The Si Pha Phin Primary and Secondary School project has a scale of 31 classrooms, a dormitory, subject classrooms, a multi-purpose hall, a library, a sports field, a swimming pool... to meet the learning and living needs of more than 1,000 students from ethnic minorities in border communes. The project has a total investment of 220 billion VND from the support capital of Hanoi city and socialized sources.
This is the first school out of 100 schools expected to be built in 2025 according to Notice No. 81-TB/TW dated July 18, 2025 of the Politburo on the policy of investing in the construction of inter-level boarding schools for 248 land border communes. The project is implemented on schedule, ensuring quality, soon completed, and put into effective use, which will practically contribute to the education and training cause of Dien Bien province. A modern, convenient, safe, and friendly learning environment will help children of ethnic minorities in border areas have better conditions to study and practice, contributing to preserving cultural identity, creating a source of future cadres for the locality, and strengthening national defense and security in border areas.
Speaking at the groundbreaking ceremony, General Secretary To Lam affirmed that this is an important and meaningful event, the first project to be implemented under the new policy of the Politburo. The General Secretary commended and highly appreciated the proactiveness and determination of the Provincial Party Committee and People's Committee of Dien Bien province, the active and devoted support of the Party Committee, government and people of Hanoi capital, and the coordination of central departments and branches in preparing for investment in the construction of this school.
The General Secretary emphasized that our Party always considers education as the top national policy and the key driving force for the country's sustainable development. Over the years, despite many difficulties, the Party and the State have paid great attention to the border areas. However, the school system, especially the inter-level boarding schools in the border communes, is still very lacking, causing many limitations in the learning conditions of students. Investing in building inter-level primary and secondary boarding schools in the mainland border communes is a very correct policy, with profound humanistic significance, demonstrating the special attention of the Party and the State to people in the border, remote and disadvantaged areas.
Building schools not only provides children with better learning conditions, but also aims at the long-term goal of improving the quality of life of people in border areas, contributing to preserving national sovereignty from the roots - that is, people, communities attached to the land, forests, borders and landmarks.
In order to complete the project soon, the General Secretary requested all levels, sectors and all people to join in with the highest sense of responsibility. The Provincial Party Committee, the People's Committee of Dien Bien province and Si Pa Phin commune need to resolutely join in, considering this a particularly important political task, which must be done well, quickly and effectively. It is necessary to ensure the site, infrastructure, and capital disbursement on schedule; create favorable conditions for construction units. This is a project of the people's hearts, for the future of our children, and must not be delayed or spread out. For design, construction, consulting and supervision units, it is necessary to ensure the quality of the project, labor safety, techniques and aesthetics, worthy of being a model school in the border area.
The General Secretary hopes that the Party Committee, the government and the organizations of Si Pa Phin commune will continue to pay attention to families with children studying, encourage people to send their children to school regularly, and create conditions for them to study properly. It is necessary to combine building schools with preserving national cultural identity, teaching literacy with teaching people, teaching morality, and love for the homeland and country. People accompany, support and share so that the project can be implemented smoothly, at the same time together preserve schools and nurture the future of children, so that they can become citizens with knowledge, skills, patriotism and aspirations to rise up.
On this occasion, the General Secretary requested ministries and branches, especially the Ministry of Education and Training, the Ministry of Ethnic Minorities and Religions, border localities, and relevant units to urgently complete institutions, mechanisms, regulations, clear decentralization, and allocate appropriate resources to ensure the progress and quality of investment in building a system of inter-level boarding schools in land border communes according to the Politburo's policy. Ensure a comprehensive, green, clean, beautiful, close and unique educational environment. Focus on building a team of teachers with long-term commitment, capacity and dedication to ethnic minority students. Ministries and branches need to closely coordinate with local Party committees, authorities, village elders, village chiefs (religious dignitaries), and armed forces to mobilize people to take care of the education cause, considering schools as "fortresses" of knowledge, culture and patriotism. Strengthening propaganda work, creating social consensus, promoting the role of the Fatherland Front and socio-political organizations, mobilizing social resources to accompany the journey of "helping children go to school".
The General Secretary believes that with the determination of the entire political system, the consensus of the people, the affection and responsibility of teachers in the border areas of the Fatherland, the policy of building a system of inter-level boarding schools in 248 land border communes will be successfully implemented, so that every child in remote and mountainous areas will have the opportunity to study, develop and reach a bright future.
On the same morning, General Secretary To Lam and the Central Working Delegation also attended the inauguration ceremony of the project to remove temporary and dilapidated houses of Mr. Ly A Chong's family in Nam Chim village, Na Sang commune, Dien Bien province and presented gifts to 10 policy families in the area.
