Maintain health insurance contribution rate at 4.5% of basic salary
The Government has just issued Decree 188 detailing and guiding the implementation of a number of articles of the Law on Health Insurance. Accordingly, the Government decided to maintain the health insurance contribution rate at 4.5% of the current basic salary.
Specifically, Clause 5, Article 6 of Decree 188 stipulates that the contribution rate of groups that self-pay health insurance according to Clause 5, Article 12 of the Law on Health Insurance is to maintain the contribution rate at 4.5% of the basic salary, including:
People in households participating in health insurance in the form of households; People living and working, people being raised and cared for in organizations, charitable and religious establishments; Employees on unpaid leave or having their labor contracts suspended; People not falling into the cases specified in points a, b and c of this clause.
Family members participating in health insurance together under the family form will have their contribution reduced: the first person pays 4.5% of the basic salary, the second, third, and fourth people pay 70%, 60%, and 50% of the first person's contribution, respectively, and from the fifth person onwards, they pay 40% of the first person's contribution.
Decree 188/2025 also details that employers pay 2/3 and employees pay 1/3 of the contribution rate.
The Decree also stipulates the level of State budget support, including: 100% support for the contribution level for people in near-poor households residing in poor communes. Minimum support of 70% of the contribution level for some groups.
Woman in critical condition after cosmetic procedure
According to the Hai Phong Department of Health, on July 11, the unit received information that Ms. Nguyen Thi Th. went to the emergency room after getting a beauty treatment at Thanh Tuyen Beauty Salon, No. 482 Nguyen Van Linh, Thanh Binh Ward, Hai Phong City.
Immediately after receiving the information, the Department of Health decided to inspect the compliance with legal regulations in the medical field and coordinate with the People's Committee of Le Thanh Nghi ward to inspect and verify at Thanh Tuyen beauty salon.
At the time of inspection, the legal documents of the facility showed that it was not licensed by the Department of Health to operate medical examination and treatment.
Regarding the case of Ms. Nguyen Thi Th., according to the Hai Phong Department of Health, Ms. Th. had her breast augmentation at another facility (the time of the intervention is unknown). At around 10:00 a.m. on July 2, Ms. Th. went to the Thanh Tuyen cosmetic treatment facility to have her face and chest massaged. After that, she felt tired and was given acupuncture by Ms. Nguyen Thi Tuyen and had her chest massaged with hot oil. After that, Ms. Nguyen Thi Th. took a lunch break at the facility.
Early in the afternoon of the same day, Ms. Nguyen Thi Th. felt more uncomfortable and tired, so Ms. Nguyen Thi Tuyen took her to Hai Duong General Hospital for emergency treatment, then transferred her to Bach Mai Hospital.
Also according to the Hai Phong Department of Health, at the time of the inspection, Ms. Nguyen Thi Th. was still being treated at Bach Mai Hospital.

Prime Minister directs drastic measures to prevent and resolve environmental pollution
Prime Minister Pham Minh Chinh has just signed and issued Directive No. 20 on a number of urgent and drastic tasks to prevent and resolve environmental pollution.
In particular, the Prime Minister assigned the Ministry of Public Security to strengthen its grasp of the situation, regularly review, supplement and update the list of polluting facilities, areas and locations of environmental pollution nationwide and direct inspection, investigation and strict and thorough handling of crimes and violations of environmental laws.

Deploy the identification of low emission zones according to the environmental protection plan and have a specific roadmap for implementing measures in the identified low emission zones. Invest in the development of automatic air monitoring systems in special urban areas and type I urban areas according to a specific roadmap.
