Presenting the draft political report at the congress, comrade Nguyen Duy Lam - Secretary of the Provincial Party Committee said that in the past term, the Provincial Party Committee continued to focus on Party building in terms of politics, ideology, and ethics, contributing to firmly protecting the ideological foundation and strengthening the people's trust in the Party.

Inspection and supervision work has been focused on, promptly preventing, correcting and strictly handling violations; maintaining discipline and order, strengthening solidarity and unity within the Party. Mass mobilization work, activities of the Fatherland Front and socio-political organizations have had many innovations and effectiveness.

Internal affairs, judicial reform, prevention and fight against corruption, waste and negativity are focused on and directed resolutely, contributing to creating a stable and transparent environment to attract investment and develop the economy and society. The leadership methods of Party committees at all levels continue to be innovated towards being closer to reality, improving quality and efficiency; the Party's leadership role in the government is promoted.

Economic leadership continued to grow, reaching 6.4%/year, the economic scale reached 126,000 billion VND, 1.5 times higher than at the beginning of the term; GRDP per capita was 94 million VND. The economic structure shifted in the right direction; budget revenue for the 2021 - 2025 period is estimated at 88,500 billion VND, an increase of 1.6 times compared to the previous period. Total social investment capital increased by 47%; many key projects were accelerated, attracting more large projects to create foundation and driving force for development; at the same time, focusing on completely handling backlog projects.

Industrial production continues to be the main driving force, growing by nearly 7% per year; many large-scale projects are being implemented such as Vung Ang II Thermal Power Plant, Bac Thach Ha Industrial Park (VSIP), Vinhomes Vung Ang, battery and electric car factories... Agriculture grows by more than 3% per year, meeting the province's targets for completing the task of building new rural areas.

Services, trade, and tourism have recovered positively after the COVID-19 pandemic. Planning and strategic infrastructure development have been focused on. The private economy has developed quite well, with nearly 6,500 newly established enterprises, 2.3 times higher than the previous period. Resource management, environmental protection, and climate change adaptation have been strengthened. Attention has been paid to the application of science, technology, and digital transformation; the Public Service Portal and the electronic one-stop shop system have been effectively operated; Ha Tinh is among the 15 provinces that have effectively implemented the Government's Project 06.

Culture and society have achieved many positive results; education and training have achieved outstanding and quite comprehensive results; social security has been ensured with many creative and effective methods; the whole province has built more than 12,000 solid houses for poor households and policy families; the poverty rate has decreased to 1.9%. National defense - security, social order and safety have been maintained. Foreign relations and international integration have been expanded.

Evaluating the results achieved, the Provincial Party Secretary also pointed out a number of shortcomings, limitations and causes; at the same time, pointed out 5 lessons learned in leadership and direction during the past term.

In the 2025 - 2030 term, the province has set the goal of building a clean and strong Party and political system; developing industry, agriculture and services; a synchronous and gradually modern infrastructure system; proactively adapting to climate change, protecting the environment; promoting cultural values, people and high-quality human resources; promoting digital transformation, expanding foreign relations, strengthening national defense and security; constantly improving the material and spiritual life and health of the people.

The Congress drafted 31 specific targets, 5 key tasks, 3 breakthroughs and focused on implementing 17 main groups of solutions.

5 key tasks

(1) Strengthening the building of a clean and strong Party and political system. Enhancing the comprehensive and direct leadership capacity of Party committees at all levels in the work of building and enforcing laws in the spirit of the Politburo's resolution on innovating the work of building and enforcing laws to meet the requirements of national development in the new era.

(2) Effectively mobilize all resources to implement strategic and breakthrough orientations: "one driving center", "three economic corridors", "four key industries", "three urban areas".

(3) Effectively implement resolutions on private economic development and promote the application of science, technology, innovation and digital transformation, creating a foundation for rapid and sustainable growth.

(4) Promote the cultural values and people of Ha Tinh, famous people and heritages honored by UNESCO. Synchronously, comprehensively and breakthroughly innovate education and training development; develop human resources, especially high-quality human resources.

(5) Continue to thoroughly grasp and concretize the resolutions and conclusions of the Party Central Committee and the Politburo on military, national defense and security. Promote and improve the effectiveness of foreign affairs and international integration in the spirit of the Politburo's Resolution.

3 breakthroughs

(1) Promote digital transformation on three pillars of building digital government, developing digital economy, promoting digital society and public administration, ensuring effective service to people and businesses.

(2) Focus on developing, attracting, and making use of high-quality human resources; building a team of cadres, especially grassroots cadres, with prestige, theoretical knowledge, practical capacity, and decisive and effective actions, to meet development requirements in the new situation.

(3) Develop synchronous and modern infrastructure, attract strategic investment projects, focusing on large-scale industrial zones and clusters, logistics, traffic connecting economic zones, industrial parks, tourism, border gates with the national transport system; infrastructure of high-speed railway station areas (according to the TOD model). Build and expand Vung Ang Economic Zone to become an industrial - energy - seaport - logistics center of the region and the whole country.

Some specific targets include: the average rate of party members admitted annually strives to be at least 3% of the total number of party members; over 90% of affiliated party organizations annually complete their tasks well or better; the average growth rate of gross regional domestic product (GRDP) is 10% or more; the average income per capita reaches 80 million VND; digital government performance is ranked in the top 15/34 provinces and cities nationwide; the rate of multidimensional poverty households decreases by an average of 0.5% per year; the rate of communes and wards meeting security and order standards reaches 95%...
