Hanoi proactively manages scenarios to ensure market price stability.

The Hanoi People's Committee has just issued Official Dispatch No. 5131/UBND-KT on implementing measures to manage and stabilize prices in the city in the last months of 2025.

Accordingly, the City People's Committee requests departments, branches and People's Committees of communes and wards, based on their functions and tasks, to promote information and propaganda work, ensure timely and transparent information on prices and management work, especially price developments of important materials and essential goods related to production and people's lives to limit the increase in expected inflation and stabilize the psychology of consumers and businesses.

Proactively monitor closely the market supply and demand developments, forecast, calculate, develop and update price management scenarios, have plans to ensure supply-demand balance, avoid shortages, disruptions in supply, causing sudden price increases, especially for price-stabilized goods, essential goods and services with high demand at the end of the year, holidays and Tet; proactively implement according to authority or propose and advise competent authorities on appropriate measures, solutions and response scenarios, thereby improving the quality and effectiveness of synthesizing, analyzing and forecasting market prices.

Strengthen the management, operation, and stabilization of the price market, inspect and supervise the declaration and posting of prices and the sale at listed prices; strictly handle acts of taking advantage of unreasonable price increases, or deliberately adding additional fees to increase prices higher than the declared, listed, and posted prices; continue to synchronously and effectively deploy measures to manage, operate, and stabilize prices according to functions, tasks, localities, sectors, and management fields, while focusing on inspection and control to prevent and combat smuggling, trade fraud, and trading of counterfeit and poor-quality goods and strictly handle all violations.

Strengthen the application of information technology and digital transformation in state management of prices; focus on building and perfecting methods of receiving and processing price declaration information in the electronic environment through forms such as: Online public services, price database software, electronic declaration system... ensuring feasibility, convenience, and ease of access for organizations and enterprises to fulfill their price declaration obligations according to regulations.

Regularly update information into the City Price Database, ensuring timeliness, completeness and synchronization; strengthen connection and data sharing among relevant agencies and units to effectively serve the management, forecasting and control of market prices.

For state-priced goods and public services that are implementing a market roadmap, especially education and health services, specialized departments proactively calculate and prepare plans and roadmaps for price adjustment, promptly adjust according to their authority or report to competent authorities for consideration and decision on the level and timing of adjustment in accordance with market developments and price levels, ensuring the target of controlling inflation.
