The roadmap and requirements for the merger of provinces and administrative units have been outlined in Conclusion 127-KL/TW of the Politburo and the Secretariat of the Central Committee dated February 28, 2025.

Conclusion 127-KL/TW clearly states that the study on the orientation of merging some provincial-level units, eliminating district-level organizations, and merging some commune-level units must be conducted objectively, democratically, scientifically , specifically, thoroughly, and with a constructive attitude, closely reflecting the practical situation; thoroughly overcoming overlapping functions and tasks, fragmentation of geographical areas and fields, and cumbersome intermediate organizations; ensuring smooth, effective, and efficient operation, enhancing the leadership and governing role of the Party, and meeting the requirements of the tasks in the new period.

Furthermore, regarding the issue of provincial mergers, Conclusion 127 requires that, in addition to population size and area, careful study of national master plans, regional plans, local plans, socio -economic development strategies, sectoral development, expansion of development space, leveraging comparative advantages, meeting development requirements for each locality, and the requirements and development orientations of the new period... should be conducted as a scientific basis for the arrangement.

In organizing the model of local government, the Politburo and the Secretariat of the Central Committee require clarification of the working relationship between different levels of local government (between the provincial and commune levels); the working relationship along the vertical axis from the central level to the commune level (between central ministries and agencies, specialized departments, and units and individuals in charge of specific fields), ensuring smooth, synchronized, interconnected, effective, and efficient operation; and clearly defining the conditions to ensure the effective operation of commune-level governments before, during, and after the restructuring.

One issue of great concern regarding the policy on researching provincial mergers is the timeline. On this matter, Conclusion 127 requires that by March 9, 2025, the Party Committee of the Government report to the Politburo for approval before seeking opinions from Party committees and organizations at all levels.

The deadline of March 12, 2025, is for incorporating feedback from the Politburo and the Secretariat, finalizing the draft, and submitting it for comments to Provincial Party Committees, City Party Committees, Party Committees directly under the Central Committee, and central Party agencies, organizations, and committees.

The deadline of March 27th is for receiving feedback from Provincial Party Committees, City Party Committees, Party Committees directly under the Central Committee, agencies, organizations, and central Party committees, finalizing the plan, and reporting to the Politburo and the Secretariat.

The deadline for incorporating feedback from the Politburo, the Secretariat, and relevant agencies, finalizing the proposal and submission, and presenting it to the Central Committee of the Party is April 7, 2025.

Regarding the issue of amending the Constitution, Conclusion 127 assigned the Party Committee of the National Assembly to preside over and coordinate with the Party Committee of the Government to direct the Party Committee of the Committee on Law and Justice, the Party Committee of the Ministry of Justice, and relevant agencies to study the amendment and supplementation of a number of articles of the Constitution, focusing on issues related to the organizational structure of the political system, and report to the Politburo in early March 2025 for submission to the Central Committee of the Party before April 7, 2025.

In addition, the deadline for completing the amendment and supplementation of certain articles of the Constitution is no later than June 30, 2025.

It can be affirmed that the contents related to the objectives, requirements, timeline, and procedures for researching the merger of provinces and the organization of administrative units have all been made public and transparent, ensuring compliance with the law, guaranteeing the leadership of the Party, and ensuring democracy and openness in the development of the proposals.

Be cautious about social media information related to provincial mergers.

As is often the case, whenever the country experiences important events, social media and individuals who pride themselves on being "well-informed" rush to spread information prematurely, aiming to disrupt and confuse public opinion. Ultimately, this undermines public trust in the Party and State's policies and guidelines, even creating misunderstandings and providing opportunities for reactionary forces to distort those policies.

And this time is no different. Over the past few days, social media has been flooded with information, albeit with varying frequency, about merging one province with another. Or perhaps they're deliberately spreading information that looks genuine, as if a decision has already been made by an authorized agency, in order to gain trust and capture the attention of a large number of online users.

Moreover, the deliberate dissemination of information that had not been officially approved by the competent authorities directly impacted a sensitive and sacred issue—the very roots and heritage of many individuals and communities. This caused considerable unrest, leading to division and disunity among localities, people, and communities.

Even more harmful is that it creates pretexts and opportunities for reactionary forces to distort the development policies of the Party and the State, and undermine national unity. At the same time, these reactionary forces use issues of "regions" and "religion" to manipulate public opinion and promote subversive rhetoric.

It must be affirmed that the policies and guidelines of the Party and the State are extremely clear, open, and transparent. All citizens can access these policies through official information channels to understand them clearly and correctly, from their formulation to their implementation. This is undeniable and cannot be distorted.

Those who exploit technology believe they can leverage its universality to gain an advantage and a dominant position in the information field. But the truth is, they are clever but not wise. People now have more opportunities to access and understand the policies of the Party and the State more clearly, and are more up-to-date, direct, and capable of distinguishing and accepting official policies, thereby strengthening their trust in the Party and State's guidelines and policies. That is the essence of the matter.

Being vigilant and knowing how to filter unofficial and non-official information, not only regarding daily life but also national affairs, is an essential habit for all citizens.

In recent days, the police have repeatedly dealt with numerous individuals who used social media accounts to spread unofficial information about administrative unit restructuring, including information related to the merger of provinces.
