Together, foster and promote the strength of national solidarity
Through the resistance wars, the whole country has more than 1.2 million martyrs, 9.2 million people with meritorious services to the revolution, and relatives of people with meritorious services to the country. The Party and the State have had many policies to care for the material and spiritual life of people with meritorious services, and resources to improve the conditions of care , education , and medical treatment for wounded and sick soldiers at nursing centers for wounded and sick soldiers and people with meritorious services, and victims of Agent Orange/dioxin.
Over the past 5 years, the entire army has mobilized officers, soldiers and military enterprises to support the construction and repair of over 43,400 gratitude houses, comrade houses and great solidarity houses; eliminated 9,800 temporary houses for policy families, people with revolutionary contributions and poor households with an amount of over 2,430 billion VND; donated over 1,100 savings books with an amount of over 6.2 billion VND. Units and localities have been supporting 2,879 Vietnamese Heroic Mothers, sponsoring 702 children of martyrs and war invalids... In many localities, martyr cemeteries are carefully cared for, memorial steles are solemnly restored, clearly showing the message: "No one is forgotten, no one is left behind". With the efforts of all levels and sectors, and the participation of the entire political system, from 2013 to now, the whole country has searched for and collected over 21,000 martyrs' remains.
The results of the Gratitude activities of the entire Party and the entire army continue to demonstrate affection and responsibility towards war invalids, martyrs and families with meritorious services to the revolution, contributing to promoting the tradition of "When drinking water, remember its source", "Filial piety and charity", honoring, respecting and being grateful to generations of cadres, generals and Heroes of the Armed Forces, soldiers and compatriots who did not spare their blood and bones for the independence, freedom and unification of the Fatherland, for the happiness of the people, contributing to beautifying the image of Uncle Ho's soldiers in the new era.
At the meeting, the generals' representatives' sharing showed that the blood and bones sacrifice of the comrades had great significance for the people and the country. Even in peacetime, even though the comrades had retired from work, they still continued to promote the nature of "Uncle Ho's soldiers", carrying the spirit of "determination to fight and victory" in the fight against evil, wrongdoing, and degenerate elements, still being a solid support for the younger generation.
Speaking at the meeting, on behalf of the Party and State leaders, General Secretary To Lam affirmed that we will forever be grateful and remember the great contributions of the Party, Uncle Ho, millions of soldiers, heroic martyrs and people of all walks of life, including veteran revolutionaries, heroic Vietnamese mothers, generals, senior officers, veterans, and heroes of the People's Armed Forces in the Army.
The General Secretary expressed his belief that, with enthusiasm, responsibility, courage, intelligence and depending on each person's conditions, they will continue to make contributions to the glorious revolutionary cause of the Party, the people and the nation; together fostering and promoting the strength of the great national unity bloc and the good values of Vietnamese culture and people, creating a great endogenous strength, making our country increasingly develop richly, prosperously, happily, standing shoulder to shoulder with the world powers as wished by beloved Uncle Ho; at the same time, acknowledging, respecting and affirming that the recommendations will be considered and resolved by Party committees and authorities at all levels in the spirit of "if it can be done, do it immediately".
At the meeting, the General Secretary informed about a number of achievements as well as a number of development orientations in the coming time, especially the successful implementation of the Resolution of the 13th National Party Congress and good preparation for the successful organization of the 14th National Party Congress.
The General Secretary stated that since the 10th Central Conference of the 13th tenure (September 2024) up to now, the Central Executive Committee has handled a huge amount of work to resolutely and resolutely implement the Resolution of the 13th Party Congress, achieving the socio-economic development targets of the 2020-2025 term, especially the strong, resolute and scientific implementation of Resolution No. 18 dated October 25, 2017 of the 12th Party Central Executive Committee on continuing to innovate and reorganize the apparatus of the political system to be streamlined, operate effectively and efficiently and decide to organize a 3-level government including 2 levels at the local level with the restructuring of the development space of administrative boundaries at the provincial, city and commune, ward and special zone levels. This is a drastic innovation of the Party's thinking; creating a strong breakthrough in leadership and direction; create new momentum and new impetus for the cause of continuing comprehensive innovation; bringing the country into a new era of development.
The work of preventing and combating corruption, waste and negativity continues to be strengthened at both the central and provincial levels; there is absolutely no sign of laxity, hot-headedness above and cold-headedness below. The implementation of discipline for Party officials at all levels, including those under the management of the Politburo and the Secretariat, is carried out methodically, in compliance with the law, with the right person and the right crime in the spirit of "no forbidden zones, no exceptions, everyone is equal before the law", and is highly appreciated and supported by the people. The applied forms of discipline not only demonstrate the strictness of the law but also demonstrate humanity and kindness.
Strengthening the Party Central Committee members in important positions, areas and fields
The General Secretary said that, as planned, the 14th National Congress of the Party will be held in the first quarter of 2026. Up to now, the Central Committee is actively preparing for the 14th National Congress of the Party to become a historic Congress, creating a mark to bring our country into an era of prosperity and sustainable development, for a prosperous and happy life for the people. Documents submitted to the Congress will be sent to Party committees, Party cells, all Party members and the masses for comments in August 2025.
The Party's policy is that the 14th Party Central Committee, the Politburo, and the Secretariat must pay special attention to quality and need to have an appropriate number and structure to meet the requirements of comprehensive leadership and strengthen Party Central Committee members in important, prioritized positions, areas, and fields. Specifically, the 14th Party Central Committee consists of 200 comrades, including 180 official Party Central Committee members and 20 alternate Party Central Committee members; the 14th Politburo has 17-19 comrades; the Secretariat has 11-13 comrades. A number of Politburo members are assigned by the Politburo to participate in the Secretariat, and a number of Secretariat members are elected by the Central Committee. The percentage of Party Central Committee members (including official and alternate) is expected to be young cadres under 47 years old at about 10%; female cadres at about 10-12%; and ethnic minority cadres at about 10-12%. The selected comrades must be truly exemplary, clean, dare to think, dare to do, dare to take responsibility, dare to sacrifice personal interests for the common good, put collective interests, people's interests, and national interests above all, be prestigious in the Party and trusted by the people...
Regarding the socio-economic situation, continue to operate a proactive, flexible, timely, effective monetary policy, coordinate synchronously, harmoniously, and closely with a reasonable, focused, and key expansionary fiscal policy and other macroeconomic policies; reasonably balance inflation and growth, interest rates and exchange rates. The decision to exempt tuition fees for primary and secondary school students from kindergarten to high school from this new school year; the policy of building inter-level boarding schools for 248 land border communes; and increase health insurance support... are great efforts of the Party and Government in the goal of implementing the social policy of the socialist state for the people and have been agreed upon, supported, and highly appreciated by the people. The Government has submitted to the National Assembly for consideration and approval of the largest volume of legislative tasks since the beginning of the term with 50 draft laws and resolutions; issued 119 decrees; The Prime Minister issued 15 legal decisions to remove difficulties and obstacles in legal procedures, creating a dynamic development space for the national economy.
Regarding the operation of the two-level local government, this is a milestone that opens a new development stage with a two-level local administrative apparatus that is streamlined, effective, efficient, closer to the people, and serves the people better. Basically, after one month of operation, the operating machinery of organizations, agencies, and units in the commune-level political system operates synchronously and smoothly, basically meeting the people's requirements, serving the people better and more conveniently.
Regarding national defense and military construction and development, during the 11th Party Congress of the Army (2020-2025), despite many difficulties and challenges, with high responsibility and determination, the entire army has strived, accelerated, made breakthroughs, and comprehensively completed 15 groups of tasks set out in the Congress Resolution, achieving many outstanding achievements.
The General Secretary emphasized that the above initial results were achieved thanks to the high level of solidarity and unity within the Central Executive Committee, the Politburo, the Secretariat, the consensus and determination of the entire Party and the entire political system, the efforts of each grassroots Party organization, each Party member, and especially the support and response of the majority of the people, including veteran cadres and war veterans.
The General Secretary pointed out that history has shown that the future belongs to those nations that know how to cherish great aspirations and work together for the common good. Under the leadership of the Party, our people have united, joined forces, and achieved many miracles in the cause of national liberation, national reunification, and the building and protection of the socialist Fatherland. We will certainly inherit and promote the traditions of our ancestors, and continue to strive to achieve new miracles in the future.
In the country's overall achievements, generals, senior military officers, and veterans have joined the people in making the country resound with triumph, longevity, and development.
