial materials for road surface projects, so the shortage has significantly impacted project implementation progress.

According to the Head of the Transport Department, if fuel prices remain stable and decrease further from June onwards, and the supply of imported construction stone and asphalt improves, it will create favorable conditions for contractors to accelerate progress and compensate for the production losses experienced in the past.

With the goal of putting the entire route into operation in 2026, the Ho Chi Minh City Department of Transport and the construction units are focusing maximum manpower, equipment, and materials to overcome difficulties and accelerate construction throughout the project.

According to the plan, in addition to the main road, supporting items such as traffic safety systems, lighting, landscaping, and intelligent transportation systems on the section through Binh Duong (formerly) will also be completed synchronously by the end of 2026.

Notably, several key items are expected to be completed before September 30th, including the main elevated section at the Tan Van intersection and the Binh Goi bridge. These are important projects that contribute to increasing inter-regional traffic connectivity and reducing pressure on existing roads in the eastern gateway area of ​​Ho Chi Minh City.
