In terms of volume, the draft Report has been shortened, this is a great effort, very general, condensed, concise, ensuring full content, supplementing, emphasizing many strong solutions, especially the determination to achieve double-digit growth in the coming period, with an appendix of goals, projects that need to be completed, legal documents that need to be amended. The Report is highly actionable and can be implemented immediately. However, the current situation is evolving very quickly, requiring us to supplement and update new situations promptly, ensuring quality refinement, streamlining, and no redundancy.

General Secretary To Lam raised important issues and the highest goals of the 14th National Party Congress to decide on strategic issues to ensure stability, development, and improve people's lives; national stability, social stability, not being passive, surprised, not allowing conflicts and wars to occur, not allowing hot spots to arise in the world; the country must be united, the society must be peaceful, healthy, without conflicts, without crime; ensuring national defense and security in foreign affairs; ensuring national development, social development, and common development. The General Secretary directed that the “red thread” running through the contents of the document is the need to fully understand the dialectical relationship between stability and development, stability for development, development for long-term sustainable stability. The ultimate goal is to improve people’s lives, to satisfy the people’s increasingly better and increasing needs. This spirit must be reflected throughout the draft Report.
We are united in our awareness and determination to develop rapidly and sustainably in the coming period. The most important of which is the target of sustainable and long-term double-digit GDP growth to overcome the risk of falling behind. If we develop as in the past period, we will always lag behind the region and the world. The middle-income trap is always lurking, so we must do our best to avoid this trap; there is no other way but the path of development; we cannot be leisurely, if we do not go faster, we will fall behind.

General Secretary To Lam emphasized the need to have breakthrough thinking, breakthrough ways of doing things, and reform oneself; pointing out that General Secretary Nguyen Phu Trong once said "we must not rest on our laurels".
The General Secretary also affirmed that the Socio-Economic Report is the solution to the problem that has a specific answer: our country will become a developing country with modern industry and high average income by 2030; and become a developed country by 2045 with high income. We must calculate to achieve this goal, including the variables and changes of the world situation, sudden and unexpected situations such as the Covid-19 pandemic, conflicts and wars in some places in the world in recent years... With our foundation, potential and position after 40 years of innovation, we must consider the long-term goals for the period 2030-2045, not just the immediate years.
We must affirm the viewpoint of developing a socialist-oriented market economy under the leadership of the Party, not to deviate from it; affirm that without economic development and without increasing labor productivity, there can be no socialism. We have faith, a way of going, a way of looking at things and are not hasty in this process, but we also cannot “grope around”, “do it while being afraid”…
General Secretary To Lam affirmed that the essence of building the Socio-Economic Report is to plan socio-economic development policies in the future, specifically for the 2026-2030 period, with a vision to 2045; which is reflected in major projects such as the North-South high-speed railway, nuclear power projects, or the arrangement of administrative boundaries to ensure a long-term stable vision...
Policies must be inter-regional, not fragmented; there are things that must be done right now; shortcuts must be taken. It is necessary to immediately remove obstacles in the fields of bidding, science and technology, education and training; immediately solve the problem of "having money but not being able to spend it" in disbursing public investment capital; the whole society must work, contribute to the development of the country, and create jobs. Whatever can be done quickly must be done quickly.
The General Secretary also suggested a number of specific issues for research, discussion, and additional updates: the highest requirement of the next stage is high-quality development; the requirements of this stage are very different from the previous stage when emphasizing the quality of growth. It is necessary to pay attention to the connotations of high-quality sustainable development; the targets and objectives set are very specific and must be highly feasible.

The General Secretary noted that we must not be passive or surprised in strategic issues such as national defense and security, protecting the Fatherland, and socio-economics; we must be proactive in development, relying on internal strength, self-reliance, and initiative. Vietnam must have scenarios and solutions to proactively and positively respond to all situations and developments outside.
The General Secretary noted that we must look straight at the truth, clearly see the internal problems of the economy over the past years to have solutions to overcome and serve development, first of all in the next 5 years, accordingly, we need to actively increase labor productivity, solve employment; promote the development of modern industry, science and technology, focus on developing modern, core, advanced technology industries, move towards mastering technology, develop biotechnology, quantum, accelerate digital transformation...; must move into space, into the ground, the seabed, the seabed; actively attract foreign direct investment, attach importance to indirect investment as well as form financial centers; promote proactive achievements in implementing Free Trade Agreements with partners; improve the ecological environment, save energy; have a development strategy on urbanization, balanced development...

The Prime Minister pointed out that the world and regional situation has changed rapidly since the 10th Central Conference, so it is necessary to update the Socio-Economic Report to be connected, not separate from other Reports but still ensure independence; it is necessary to update the socio-economic impacts in the country; the response must be flexible, effective and appropriate. We are carrying out a revolution in the arrangement of the organizational apparatus under the direction of the Politburo, the General Secretary also needs to update the report; have resolutely implemented Resolution 57-NQ/TW of the Politburo, concretizing the Resolution on science and technology, innovation, digital transformation to ensure strong and effective, especially related to institutions, infrastructure, investment in high-quality human resources, and allocation of funding for implementation. The results of implementation in 2024, raising the growth rate in 2025 to at least 8% or more and double digits in the following years, what solutions are needed to ensure this goal in a difficult context?
Accepting the General Secretary's direction on key issues such as how to stabilize for development, how to develop for stability; ensuring progress, social justice, social security, leaving no one behind; the material and spiritual life of the people is increasingly improved.
Issues related to health, education, culture, society, etc. require new thinking, methodology and approaches to improve quality, efficiency, and fundamentally and comprehensively innovate education and training, care, health protection, and improve people's health; need to change thinking, approaches, and indicators to ensure they are correct and appropriate to the situation.

Recently, we have implemented the direction of the Politburo and the General Secretary on reducing tuition fees. In the coming time, we need to continue to improve the quality of education and training, improve physical fitness, and take care of people's health. Therefore, these two programs on health and education will be reported to the Politburo, and at the same time included in the National Target Program must be implemented systematically, with focus, key points, and substance to improve people's health and education, which is to train high-quality human resources, ensuring "morality-intelligence-body-beauty". Developing the cultural and entertainment industry, how people can enjoy the cultural achievements of the country; nationalizing the world's elite identity, internationalizing the nation's cultural quintessence.
Identify the private economy as the most important driving force of growth; cut at least 30% of administrative procedures; reduce compliance costs; resolutely and drastically remove institutions to liberate all productive forces and mobilize resources for national development. Strengthen decentralization and delegation of authority, along with resource allocation, improve implementation capacity at all levels, strengthen supervision and inspection; promote the development of social housing, establish a social housing fund, etc.
Regarding the business investment environment, it is necessary to balance management and consumer protection with open business conditions; to be both manageable and developable; to form a National Investment Portal (a national and provincial one-stop investment promotion center).
Modernize national defense and security by 2030, strongly develop defense industry and security industry; form resource mobilization models such as "public leadership - private administration", "public investment - private management", "private investment - public use"...
After listening to the delegates' comments and concluding the meeting, General Secretary To Lam acknowledged and commended the responsible working spirit of the Prime Minister - Head of the Subcommittee, Standing Editorial Team in building and completing the draft Report with high quality; updating and closely following the direction of the Central Committee, Politburo, and Secretariat. The basic report is actionable, highly feasible, concise, focused, and key to achieve the two 100-year development goals.
The General Secretary assessed that socio-economic issues are very broad, very difficult, very specialized, and change very quickly. The process of completing the Report will continue through many rounds from now until before the 14th National Party Congress.
Regarding the directions for continued research, supplementation, and updating to complete the draft Report, the General Secretary basically agreed and suggested that, in general, it is necessary to continue reviewing, editing, and completing the draft Report to ensure actionability, feasibility, and documentability.
This report is truly a convincing solution to the problem with answers for 2030 and 2045, with immediate orientation to 2030 with very specific solutions.

Regarding specific content, the draft Report has many new points, closely following practical requirements, being actionable and highly feasible; some contents have been clarified, but there are still issues that need to be further studied, supplemented and perfected.
In that spirit, the General Secretary proposed to continue studying new issues on implementing the policy of continuing to streamline the political system, merging provincial and communal levels, and not organizing district levels. This is not simply adjusting administrative boundaries but adjusting economic space, assigning tasks, decentralizing, adjusting the allocation and combination of resources for development, even taking into account national defense; merging to create momentum and room for development; these issues must be discussed very carefully; it is necessary to re-evaluate national planning, regional planning, development orientation planning of provinces and cities, and adjust regional and provincial planning. Electricity is not only nuclear power, but also LNG power, which is very important.
Regarding health, the General Secretary expressed his interest in developing primary health care at the commune and ward levels and above, thereby developing this health care system to serve the health care needs of people at the grassroots level. This is a major issue, affecting many aspects, and needs to be updated and supplemented in the draft Report.
Regarding the GDP growth model, the General Secretary proposed updating new thinking in the Political Report, establishing a new growth model, thoroughly understanding this content, and clarifying the content, especially the fundamental issue of rapid and sustainable development and autonomy in development.
"It is necessary to clearly define and create new production methods such as digital transformation and green transformation; it is necessary to clearly and correctly identify the roles of economic sectors, emphasizing the role of the private economy as the most important driving force in GDP growth, increasing labor productivity, and creating jobs. Therefore, by 2025, we must basically remove all institutional barriers, not wait until the 14th National Party Congress to do it, but do it now.
The development and promulgation of laws must be based on practical situations. If there is no mechanism, there must be a separate mechanism, a specific mechanism, not waiting for a mechanism, leading to delays and lost opportunities. Laws need to be constructive and encourage development; it is necessary to study and reform more strongly the process of promulgating new policies to meet development requirements; build a favorable legal environment, build an open, transparent, safe, low-cost business environment and carry out a revolution in this field, making Vietnam a leading country in administrative reform, creative startups, and an open investment environment.
We must be determined to do this. We must pay attention to the implementation of policies by the staff; we need to study solutions to implement policies synchronously and consistently from the central to the grassroots levels; we must build a staff with a proactive spirit, serving the people and businesses; restructuring the administrative apparatus is an opportunity to screen the staff, building a team that truly meets the development requirements. We must turn institutions from bottlenecks into competitive advantages.
Regarding human resources, we must innovate more strongly in developing human resources, especially high-quality human resources. According to the General Secretary, the potential of Vietnamese people is not inferior to any other nation in the world; therefore, we need to research stronger, more innovative solutions with the goal of perfecting human development.
Regarding resource mobilization for development, the draft Report has comprehensively addressed this issue, but further research is needed to deepen this area.
For example, in attracting FDI, although there have been many achievements, FDI mainly invests in low productivity areas, low infrastructure costs, large tax incentives, and has not taken advantage of signed FTAs; it is only the location of foreign enterprises taking advantage of FTAs, so we cannot deny the important role of FDI capital, but it is necessary to adjust accordingly, to study carefully, to study the strategy to attract FDI capital as well as indirect investment capital in the new development stage.
The period of job creation is over. This period needs to prioritize science and technology. Regarding the mobilization of capital, foreign currency, and gold from the people, there needs to be a solution for people to bring this capital into the economy and the banks themselves also have responsibility; it is necessary to clarify the role of bonds, securities, etc. The financial and monetary market has many areas but has not received due attention in terms of position and role.
Regarding local economic development, the General Secretary stated that it is necessary to emphasize autonomy, decentralization, and delegation of power. Regarding caring for people's lives, continue to review the draft Report to ensure a balance between economic development and socio-cultural development, with the ultimate goal of improving people's material and spiritual lives; people can enjoy the economic achievements.
The General Secretary emphasized that the health sector must innovate and be proactive in taking care of people's health; focusing on caring for children, accordingly, it is necessary to study and build a children's hospital in each province to take care of children.
The General Secretary requested the Standing Committee of the Socio-Economic Subcommittee's Editorial Board to regularly discuss with the Standing Committee of the Document Subcommittee's Editorial Board, the Party Statutes Subcommittee, and the Steering Committee for Summarizing 40 Years of Innovation to have unity and synchronization of the 4 Documents submitted to the Congress; it is necessary to unify comments, assessments, and supplement data...
Emphasizing that from now until the 14th National Party Congress, we must carry out many very important tasks at the same time, with very urgent time requirements, a very large and difficult workload, and deep expertise, the General Secretary requested the Socio-Economic Subcommittee to have innovative thinking, closely follow the situation, organize research and discussion thoroughly, absorb opinions from all levels, continue to supplement and perfect, ensuring that the Socio-Economic Report is truly a handbook for action, realizing development goals by 2030 and 2045.
