Continue to build and complete the Master Plan of Administrative Units at all levels

Deputy Prime Minister Tran Luu Quang signed Decision No. 139/QD-TTg promulgating the Plan to develop the Master Plan for administrative units at all levels for the period up to 2030 and vision to 2045.

The purpose of the Plan is to study and evaluate the organization of administrative units at all levels, propose a master plan for administrative units of the country and of each locality (down to commune-level administrative units) in accordance with the socio-economic development strategy and the national master plan; ensure compliance with legal provisions on establishment, dissolution, merger, division, boundary adjustment and arrangement of administrative units; rationally organize administrative units at all levels in accordance with the reality and development trends of the country; increase the urbanization rate; streamline the apparatus of the political system; contribute to promoting all resources to promote socio-economic development, improve people's lives; ensure national defense, security and social order and safety, and enhance the effectiveness and efficiency of state management.

Specifically identify the work contents, deadlines, completion progress and responsibilities of ministries, branches and localities to develop the Master Plan for Public Service Units to ensure synchronization, timeliness, unity, quality and efficiency; successfully implement the goals, requirements, tasks and solutions stated in Resolution No. 37-NQ/TW dated December 24, 2018 of the Politburo on the arrangement of district and commune-level administrative units, Conclusion No. 45-KL/TW dated November 17, 2022 of the 6th Central Conference, Session XIII, on the orientation of the national master plan for the period 2021 - 2030, with a vision to 2050, Conclusion No. 48-KL/TW dated January 30, 2023 of the Politburo on continuing to implement the arrangement of district and commune-level administrative units for the period 2023 - 2030, Resolution No. 81/2023/QH15 of the National Assembly on the national master plan for the period 2021 - 2030, with a vision to 2050, Resolution No. 35/2023/UBTVQH15 dated July 12, 2023 of the National Assembly Standing Committee on the arrangement of district and commune-level administrative units for the period 2023 - 2030; at the same time, completing the assigned tasks in Resolution No. 06-NQ/TW and Resolution No. 63/2022/QH15 on developing a master plan for national and local administrative units in accordance with the Socio -Economic Development Strategy.

Implementation roadmap

According to the Plan, in 2024 and 2025, the Prime Minister's Plan will be issued to develop the Master Plan for Administrative Units; issue the outline of the National Master Plan for Administrative Units and the outline of the components of the District and Commune-level Administrative Unit Planning of provinces and centrally run cities (the Master Plan for Administrative Units at all levels includes the National Master Plan for Administrative Units developed by the Ministry of Home Affairs and 63 components of the District and Commune-level Administrative Unit Planning of provinces and centrally run cities developed by the People's Committees of 63 provinces and centrally run cities attached to the National Master Plan).

Organize domestic surveys and workshops to collect opinions on the development of plans, outlines, draft plans and related draft documents; develop planning components for administrative units at district and commune levels of each province and centrally-run city; develop the national master plan for administrative units.

At the same time, organize domestic and international research and surveys; organize workshops to serve the construction of planning components for administrative units at district and commune levels of each province and centrally run city and the construction of the national master plan for administrative units; organize conferences to collect opinions on planning components for administrative units at district and commune levels of each province and centrally run city after the provincial People's Committee sends them to the Ministry of Home Affairs (the Ministry of Home Affairs presides over the organization with the participation of relevant ministries, branches and localities).

In 2026 and the following years, develop and complete the Master Plan for administrative units at all levels and submit it to the Government (Quarter IV of 2026); continue to complete the Master Plan for administrative units at all levels and report to competent authorities according to the direction of the Government and the Prime Minister.
