The National Center for Meteorological and Hydrological Forecasting has issued the latest bulletin on Typhoon No. 3 on August 31st, along with a bulletin on rain and sunshine on land and the weather situation nationwide during the September 2nd holiday.

Accordingly, at 10:00 AM on August 31st, the typhoon's center was located at approximately 21.1 degrees North latitude and 117.9 degrees East longitude, in the northeastern part of the South China Sea, about 450km east-southeast of Hong Kong (China). The strongest winds near the center of the typhoon were at level 15-16 (167-201 km/h), with gusts exceeding level 17, moving west-northwest at a speed of about 10 km/h.

Over the next 72 to 120 hours, Typhoon No. 3 is likely to change direction and move southward at a speed of 5 km per hour, with its intensity continuing to decrease.

Due to the impact of the storm, the northeastern part of the North East Sea region is experiencing strong winds of force 10-13, with winds near the storm's center reaching force 14-16, gusting above force 17; the sea is extremely rough. In the eastern part of the North East Sea region, waves are 4.0-6.0m high, reaching 8.0-10.0m near the storm's center.

On land, from August 31st to September 2nd, the Southern Central Highlands and the Eastern South Vietnam region will experience moderate to heavy rain, with some areas experiencing very heavy rain and scattered thunderstorms, with rainfall amounts ranging from 40-100mm, and some areas exceeding 150mm; the Northern Central Highlands and the Western South Vietnam region will have showers and thunderstorms, with localized heavy rain, with rainfall amounts of 20-50mm, and some areas exceeding 90mm (rain concentrated in the afternoon and night).

Additionally, on August 31st, both day and night, the central and southern central regions will experience scattered showers and thunderstorms, with localized moderate to heavy rainfall of 10-30mm, and in some places over 60mm.

Northern region:

From September 1st to 4th, it will be sunny, with some areas experiencing hot weather, and no rain at night.

The lowest temperature will be 24-27 degrees Celsius; the highest temperature during the day will generally be 32-35 degrees Celsius, with some places exceeding 35 degrees Celsius.

Central Vietnam region:

From Thanh Hoa to Thua Thien Hue, from September 1-4, it will be sunny, with some areas experiencing hot weather. Showers and thunderstorms are expected in some areas in the late afternoon and evening. The lowest temperature will be 24-27 degrees Celsius, and the highest temperature will generally be 32-35 degrees Celsius, with some areas exceeding 35 degrees Celsius.

In the area from Da Nang to Binh Thuan , from September 1st to 4th, it will be sunny during the day, with scattered showers and thunderstorms in the late afternoon and evening, and showers and thunderstorms in some places at night. The lowest temperature will be 24-27 degrees Celsius, and the highest temperature will generally be 32-35 degrees Celsius. During thunderstorms, there is a possibility of tornadoes, lightning, and strong gusts of wind.

Central Highlands and Southern Vietnam:

The day will be intermittently sunny, with rain, moderate rain, and thunderstorms in the afternoon and evening, and locally heavy rain. Specifically, the Southern Central Highlands and the Eastern South Vietnam region will experience moderate to heavy rain, with some areas experiencing very heavy rain, in the late afternoon and evening of September 1st. The lowest temperature in the Central Highlands will be 20-23°C, and the highest temperature will generally be 26-29°C; in Southern Vietnam, the lowest temperature will be 24-27°C, and the highest 30-33°C. During thunderstorms, there is a possibility of tornadoes, lightning, and strong gusts of wind.

Hanoi area:

From September 1st to 4th, there will be no rain at night, sunny days, and hot weather in some areas. The lowest temperature will be 25-28 degrees Celsius, and the highest temperature during the day will generally be 33-35 degrees Celsius, with some places exceeding 35 degrees Celsius.
