On September 16th, Deputy Prime Minister Nguyen Hoa Binh held a working session with the Ministry of Interior.
At the meeting, Deputy Minister of Home Affairs Truong Hai Long stated that, in recent times, the Ministry of Home Affairs has proactively and actively advised the Government on implementing salary policy reforms according to a reasonable, step-by-step, cautious, certain, feasible, and effective roadmap, which has received high consensus and agreement from officials, civil servants, public employees, the armed forces, and society.
In the area of organizational structure and staffing, the Ministry of Interior focused on advising on the development of the Government structure for the 15th term to be submitted to the National Assembly for approval, with the aim of continuing to innovate the organization and operation of the Government and local authorities to be streamlined, effective, and efficient.
The results for the 2021-2023 period show a reduction of 17 general departments and equivalent organizations (with a further reduction of 1 general department and 5 departments/bureaus under general departments expected), a reduction of 10 departments under general departments and ministries, a reduction of 145 departments/bureaus under general departments and ministries; a reduction of 13 departments and equivalents, a reduction of 2,159 offices and equivalents under provincial and district People's Committees; and a reduction of 7,469 public service units, achieving 13.5% compared to 2016, exceeding the target set by the Central Government.
The Ministry of Interior advised on and implemented personnel management and downsizing in accordance with the directives of the Politburo and the Government. From 2016 to 2023, 82,295 positions were downsized (including 7,435 civil servants and 74,860 public employees).
The downsizing of personnel has exceeded the targets set by the Politburo, with civil servants reduced by 10.01% and public employees receiving salaries from the state budget reduced by 11.67%, and the number of part-time workers in villages and residential areas reduced by 46.64% compared to 2015.
According to Deputy Minister Truong Hai Long, the Ministry of Interior is implementing thorough decentralization in recruitment; supplementing regulations on promotion consideration for leading and managerial civil servants and changing the method from examination to promotion consideration; and decentralizing the organization of examinations and promotion consideration to ministries, sectors, and localities.
At the same time, the Ministry of Interior proactively reviewed and reduced unnecessary procedures related to foreign language certificates, computer skills certificates, and other training certificates in the recruitment, promotion, and advancement of civil servants and public employees, saving time and costs for society, which was highly appreciated by the public.
Also at the meeting, Minister of Home Affairs Pham Thi Thanh Tra emphasized several key tasks for the Ministry and the sector in the coming period, such as: building and perfecting institutions, resolutely leading in administrative reform, reorganizing the organizational structure, reorganizing administrative organizations of specialized agencies at the provincial level, and focusing on fundamentally completing the reorganization and resolving issues arising in the reorganization of district and commune-level administrative units.
