During the talks, Prime Minister Lawrence Wong expressed his admiration for Vietnam's recent development achievements and stated that with the upgrading of relations to a Comprehensive Strategic Partnership in March 2025, there is still much room for further deepening cooperation between the two countries in various fields.
This opens up tremendous opportunities for cooperation.
General Secretary and President To Lam affirmed that Vietnam always values and wishes to promote friendly relations and multifaceted cooperation with Singapore. Sharing Vietnam's achievements and future development orientations, General Secretary and President To Lam emphasized that Vietnam considers the building of a socialist rule of law state a strategic task; and is determined to successfully build a new growth model based on a knowledge-based economy , digital economy, and green economy, in which science and technology, innovation, and digital transformation are key drivers. These are also the new areas where Vietnam prioritizes cooperation with Singapore. General Secretary and President To Lam also affirmed that Vietnam will continue to reform its administrative apparatus, streamline it, reduce bureaucracy, and streamline administrative procedures, aiming for a state system that operates efficiently, effectively, and efficiently like Singapore.

The two leaders reviewed the outstanding achievements of bilateral cooperation in recent years, especially in the economic, trade, and investment sectors. Two-way trade reached nearly US$12 billion in 2025; Singapore is currently Vietnam's second-largest investment partner with a cumulative investment of nearly US$100 billion, with the Vietnam-Singapore Industrial Parks (VSIP) considered a prime example of successful cooperation, and is expected to reach 30 VSIPs by 2026 to mark its 30th anniversary in Vietnam. Both sides also acknowledged positive progress in defense and security cooperation, education and training, science and technology, tourism, labor, and people-to-people exchanges.
Further strengthen the Green Economy - Digital Economy Partnership.
Discussing future cooperation directions, the two leaders agreed to continue building political trust through maintaining high-level delegation exchanges and regular contacts; effectively utilizing bilateral cooperation mechanisms; elevating strategic cooperation to a level commensurate with the new framework of relations through the establishment of a Strategic Dialogue mechanism between the Communist Party of Vietnam and the People's Action Party of Singapore; and putting science and technology cooperation into substantive implementation. They highly appreciated the organization of the Vietnam-Singapore Technology Connectivity Forum, through the initiative on Vietnam-Singapore technology connectivity, aiming to form a strategic science and technology ecosystem between the two countries.
Both sides also agreed to further promote the Green Economy - Digital Economy Partnership, especially in implementing clean energy connectivity projects, carbon credit exchange; developing an International Financial Center; and developing a new generation VSIP system linked to high-tech transfer. Both sides also agreed to cooperate more closely in the fields of security and defense, promoting cooperation in combating cybercrime and drug trafficking; strengthening cooperation in culture, tourism, and people-to-people exchanges; and promoting connectivity in air travel, logistics, and seaports. Both sides agreed to continue strengthening cooperation to ensure self-reliance in supply chains, including food security and energy security.
General Secretary and President To Lam thanked Singapore and requested that Singapore continue to prioritize Vietnam in training cadres, especially strategic-level cadres, and nurturing talent to serve national development in the new era; and support Vietnam in the operation and management of the National Data Center and the High-Performance Computing and Artificial Intelligence Center. The Singaporean Prime Minister highly appreciated the more than 22,000 Vietnamese students currently studying in Singapore and affirmed his support for Vietnam's human resource development.
The two leaders highly appreciated the regular coordination and mutual support between the two countries in multilateral mechanisms, especially in the Association of Southeast Asian Nations (ASEAN) and the United Nations, and agreed to expand and deepen coordination on international issues; helping ASEAN effectively respond to challenges and achieve new developments in promoting its central role.
General Secretary and President To Lam and Prime Minister Lawrence Wong affirmed the importance of maintaining peace, security, stability, safety, and freedom of navigation and overflight in the East Sea; peacefully resolving disputes, refraining from the threat or use of force, and resolving disputes through peaceful means in accordance with the principles of international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS).

At noon on May 29, General Secretary and President To Lam and Singaporean Prime Minister Lawrence Wong witnessed the signing and announcement of cooperation documents between ministries, sectors, and localities of the two countries.
The cooperation documents include: a Memorandum of Cooperation between the Vietnamese Ministry of Foreign Affairs and the Singapore Public Service Development Agency; a Joint Statement between the Vietnamese Minister of Industry and Trade and the Singaporean Minister for Energy, Science and Technology on strengthening supply chain resilience; a Memorandum of Cooperation between the Supreme People's Court of Vietnam and the Supreme Court of Singapore; Terms of Reference for Vietnam-Singapore agricultural and food trade cooperation; a Memorandum of Understanding on the establishment of an Advanced Manufacturing Research Center between Becamex Group and A*Star; investment certificates awarded to VSIP Hue, VSIP Nghe An, VSIP Ninh Binh, Hai Phong, and Ho Chi Minh City; a Memorandum of Cooperation on education between the Vietnamese Ministry of Education and Training and Nanyang Technological University; and a Memorandum of Cooperation between the Communist Party of Vietnam and the People's Action Party of Singapore.
