Reviewing the history of the establishment of the General Staff, General Secretary To Lam said that in order to consolidate the strength of the young revolutionary army that had been established for less than a year, Uncle Ho directed the organization to immediately establish a strategic staff agency of the Vietnam People's Army to unify command of the armed forces throughout the country to prepare for the long-term resistance war and nation-building.
The decision to establish the General Staff of the Vietnam People's Army on September 7, 1945 was a historical event marking the maturity of the Vietnam People's Army.

The General Secretary summarized the achievements and contributions of the General Staff in the resistance wars, building and defending the country.
During the renovation period, as the "brain organ of the Army" - the General Staff has promptly proposed to the Central Military Commission and the Ministry of National Defense to advise the Party and State on policies and countermeasures to successfully handle military and defense situations and tasks, avoiding passivity and surprise; and advised on research and development of important strategies, projects, and draft laws on military and defense.
The General Staff has proactively researched and proposed adjustments to the Army's organization and staffing in the direction of streamlining, compactness, and strength; innovated and improved the quality of training, education, and training; directed the organization of large-scale exercises, contributing to improving the strength, command level, and coordination of military operations, services, and production capacity and use of weapons and technical equipment.
The General Secretary affirmed that the achievements and feats of arms of the General Staff always demonstrate the pinnacle of military art and command of people's war of our Party; demonstrate the mettle, intelligence, strategic talent and creative application of the tradition of fighting "with few to fight many, with small to win big", "know the enemy and know yourself, a hundred battles, a hundred victories".
The General Secretary stated that "building a nation must go hand in hand with defending it" is a valuable historical lesson and tradition of our ancestors. In the context of complex and unpredictable developments in the international and regional context, the task of defending the Fatherland is posing many major and urgent issues.
In particular, it has the task of building the General Staff to be worthy of being the command and strategic advisory body on military and defense of the Party, State, Central Military Commission and Ministry of National Defense.
Have strategic thinking, be sensitive, sharp, flexible in grasping and handling situations
The General Secretary noted that the General Staff inherits and promotes the quintessence of national military art, selectively absorbs and creatively applies advanced military science and technology in the world, bringing Vietnamese military science and art to new heights. Continue to advise and direct the completion of the legal system; effectively implement strategies, guidelines, policies and laws on military and national defense.
The General Staff focuses on building and improving comprehensive, proactive and sensitive capacity in researching and forecasting the situation early, especially the moves and trends in strategic adjustments of major countries, the situation in the East Sea...; promptly advising and proposing on planning strategic guidelines and tactics; well resolving international relations, proactively preventing the risk of war and conflict.
Along with that, we must continue to improve the effectiveness of combining economy with national defense, national defense with economy, promote the building of all-people national defense, all-people national defense posture associated with people's security, people's security posture and a solid "people's hearts posture".

At the same time, the General Staff needs to strengthen command and direction of the entire army to regularly raise vigilance, strictly maintain discipline and combat readiness, patrol, control, and strictly manage airspace, sea, border, inland, and cyberspace; and adjust strategic deployments, plans, and combat plans to suit reality and meet mission requirements in the new situation.
The General Secretary emphasized the need to continue to thoroughly grasp and implement the Party's orientation in building the armed forces, building an Army with increasingly high overall quality and combat strength.
The General Staff needs to advise on the realization and concretization to effectively implement the policy of building a modern army with a roadmap, steps, and criteria that are specific, practical, certain, and feasible; promptly have solutions to remove bottlenecks and bottlenecks; and pay attention to investing in ensuring weapons and equipment for forces to advance toward modernity.
At the same time, build and improve the quality of reserve forces and militia and self-defense forces; focus on building a permanent militia fleet to participate in protecting sea and island sovereignty in the new situation.
In addition, the General Secretary requested to build the Party Committee of the General Staff - the Ministry of National Defense - strong in politics, ideology, ethics, organization and staff.
In particular, focus on building a team of officers of the General Staff, first of all, officers in charge at all levels, strategic staff officers, leading experts with strong political will, steadfastness, truly exemplary in qualities; have strategic thinking, are sharp, astute, flexible in grasping and handling situations and have the qualifications and capacity to advise, guide, and successfully implement all tasks.
