In 2026, Dong Nai province aims to collect over 21.4 trillion VND in state budget revenue from land-related sources (including land use fees, agricultural and non-agricultural land use tax, and land tax). This is the sector with the highest projected revenue among the province's revenue sources.

To achieve this goal, provincial leaders, departments, agencies, and localities are focusing on implementing solutions. These include close coordination among relevant agencies to effectively exploit revenue sources from land; ensuring the timely and effective implementation of solutions regarding tax extensions, exemptions, and reductions on land rent that have been issued to support businesses and people, while simultaneously fulfilling the obligation to collect state budget revenue as stipulated.

Implement multiple solutions

From the early months of the year, the tax sector coordinated with provincial departments and agencies to implement solutions for collecting land-related revenue. These efforts contributed to achieving nearly 25 trillion VND in domestic state budget revenue in the first quarter of 2026, reaching 32% of the 2026 budget forecast.

Mr. Huynh Thien Duy Phuong, Head of the Legal and Budgeting Department of the Dong Nai Provincial Tax Department, stated: Of the total domestic budget revenue achieved by the tax sector in the first quarter, revenue from land in the province reached over 4.4 trillion VND, three times higher than the same period last year. Of this, revenue from land auctions reached nearly 1.4 trillion VND. The tax sector is focusing on resolving land transfer records carried over from 2025, aiming to collect over 3 trillion VND. These are significant efforts by the tax sector to ensure the fulfillment of the 2026 state budget revenue collection target.

At the local tax offices, the collection of state budget revenue is being implemented synchronously across all management areas. With the goal of achieving over 1.3 trillion VND in budget revenue in 2026, Local Tax Office 10 (Dong Nai Province Tax Office) is one of the local tax offices that must achieve a revenue target exceeding 1 trillion VND. Mr. Duong Dinh Trinh, Deputy Head of Local Tax Office 10, stated: In the first quarter, estimated budget revenue for Local Tax Office 10 reached over 450 billion VND, achieving 34% of the 2026 revenue target, a 30% increase compared to the same period in 2025. Of this, revenue from land lease fees is estimated at approximately 45 billion VND in the first three months, a 73% increase compared to the same period last year. Mr. Trinh added: From now until the end of the year, the unit will strengthen the implementation of revenue collection solutions and combat revenue loss, contributing to double-digit growth for the locality.

According to Dong Nai Provincial Statistics, state budget revenue in the province during the first three months of the year achieved positive results, creating a favorable foundation for the implementation of the province's financial and budgetary tasks in 2026, making a significant contribution to the province's overall growth. The relatively high growth rate in the first quarter shows that production and business activities in the province continue to recover and grow well, export orders have improved compared to the same period last year, and revenue management, anti-tax evasion measures, and budget collection efforts have been implemented decisively from the beginning of the year. Several large revenue streams have emerged early, especially those related to land.

Besides implementing synchronized solutions, monitoring and collecting budget revenue, agencies and units are focusing on implementing many effective solutions. A prime example is the Provincial People's Committee's recent issuance of a plan for auctioning land use rights in Dong Nai province in 2026.

In the first quarter of 2026, Dong Nai's total state budget revenue reached nearly 31 trillion VND, achieving 31% of the target set by the Prime Minister and the Provincial People's Council. Of this, domestic revenue reached nearly 25 trillion VND, achieving 32% of the target; and customs revenue reached over 5.9 trillion VND, achieving 25% of the assigned target.

According to the plan, this year the province will auction 107 land plots with a total area of ​​over 4,400 hectares. One of the main purposes of auctioning these land plots is to effectively utilize the land resources in the province, promptly put the land into use, meet the land use needs of people and businesses, and generate revenue for the budget to supplement public investment capital and social welfare... The land plots to be auctioned this year are concentrated in several key areas such as: Tran Bien, Tam Hiep, Dau Giay, Long Khanh, Long Thanh, Chon Thanh, Phu Nghia…

Regarding the tax sector's performance in 2026, the Head of Dong Nai Provincial Tax Department, Nguyen Toan Thang, stated: In the coming period, the tax sector will proactively exploit revenue from land and mineral exploitation activities. It will promptly address obstacles related to mechanisms, policies, and procedures to expedite project implementation and ensure timely collection of land-related revenues into the state budget.

In addition, the tax department and the Provincial Land Development Center will review overdue land lease contracts, adjust land lease rates, and coordinate in the process of transferring documents to determine financial obligations for organizations in the province. They will also continue to strengthen the review of land auction plans for 2026 and revenue from projects to increase revenue from land auctions in the province.
