DTO - On the basis of clearly identifying key tasks, from the beginning of 2024 up to now, departments, branches and localities in the province have implemented patriotic emulation movements with many positive results. Notably, the work of mobilizing, managing and effectively using investment resources and quickly implementing infrastructure construction projects, improving the investment environment, contributing to promoting the socio -economic development of the Land of Pink Lotus.

According to the Provincial People's Committee, the management and operation of the state budget in the province is ensured according to regulations, exploiting sustainable revenue sources. The total state budget revenue in the area in the first 9 months of 2024 is estimated at 7,323 billion VND (up 12.79%) over the same period in 2023 and reaching 70.66% of the annual estimate. The province allocated nearly 6,678 billion VND in public investment capital in 2024, as of July 15, 2024, disbursed 2,810 billion VND (reaching 40.55% of the plan). Particularly, the situation of capital allocation and implementation of investment projects from the state budget in the period of 2021 - 2025 has reached 98.42%.
Up to now, 16/23 key traffic projects in the province have been completed and put into use, 6 projects are under construction, and 1 project is being proposed for investment (Road Traffic Infrastructure Project in the South of Tien River, Dong Thap Province). Completed construction of component project 1 and implemented 3 bidding packages of component project 2, Tan Kieu Industrial Park infrastructure project; implementing Dong Thap Border Gate Economic Zone infrastructure project phase 3; Quang Khanh Industrial Cluster phase 1 and phase 2; Thuong Phuoc International Border Gate and Moc Ra Border Gate infrastructure investment project in Dong Thap Border Gate Economic Zone. In particular, the progress of key national transport projects in the province has been focused on and has made progress, including the Cao Lanh - An Huu Expressway Phase 1, component project 1, striving to complete the bridge section in 2024 and has started construction of component project 2.
The province has conducted a preliminary review of the implementation of the resolutions and conclusions of the Provincial Party Committee on socio-economic development of three cities (Cao Lanh, Sa Dec, Hong Ngu) and border areas. Organized the establishment, adjustment, and approval of zoning plans of three cities, adjusted the general planning of Sa Dec City, and implemented the General Planning of Hong Ngu City until 2045. The urbanization rate of the whole province is estimated to reach about 39.5% in the first 9 months of 2024, equivalent to about 28.76% according to the provisions of Decree No. 94 dated November 7, 2022 of the Government.
Continuing to effectively implement Directive No. 19 of the Prime Minister on launching emulation to successfully carry out the annual socio-economic development tasks and the 5-year Plan 2021 - 2025 according to the Resolution of the 13th National Party Congress, the province focuses on improving the investment and business environment, especially consistently implementing the policy of "Accompanying businesses". Strengthening the review, reduction and simplification of administrative procedures to serve people and businesses; focusing on improving the Competitiveness Indexes (PCI, DDCI), promoting the PCI brand value of Dong Thap with a series of 16 consecutive years ranked in the group of 5 provinces and cities with the best management quality in the country, associated with innovating the work of promotion, support and investment attraction in a focused and key direction. At the same time, removing difficulties for each private investment project that has not yet come into operation, as of August 16, 2024, the whole province has approved 6 projects with a total registered capital of nearly 5,442 billion VND, including 1 FDI project with a registered capital of 78.68 billion VND.
Promoting the achieved results, in the last months of 2024, the province will continue to strictly manage and effectively use resources, implement cost savings, ensure balance of revenue and expenditure, and save costs. Urgently complete investment procedures for projects expected to start construction in 2024, speed up construction progress, promote disbursement, and focus on key projects. Closely monitor demand and have a plan to supply sand in a timely and reasonable manner for works, especially key transport projects, to limit local sand shortages that affect project progress. Focus on implementing transport projects and works, shortening implementation time while ensuring full and correct procedures and processes according to regulations. Accelerate the construction progress of industrial park infrastructure, especially Tan Kieu Industrial Park. Strengthen promotion, call for investment and accelerate the implementation of investment commitments; Issue and implement a plan to improve the Provincial Competitiveness Index (PCI), Provincial Governance and Public Administration Performance Index (PAPI) in 2023, announce the Department, Sector and Local Competitiveness Index (DDCI)... strive to complete and exceed the socio-economic development goals, targets and tasks in 2024 according to the set plan.
Activities to support businesses and promote startups are actively implemented. The province has put into operation and implemented activities at the Co-working Space to support businesses and startups; organized the selection of 5 innovative enterprises in 2024. In the first 9 months of 2024, the province has developed 501 new enterprises with a total registered capital of about 3,933 billion VND and 120 enterprises have resumed operations, bringing the total number of enterprises operating in the area to an estimated 5,297 by the end of September 2024. |
