The draft Decree regulating the selection and use of Chief Engineers and Chief Architects for science, technology, innovation and national digital transformation has just been sent to the Ministry of Justice for appraisal.
The draft sets out completely new principles, different from traditional civil service regulations, to create a flexible and substantive mechanism.
Accordingly, the Chief Engineer and Chief Architect will work under a fixed-term contract, not included in the payroll of the agency or organization. This is a fundamental change to be able to apply special treatment. When selected, cadres, civil servants and public employees will stop holding their current duties to comply with the mechanism of this decree. After completing their duties, they can be considered for reassignment to work as cadres, civil servants and public employees.
The Decree emphasizes standards of experience, practical achievements and leadership ability, limiting administrative standards. The position of Chief Engineer has very high requirements for experience and international stature such as: successfully chairing at least 3 large-scale, interdisciplinary science and technology programs with high impact index recognized internationally; having directly managed or coordinated programs and projects with a minimum budget of 300 billion VND (or 500 billion VND for infrastructure and core technology); having the ability to design and coordinate large-scale, complex programs and having experience in building multi-level, multi-sectoral management models.
The position of Chief Architect requires at least 7 years of working experience in a related field, with outstanding contributions demonstrated through high-value practical works and products; having chaired or participated in and successfully implemented at least 2 science and technology programs and tasks with a wide scope of impact (inter-regional, inter-sectoral); having strategic and systematic thinking and the ability to lead technological vision or innovation at an industry or national scale.
In return, those who meet the requirements will enjoy special, competitive and above-par treatment. This is the most innovative content, aiming to attract leading experts at home and abroad.
For people outside the political system (domestic experts, overseas Vietnamese, foreigners): Receive salary and income according to the agreement in the contract, ensuring that it is not lower than the current level.
For cadres, civil servants and public employees: The salary is classified as a senior expert level 3 (equivalent to Minister) for Chief Engineer and level 1 for Chief Architect, and at the same time, they are entitled to additional income according to the agreement to ensure equivalence with people outside the political system.
Personnel who meet the requirements are exempted from personal income tax on salaries, bonuses and income related to science and technology; are rewarded no more than 20% of total salary if they complete their tasks excellently and no more than 10% if they complete them well. They are also arranged official housing, transportation and working conditions equivalent to the title of Minister (for Chief Engineer); enjoy a health care package, insurance for themselves and their families (spouse, children); are supported in finding schools and tuition for their children; and are supported in finding jobs for their spouses.
People outside the political system who have successfully completed their tasks can be considered for admission to the civil service and appointed to leadership and management positions without having to meet the usual conditions (such as working time and planning).
