Before the merger, the three provinces of Phu Tho, Vinh Phuc, and Hoa Binh had 479 commune-level administrative units. After the merger, Phu Tho province has 148 communes and wards, no longer has a district-level government, many provincial agencies have been merged, so there are many redundant offices.
The Standing Committee of Phu Tho Provincial Party Committee has given opinions on the management and handling of surplus real estate and assigned specific management and usage units to avoid loss and waste; requiring completion before August 31.
The arrangement of surplus assets is carried out according to the principle of prioritizing the conversion of functions to medical, educational, police, military facilities and using them for other local purposes such as: libraries, parks, cultural and sports institutions...
Based on the review, Phu Tho Department of Finance has compiled and proposed solutions. Specifically, the Department proposed transferring 116 surplus houses and land to serve as headquarters for state agencies; 291 facilities can be converted into schools, medical stations, and cultural houses; 228 other facilities will be assigned to the Land Fund Development Center for management.
In the immediate future, Phu Tho province will maintain the model of three regional administrative centers located in the three previous provinces to take advantage of existing infrastructure and reduce the load on the new provincial center. Agencies such as provincial newspapers, radio and television, the provincial Political School, the Investment Promotion Center, and the Project Management Board will operate in all three areas.
Phu Tho Newspaper and Radio and Television has its headquarters at the Vinh Phuc Provincial Radio and Television Station in Vinh Phuc Ward (formerly Vinh Yen City). This newly built building has a total investment of 458 billion VND, including 15 floors above ground, 1 basement, enough space for about 300 people to work.
The old Vinh Phuc Provincial People's Committee headquarters is expected to house the headquarters of the following agencies: Phu Tho Provincial Industrial Park Management Board, Phu Tho Provincial Investment Promotion and Enterprise Support Center, and Vinh Phuc Regional Project Management Board.
Up to now, all 148 communes and wards have been provided with enough working offices for the Party Committee, government, police and public service units, using the facilities of the old communes and wards.
The province will continue to study the usage plan for the remaining surplus houses and land in August.
