The patriotic emulation movement has always been identified as one of the key solutions to successfully carry out the political tasks of the Ministry of Culture, Sports and Tourism. From the central agencies to the public service units, from the departments, branches, localities to the grassroots organizations, the emulation spirit has spread strongly, creating a driving force to encourage cadres, civil servants, public employees and workers in the whole industry to constantly strive and successfully complete the assigned tasks.

The Emulation Clusters and Blocks are established based on the specific position, function, task, nature of work and scope of activities of each unit. The Emulation Blocks include agencies and units under the Ministry and the Emulation Clusters include the Departments of Culture, Sports and Tourism, Departments of Culture and Sports, Departments of Tourism of provinces and centrally run cities.
Every year, the Emulation Blocks and Emulation Clusters launch, sign emulation covenants, summarize and review the emulation movement launched by the Ministry; Propose directions and tasks for organizing the emulation movement, develop targets, contents and measures to implement the emulation movement, build new models, typical and advanced models in the Emulation Blocks and Clusters; Evaluate, review and honor collectives with outstanding or outstanding achievements in the Emulation Blocks and Clusters in order from highest to lowest and report to the Ministry's Emulation and Reward Council for consideration, submit to the Minister to award emulation titles and forms of rewards according to their authority or submit to competent authorities for consideration and reward. This initiative has created a solid foundation, helping the movement to become increasingly in-depth, effective and practical.
A highlight of the emulation movement in recent years is the increasing emergence of good models, creative ways of doing things, linking emulation with professional tasks. Emulation clusters and blocks have constantly innovated their methods of operation, built criteria suitable to the characteristics of each unit, ensuring fairness and transparency in scoring and evaluation.

In particular, the organization of cross-checking and learning experiences between units has become a regular activity. Thereby, many valuable initiatives and experiences have been shared and replicated, contributing to improving the quality of emulation and reward work. In many localities, the emulation movement has been closely linked with the task of preserving and promoting cultural heritage, developing sustainable tourism , building grassroots cultural life, as well as promoting mass sports activities and high achievements. Thanks to that, many typical and advanced collectives and individuals have been discovered and honored, becoming the nucleus to spread the spirit of dedication and creativity throughout the industry.
The emulation movement not only brought about outstanding professional achievements but also contributed significantly to strengthening the spirit of solidarity and responsibility among the staff, civil servants, public employees and workers of the Culture, Sports and Tourism Sector. The emulation clusters and blocks have developed specific action plans from the beginning of the year, organized a 6-month summary to promptly draw experience, commend good practices and overcome limitations. At the end of the year, the summary, evaluation and recommendation of rewards were carried out seriously and closely, creating new momentum for the movement. The spirit of each collective being a bright spot, each individual being a beautiful flower has truly permeated each movement, becoming a source of connection and motivating the efforts of the whole sector.
The 4th Patriotic Emulation Congress of the Ministry of Culture, Sports and Tourism (2025 - 2030) is held in the context of the whole sector making efforts to achieve sustainable development goals in the new period. This is an important occasion to summarize and evaluate the achievements, and at the same time affirm the determination to innovate more strongly in emulation and reward work, considering this as a "lever" to create momentum and motivation for the whole sector to overcome difficulties and successfully carry out political tasks. The 4th Congress promises to open a more exciting and cohesive emulation period between units and localities, while spreading the spirit of patriotism and the desire to contribute to the common cause.
The results achieved from the patriotic emulation movements in the Clusters and Blocks of the Ministry in the past time are clear evidence of the consensus and determination of the whole industry. However, entering the new phase, besides opportunities, the Culture, Sports and Tourism industry also faces many challenges, requiring greater efforts and creativity from each collective and individual.
The 4th Patriotic Emulation Congress is a call to arms, encouragement and motivation for all cadres, civil servants, public employees and workers in the Culture, Sports and Tourism sector to continue promoting the tradition of patriotic emulation, overcoming difficulties, taking advantage of opportunities and striving to excellently complete all tasks. With new momentum, new beliefs and aspirations, the patriotic emulation movement of the sector will certainly continue to affirm its role as a strong driving force to promote the cause of building and developing the country's culture, sports and tourism in the period of 2025 - 2030 and the following years./.
