On the morning of September 29, at the Party Central Committee headquarters, General Secretary To Lam , Head of the Central Steering Committee on preventing and combating corruption, waste, and negativity, chaired a meeting of the Steering Committee's Standing Committee. The meeting aimed to give opinions on the results of handling corruption, waste, and negativity cases and incidents since the 28th meeting; the results of handling projects that are behind schedule, have been backlogged for a long time, and are at risk of loss and waste.

Concluding the meeting, General Secretary To Lam emphasized that since the 28th meeting of the Steering Committee, Party committees and functional agencies at all levels have made many efforts and achieved many practical results.

Specifically, since the 28th session up to now, the prosecution agencies nationwide have prosecuted and investigated 443 cases/1,488 defendants, prosecuted 470 cases/1,296 defendants, and tried 512 cases/1,266 defendants at first instance for crimes of economic and positional corruption.

Completing the first instance trial of two key cases, of special public interest, according to the Steering Committee's plan, namely the case at Phuc Son Group Joint Stock Company, Thang Long Real Estate - Trade Investment Joint Stock Company and a number of units and localities. Along with that is the case that occurred at Thuan An Group Joint Stock Company and related units and organizations.

The authorities have increased coordination and handling of criminals involved in the production and trade of counterfeit and substandard goods, especially food, dietary supplements and medicines. Resolutely combat and destroy many organized crimes, involving collusion between criminals hiding under the guise of businesses and corrupt officials, causing public outrage.

The Central Inspection Commission, Party committees and inspection committees at all levels focused on inspecting topics and cases according to the conclusions of the Steering Committee. Since the 28th meeting, the Party Central Committee, the Politburo, the Secretariat and the Central Inspection Commission have disciplined 8 senior officials under the management of the Politburo and the Secretariat.

Since the beginning of 2025, there have been 19 cases of officials under the Central management; of which, 11 cases have been disciplined due to involvement in cases and incidents under the supervision and direction of the Steering Committee; 3 cases have been criminally prosecuted.

The Government and the Prime Minister have focused on leading and directing the review and handling of 2,991 projects that are behind schedule, have been in backlog for a long time, and are at risk of causing loss and waste. Focusing on directing and removing difficulties and obstacles for 11 projects, the Standing Committee of the Steering Committee assigned the Government Party Committee to direct the handling, including solutions and roadmaps for 6 projects. At the same time, actively directing the completion of the review and handling of 10,971 surplus houses and lands after the rearrangement of administrative units at all levels.

The Government Inspectorate has also organized the review, classification, inspection, and direction of inspection of 563 projects and works with difficulties, obstacles, slow progress, long backlog, low efficiency, and risk of loss and waste.

Ending 6 complicated corruption and waste cases in 2025

In the coming time, the Standing Committee of the Steering Committee requests Party committees, Party organizations, and functional agencies to focus on thoroughly handling serious, complicated corruption, waste, and negative cases that are of public concern. Strive to complete the investigation, prosecution, and trial of 22 cases by the end of 2025 and before the 14th National Congress of the Party, and complete the verification and handling of 6 cases.

In particular, the General Secretary emphasized the cases related to Thuan An Group (phase 2); cases causing waste related to the construction project of Bach Mai Hospital, Viet Duc Hospital, branch 2; the project to build the VICEM Operation Center, Vietnam Cement Corporation; cases related to the field of food safety; the case that occurred at the Central Institute of Forensic Psychiatry;...

In particular, focus on investigating and thoroughly handling cases of collusion between corrupt and degenerate officials and businesses for personal gain, especially criminals hiding under the guise of businesses, in accordance with the spirit of "prosecuting one case, alerting the whole region and the whole field".

The General Secretary also emphasized the requirement and directed a comprehensive review, inspection, and examination of the management, licensing, and exploitation of minerals nationwide, and timely correction of violations to strictly manage and improve the efficiency of exploitation and use of these important resources.

The General Secretary also stated that the Standing Committee of the Steering Committee also requested to focus on directing the final handling of projects that are behind schedule, have been in backlog for a long time, and are at risk of loss and waste. In particular, it is necessary to complete the removal of difficulties and obstacles, and put into operation and use in 2025 for 11 projects assigned by the Standing Committee of the Steering Committee to the Government Party Committee to direct the handling.

Urgently complete and conclude the inspection of 563 projects with difficulties and problems to take immediate measures to resolve them. Speed ​​up the progress of handling surplus headquarters, houses and land in localities after restructuring the apparatus and implementing a two-level local government; absolutely do not allow damage, degradation, encroachment, loss or waste.

Also at this meeting, the Standing Committee of the Steering Committee agreed to put the case of abusing position and power while performing official duties at the Central Highlands General Hospital under the Steering Committee's monitoring and direction.
