Regulations on areas and list of equipment provided to ethnic boarding students in Ha Tinh

The People's Committee of Ha Tinh province has just issued Decision No. 60/2025/QD-UBND specifying the areas used as the basis for determining students who cannot go to school and return home during the day; the list of pages providing personal belongings and school supplies to ethnic minority boarding students and general education institutions assigned by competent authorities to carry out the task of educating ethnic minority boarding students in Ha Tinh province.

Scope of adjustment

Detailed regulations according to the content at Point b, Clause 4, Article 14 of Decree No. 66/2025/ND-CP dated March 12, 2025 of the Government : Specify the area as the basis for determining students and trainees who cannot go to school and return home during the day, including the distance, the area with difficult terrain, difficult traffic, having to cross the sea, lakes, rivers, streams, passes, high mountains, landslides, rocks to determine students and trainees who are entitled to support policies; Specify the list of pages providing personal belongings and school supplies for students in ethnic boarding schools, general education institutions assigned by competent authorities to perform the task of educating ethnic boarding students; Some related contents in the implementation of Decree No. 66/2025/ND-CP dated March 12, 2025 of the Government regulating policies for nursery children, students, and trainees in ethnic minority and mountainous areas, coastal and island areas and educational institutions with nursery children and students enjoying policies (abbreviated as Decree No. 66/2025/ND-CP dated March 12, 2025 of the Government).

Other contents on policies for nursery children, students and trainees in ethnic minority and mountainous areas, coastal and island areas and educational institutions with nursery children and students enjoying policies shall comply with the provisions of Decree No. 66/2025/ND-CP dated March 12, 2025 of the Government and relevant legal documents.

Applicable objects

Subjects are students and trainees including: boarding students studying at general education institutions; boarding students studying regular education programs at junior high and high school levels; ethnic boarding students studying at general education institutions assigned by competent authorities to carry out the task of educating ethnic boarding students.

Educational institutions with students entitled to the policy include: general educational institutions that organize meals and accommodation for boarding students; Ha Tinh Ethnic Boarding Secondary and High School.

In addition, there are other relevant agencies, organizations and individuals.

Area used as basis to determine students who cannot go to school and return during the day

The areas where students cannot go to school and return home during the day are particularly difficult villages in ethnic minority and mountainous areas.

The distance used as a basis for determining whether a student cannot go to school and return home during the day is 4km or more for primary school students; 7km or more for junior high school students and students studying a continuing education program at the junior high school level; 10km or more for high school students and students studying a continuing education program at the high school level.

In special cases where the distance is shorter than that specified in Point a, Clause 2 of this Article, the basis for confirmation from the People's Committee at the commune level about the area or locality where students cannot go to school and return home during the day due to difficult terrain, difficult traffic, having to cross lakes, rivers, streams, passes, high mountains, landslides, rockslides.

List of pages providing personal belongings and school supplies for ethnic boarding students

Students of Ha Tinh Ethnic Boarding Secondary and High School are provided with one-time in-kind items: blankets, mosquito nets, mats, mattresses, personal pillows, umbrellas, school bags/backpacks at the cost according to Point c, Clause 3, Article 6 of Decree 66/2025/ND-CP dated March 12, 2025 of the Government.

Each school year, students are provided with 2 sets of uniforms and school supplies at the cost according to Point c, Clause 3, Article 6 of Decree 66/2025/ND-CP dated March 12, 2025 of the Government.

Specific school supplies according to the standards for junior high school level are pre-bound notebooks, ballpoint pens, black pencils, boxes of colored pencils, erasers, compass and protractor sets, glue, colored craft paper, rulers, cutters, and scissors; for high school level, they are pre-bound notebooks, ballpoint pens, black pencils, boxes of colored pencils, erasers, compass and protractor sets, glue, rulers, cutters, and scissors.
