The 1st Provincial Party Congress: Discussed many important contents, proposed solutions to help Tuyen Quang make a breakthrough

The discussion topics covered all fields and contents, demonstrating the enthusiasm and responsibility of the delegates, focusing on solutions to successfully implement the goal by 2030, Tuyen Quang will be a fairly developed, comprehensive, sustainable province with high average income and strive to be a developed, high-income province in the midland and mountainous region of the North by 2045; self-reliant, confident in the new era, prosperous and happy development; worthy of the position of the revolutionary homeland "Capital of the Liberated Zone", "Capital of Resistance".

Attending Discussion Group No. 1 were Comrade Hau A Lenh, Member of the Party Central Committee, Secretary of the Provincial Party Committee. Comrades: Nguyen Van Son, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Lai Tien Giang, Member of the Provincial Party Committee Standing Committee, Commander of the Provincial Military Command chaired Group 1. Also attending the discussion were 105 delegates from 42 Party Committees.

Discussion Group No. 2 was led by Comrade Le Thi Kim Dung, Standing Deputy Secretary of the Provincial Party Committee, as Head of the Group; Comrade Hau Minh Loi, Member of the Provincial Party Committee, Standing Vice Chairman of the Provincial People's Council, as Deputy Head of the Group, together with 99 delegates from 19 Party Committees.

Discussion group No. 3 was headed by Mr. Phan Huy Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; with 91 delegates from 24 Party Committees participating.

Comrade Le Thi Kim Dung, Standing Deputy Secretary of the Provincial Party Committee chaired Discussion Group No. 2 to receive comments.

At Discussion Group No. 4, comrade Ma The Hong, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Fatherland Front Committee was the Head of the Group and comrade Vang Seo Con, Member of the Provincial Party Committee Standing Committee, Secretary of the Party Committee, Chairman of the People's Council of Ha Giang 2 Ward was the Deputy Head of the Discussion Group; there were 119 delegates from 43 Party Committees participating.

Comrade Mai Duc Thong, Editor-in-Chief of Tuyen Quang Newspaper, Radio and Television, discussed innovation in content and form of propaganda work on Party building.

With a high sense of responsibility, the delegates basically agreed with the contents of the documents submitted to the Congress. At the same time, they focused on discussions, including evaluating the achieved results, frankly pointing out the limitations, identifying the causes and proposing solutions to effectively implement the contents on: Firmly consolidating national defense, ensuring political security, social order and safety, firmly protecting national border sovereignty; proactively and actively expanding and improving the effectiveness of foreign affairs activities, international integration, building a border of "Peace, friendship, cooperation and development". Promoting administrative reform and building a friendly, companionate, honest, development-creating government serving the people; a number of solutions for sustainable tourism development, associated with breakthroughs in agricultural development serving tourism and using tourism to promote the development of the agricultural sector in Dong Van commune; socio-economic development work, administrative reform to build a friendly, upright, and creative government to serve the people; preserve and promote the value of the Tan Trao National Special Relic Site and the cultural identity of ethnic groups to build Tan Trao commune into a "red address" for cultural tourism and revolutionary history.

Delegates also discussed many key, practical issues, closely related to the leadership, management and development of the province in the new period. Many opinions affirmed the need to ensure unified, smooth, effective and efficient operation of the political system after the organizational arrangement; at the same time, emphasized the need to improve the quality of political and ideological education, and training in revolutionary ethics for cadres and party members. This included promoting the role of the People's Council in promulgating appropriate and timely mechanisms and policies to meet the development requirements of the province. In addition, the work of preventing and combating corruption, waste and negativity continued to be emphasized as a regular task, associated with the exemplary responsibility of cadres and party members.

Comrade Phan Huy Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the discussion at group 3.

In addition, delegates discussed in depth solutions to promote the application of science, technology, and digital transformation in administrative procedure settlement; develop green and safe agriculture, associated with product branding; enhance the Party's leadership role in urban planning and management and develop modern socio-economic infrastructure. The tasks of national defense and security, maintaining political stability, building a peaceful, friendly border, and cooperation for mutual development were also raised as a consistent requirement.

Comrade Nong Thi Bich Hue, Member of the Provincial Party Committee, Permanent Deputy Secretary of the Provincial Party Committee chaired Discussion Group 3.

Notably, the speech of the delegate from the Tuyen Quang Newspaper, Radio and Television Party Committee emphasized the need to innovate the content and form of propaganda, especially in Party building work. The press must continue to affirm its role as an official information channel, spreading the Party's policies and resolutions to cadres, party members and people, contributing to creating unity in perception and action, and strengthening people's trust. This is considered one of the important solutions to improve the Party's fighting capacity, meeting the requirements of the new period.

Delegates discussed many key issues in Party building, apparatus organization, cadres and promoting socio-economic development such as: Consulting on the arrangement of apparatus organization of agencies, units and localities to ensure streamlined, efficient, effective and efficient operations; developing agricultural, forestry and commodity production according to the chain, promoting the application of science and technology to improve the quality, value and sustainable efficiency of the Agriculture and Environment sector of Tuyen Quang province by 2030; some solutions to promote the application of science, technology and digital transformation in Tuyen Quang province - a key driving force for rapid and sustainable development; exploiting potentials and advantages to promote tourism development to become an important economic sector of the province; some solutions to develop sustainable education and training in Tuyen Quang province, period 2025-2030; improving the quality of health care and protection for the people; Improve the quality of Party committee and cell activities and build "four good" cells; solutions to implement ethnic and religious policies in the new situation; build clean and strong grassroots Party organizations in border cells.

Delegates also assessed the current situation and proposed a number of solutions on: Innovation, improving the quality and effectiveness of the movement of the People to protect national security; fighting against crimes, social evils and law violations in the province. Current situation and solutions for sustainable poverty reduction in ethnic minority areas in the locality. Developing the private economy associated with digital transformation, closely linked to performing local tasks. Attracting infrastructure investment, exploiting tourism potential associated with preserving national cultural identity, focusing on developing eco-tourism, experiences and improving the quality of local tourism. Solutions to improve the quality of cultural and social work; building Tuyen Quang people to meet the requirements of comprehensive and sustainable development. Promoting administrative reform and digital transformation to improve governance capacity, building a modern local government to serve the people. Actively mobilize and effectively use resources, promote investment in regional transport infrastructure, create momentum for sustainable tourism economic development in remote communes of Tuyen Quang province. Training and improving the capacity and quality of cadres and party members. Some innovative solutions to improve the quality of party cell activities.

Discussing in the hall, delegates discussed many important issues on planning work and promoting the strength of national solidarity.

Summarizing the opinions presented at the Congress, Comrade Nguyen Van Son, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council emphasized: The presentations closely followed and focused on 3 breakthroughs, 5 key tasks, and the fields of Party building, socio-economics, national defense and security. The presentations proposed many solutions to promote economic development, focusing on cultural development, society and people with many positive changes; social security was given attention; people's lives were increasingly improved; promoting the development and application of science and technology, promoting innovation and digital transformation; effectively managing and using resources, protecting the environment, proactively adapting to climate change; strengthening national defense and security; improving the effectiveness of foreign affairs activities.

At the end of the discussion session, the Secretariat received and summarized all the comments to report to the Congress Presidium. The discussion session of the Groups and the focused discussion at the Hall took place in a democratic, frank and responsible atmosphere, contributing significantly to the overall success of the 1st Provincial Party Congress, term 2025 - 2030.
