On the morning of August 21, at the Party Central Committee Headquarters, General Secretary andPresident To Lam, Head of the 14th Party Congress Personnel Subcommittee, chaired the second meeting of the Personnel Subcommittee.

Also attending were members of the Subcommittee: Prime Minister Pham Minh Chinh; National Assembly Chairman Tran Thanh Man ; Standing member of the Secretariat Luong Cuong; comrades in the Subcommittee and the Working Group of the Personnel Subcommittee.

At the second meeting, members of the Personnel Subcommittee gave their opinions on the following drafts: Report summarizing the personnel work of the 13th Party Central Committee and developing directions for personnel work of the 14th Party Central Committee; Report to the Politburo summarizing the personnel work of the 13th Party Central Committee and directions for personnel work of the 14th Party Central Committee; Directions for personnel work of the 14th Party Central Committee to submit to the Politburo for comments before seeking comments from Party committees, organizations, and agencies according to regulations.

After the members Human Resources Subcommittee Giving opinions on the draft documents, concluding the meeting, General Secretary and President To Lam, Head of the Subcommittee, emphasized that this must be determined as an especially important task, a "key" task of "keys", related to the survival of the Party, the fate of the regime, the development and strength of the country. The work of preparing personnel for the 14th National Party Congress is not only the task of the Personnel Subcommittee, the Politburo, the Secretariat, the Central Executive Committee, but also an important task of the entire political system, of Party committees, Party organizations, agencies, units and localities.

General Secretary and President To Lam emphasized a number of key tasks, including continuing to thoroughly grasp and unify the awareness of the position, significance, role, and importance of personnel work and personnel preparation for the 14th National Party Congress; inheriting the thoughts and major and very specific orientations of the late General Secretary Nguyen Phu Trong, former Head of the Personnel Subcommittee at the first meeting. In particular, it is necessary to use the results of the summary of the personnel of the 13th Party Central Committee as an important basis for building the personnel orientation for the 14th National Party Congress.

The personnel work for the Party Congress must be done very urgently and carefully, ensuring solidarity and unity within the Party; ensuring the maintenance of the Party's leadership and governing role; personnel considered for selection must be cadres with leadership capacity, professional qualifications, and prestige among the people and the Party. The personnel preparation process must ensure the direct, comprehensive, regular, continuous, close, and democratic leadership of the Party Central Committee, the Politburo, the Secretariat, Party committees, and Party organizations; the interests of the Party, the nation, the people, and the people must be placed above all and first.

The General Secretary and President stated that the tasks of the Personnel Subcommittee are particularly important, difficult, and sensitive, and together with the Document Subcommittee and other subcommittees, they will determine the success of the Congress. Therefore, the members of the Personnel Subcommittee will continue to spend a lot of time directing and giving opinions on the important tasks of the Subcommittee.
