Over the years, the Provincial Party Standing Committee has led and directed Party committees, Party organizations, the government, the Fatherland Front, and political and social organizations at all levels to disseminate and implement directives, resolutions, and documents from the Central and Provincial authorities on religious affairs; directed the development, promulgation, and implementation of Resolution No. 07-NQ/TU on strengthening the Party's leadership in addressing heretical sects in Dien Bien province, 2021-2025. It has also directed Party committees, Party organizations, the Fatherland Front, and political and social organizations at all levels to thoroughly understand, disseminate, and develop implementation plans for the Resolution, linking it to the functions and tasks of their respective localities and units.

Party committees, government agencies, the Fatherland Front, and political and social organizations have strengthened the dissemination of the Party's guidelines and the State's policies and laws on religious affairs to cadres, Party members, civil servants, and all strata of the people through various appropriate forms. The Provincial Party Committee, the Standing Committee of the Provincial Party Committee, and the Party Committee of the Provincial People's Committee have issued guidelines and plans on socio -economic development in ethnic minority areas, linked to the implementation of sustainable poverty reduction and social security goals for the period 2021-2025, with a vision to 2030; addressing the shortage of land for housing, production land, and clean water; arranging and stabilizing the population; and developing sustainable agriculture and forestry… State management of religious and belief affairs has been strengthened; promptly detecting, combating, and thwarting the schemes of hostile forces; Security and social order have been maintained. Programs and projects related to ethnic groups and religions have been given attention and implemented promptly, synchronously, and fully; the political system from the provincial to the grassroots level has been consolidated and strengthened; the material and spiritual lives of the people have been gradually improved; ethnic and religious communities are united and increasingly trust in the leadership of the Party and the management and administration of the State.

The conference focused on discussing the role of religious leaders, officials, and influential figures among ethnic minorities; the role of commune-level Party committee members who are border guards in planning and implementing solutions for propaganda, mobilization, and combating heresy in border areas; and combating and thwarting the schemes of hostile forces…

Concluding the conference, Comrade Tran Quoc Cuong, Member of the Central Committee of the Party and Secretary of the Provincial Party Committee, requested that Party committees, Party organizations, government agencies, the Fatherland Front, and mass organizations continue to effectively implement the tasks and solutions outlined in Resolution 07 of the Provincial Party Standing Committee and Plan No. 505 of the Provincial People's Committee. He urged them to strengthen information and propaganda work on the Party's guidelines and the State's policies and laws on ethnic and religious affairs; to enhance the use of cyberspace to guide public opinion and counter the propaganda of heretical sects; to regularly visit and monitor households that have abandoned heretical sects, encouraging them to continue living and producing peacefully; and to provide support policies for households in difficult circumstances to help them stabilize their lives. He also emphasized the need to continue effectively monitoring the situation, promptly detecting, combating, and preventing the conspiracies and activities of propagating heretical sects and other violations of regulations on belief and religion. Focus on addressing existing shortcomings and limitations, especially in the fight against the leaders of heretical sects; concentrate on collecting and consolidating documents and evidence of violations by stubborn leaders and key figures who refuse to abandon their heretical sects, in order to prosecute them according to the law, contributing to deterring other individuals and creating a breakthrough in the fight against and campaign to eradicate heretical sects.
