The Ministry of Home Affairs works with the city on developing projects: Organizing urban government; Arranging administrative units at district and commune levels for the period 2023 - 2025

(Haiphong.gov.vn) - On the afternoon of April 5, the Ministry of Home Affairs' working delegation led by Minister Pham Thi Thanh Tra worked with Hai Phong city on the development of projects: Organizing urban government of Hai Phong city; Arranging administrative units at district and commune levels in Hai Phong city for the period 2023 - 2025 and some contents related to home affairs.

The city leaders received and worked with the delegation with comrades: Le Tien Chau, member of the Party Central Committee, Secretary of the City Party Committee, Head of the Hai Phong National Assembly Delegation; Nguyen Van Tung, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee; Do Manh Hien, Permanent Deputy Secretary of the City Party Committee; Pham Van Lap, member of the Standing Committee of the City Party Committee, Chairman of the City People's Council; along with comrades of the Standing Committee of the City Party Committee, Vice Chairmen of the City People's Committee and representatives of relevant departments, branches, localities and units.

According to the Project on organizing urban government of Hai Phong city, Hai Phong city will not organize People's Councils of 7 districts and 66 wards, the implementation period will start from the 2026 - 2031 term (when organizing and implementing urban government, there will be 87 redundant officials holding specialized positions of People's Councils of districts and wards, who must be arranged, organized or have their policies resolved).

Regarding the Project on arranging administrative units (UVHC) at district and commune levels in Hai Phong city for the period 2023 - 2025. Currently, localities in the city have organized to collect voters' opinions on the arrangement, establishment and adjustment of administrative units at district and commune levels for the period 2023 - 2025. Accordingly, the majority of voters agreed, supported and highly agreed with the plan to arrange, establish and adjust administrative boundaries and names of the administrative units at commune level formed after the arrangement, with the percentage of voters agreeing being 99.04%.

Regarding the project to establish a city within a city in Thuy Nguyen district: The plan is to establish Thuy Nguyen city on the basis of the entire natural area and population size of Thuy Nguyen district; adjust a part of the natural area of Dong Hai 1 ward, Hai An district in Vu Yen island area to create favorable conditions for state management of administrative boundaries to be clear, stable in the long term and convenient for planning and socio-economic development in Vu Yen island area; arrange 37 administrative units of communes and towns in Thuy Nguyen district to establish 21 commune-level administrative units (17 wards and 04 new communes), reducing 16 commune-level administrative units.

Regarding the project to establish a district administrative unit in An Duong district: establish An Duong district on the basis of arranging 16 commune and town administrative units of An Duong district to establish 10 wards of An Duong district and adjust the status quo of 03 communes (Dai Ban, An Hong, An Hung) of An Duong district to Hong Bang district.

Adjusting the boundaries of An Duong district to expand Hong Bang district with the plan: adjusting the original natural area and population size of 03 communes (Dai Ban, An Hong, An Hung) of An Duong district to Hong Bang district for management and establishing 03 wards (Dai Ban, An Hong, An Hung) of Hong Bang district; arranging and merging 03 wards (Ha Ly, Trai Chuoi and Thuong Ly) in Hong Bang district to form 1 new ward.

The Minister highly appreciated the role of the leaders, Party committees and local authorities in preparing the projects, ensuring comprehensiveness, meticulousness, coverage and synchronization, basically following the progress up to this point. At the same time, she also acknowledged the results in the activities of the city's home affairs sector in recent times, making an important contribution to the city's socio-economic development.

Emphasizing that the tasks in the coming period are very important, with a huge amount of work, the Minister said that the city needs to continue to have high political determination, take drastic actions, closely follow Resolution 45 and the Resolutions of the Central Committee; continue to review to adjust and supplement projects, ensuring prudence, science, suitability to practical requirements, and high feasibility.

The Minister requested the city to review the projects to reorganize administrative units at district and commune levels, ensuring connectivity and integration; clarify feasible reorganization plans; plans to arrange redundant staff; headquarters, public assets; special regimes and policies after reorganization. At the same time, focus on implementing projects to establish a city within the city in Thuy Nguyen district; adjust administrative units in Hong Bang district and An Duong district. The Ministry will preside over the development of an inter-sectoral plan with the Ministry of Construction, unify the content, assign specific tasks to coordinate, urge, and jointly resolve difficulties.

Receiving the direction of Minister Pham Thi Thanh Tra , Secretary of the City Party Committee Le Tien Chau hopes that the Minister will continue to pay attention to directing the units under the ministry to support and coordinate to support the city in building specific policy mechanisms in the home affairs sector; solving administrative boundary issues; coordinating to build interconnection plans for ministries and branches in carrying out the task of building the urban government project of Hai Phong city. The Secretary of the City Party Committee emphasized: Hai Phong will continue to strengthen leadership and direction of departments, branches, localities and units to make efforts to carry out the tasks under their responsibility, ensuring the schedule requirements./.
