
Discussing the draft Law on Deposit Insurance (amended), delegate Thai Quynh Mai Dung (Phu Tho Delegation) highly agreed with the scope of this law. Analyzing further the regulations on ensuring the confidentiality of deposit data and documents related to deposit insurance of organizations participating in deposit insurance according to the provisions of law, the delegate suggested that, in addition to ensuring confidentiality, it is also necessary to ensure safety according to the provisions of a number of recently issued laws, such as the Law on Personal Data Protection; further improving the application of science and technology in ensuring information and protecting personal data.

Meanwhile, discussing Article 23 - the time when the obligation to pay insurance arises, delegate Ly Tiet Hanh ( Gia Lai Delegation) found that, among the three contents related to this article, one content is related to the Bankruptcy Law.
“The drafting committee and the review agency need to review these two laws to unify some contents, to avoid the possibility of taking advantage of the policy, or we can supplement the content of the bill to ensure the protection of the rights of the insured, thereby also contributing to preventing the system from collapsing,” the delegate suggested.
Assessing the regulations on deposit insurance organizations in Article 30 as very important, delegate Ly Tiet Hanh analyzed that current operating capital includes the charter capital of deposit insurance organizations provided by the State, supplemented according to Government regulations, special loans from the State Bank of Vietnam, capital received in principle with repayment from the state budget according to the Prime Minister's decision, professional reserve fund... This is a fairly abundant source of capital.
“This capital basically meets the requirements for insurance activities. However, the deposit insurance organization is a financial organization that operates a business and makes a profit, so profits must be linked to social responsibility. We should attach the responsibility of these deposit insurance organizations not only to pay for the activities of depositors, but also to be responsible for the organization, operation and sustainable development of banks and credit institutions,” the Gia Lai delegation proposed.

Explaining further the opinions of the delegates, Deputy Governor of the State Bank Doan Thai Son clarified the contents and said that the drafting agency will absorb the delegates' opinions and continue to perfect the draft law according to regulations.
