General Secretary To Lam expressed his pleasure to meet again Mr. Nikolai Patrusev, a long-time friend and comrade.
Recalling the good impressions of the warm, open, and substantive meetings and contacts during his official visit to the Russian Federation last May, General Secretary To Lam affirmed that the visit of the Russian Federation Maritime Council delegation was an effective and practical demonstration of the bilateral relationship, especially in concretizing the high-level agreements reached between the two countries.
The General Secretary affirmed that Vietnam is a coastal country. To achieve strategic goals for national development in the coming time, Vietnam needs to become a powerful maritime nation, actively contributing to peace , security, cooperation and development in the region and the world.

The General Secretary proposed that the Russian Federation, as a major power with extensive experience in maritime activities, will support and cooperate with Vietnam on the basis of mutual benefit, in line with the traditional friendship and comprehensive strategic partnership between the two countries.
Appreciating the positive developments in bilateral relations in all fields in recent times, General Secretary To Lam proposed that the Russian Federation Maritime Council and Mr. Nikolai Patrusev personally support and promote cooperation with Vietnam in maritime policy research, marine and ocean scientific research, development of marine infrastructure systems, maritime transport routes, logistics systems, human resource training; support Vietnam in managing and exploiting marine space sustainably and effectively in accordance with the interests of each side, for peace, stability and development in the region and the world.
Russian Presidential Assistant, Chairman of the Russian Federation Maritime Council Nikolai Patrusev expressed his gratitude for the warm and sincere welcome from Vietnam and conveyed to General Secretary To Lam the sincere greetings and regards of President Putin.
He affirmed that Russia attaches importance to developing a comprehensive strategic partnership with Vietnam as one of Russia's leading important partners in the Asia-Pacific region.
Mr. Nikolai Patrusev reported to the General Secretary on the results of very effective and substantive talks with Vietnamese agencies, ministries and sectors to deploy new but promising areas of cooperation in the bilateral relationship, considering this a practical step in implementing the Joint Statement on major orientations in the bilateral cooperation in the new cooperation period, as well as the commitments and agreements reached during General Secretary To Lam's visit to Russia in May 2025.
Mr. Nikolai Patrusev affirmed that he will report to President Putin to coordinate and urge ministries, branches and agencies of the two countries to vigorously implement cooperation in the maritime sector and other fields between the two countries; affirmed his readiness to cooperate closely with Vietnam in building and perfecting international shipping routes, including using Vietnam's deep-water ports as international logistics centers and being valuable to the two countries, to the Southeast Asian region and the world.

The two sides highly appreciated the results of bilateral cooperation within the framework of the Tropical Center and agreed on the need to further improve the efficiency of the Center's operations, while expanding and enhancing bilateral cooperation in the fields of scientific research, development and application of technology, new materials and other products and technologies; supporting the promotion of Vietnam-Russia cooperation in all areas of both sides' needs and strengths, creating a solid foundation to bring bilateral relations to new heights.
General Secretary To Lam affirmed his support for Russia to enhance its role and voice in Southeast Asia and the Asia-Pacific region, and asked Russia to support the stance and viewpoints of Vietnam and ASEAN regarding the East Sea on the basis of compliance with international law, especially the 1982 UNCLOS.
The General Secretary also asked Mr. Nikolai Patrusev to convey his greetings and regards to President Putin.
On this occasion, Mr. Nikolai Patrusev respectfully awarded General Secretary To Lam the Medal "For Cooperation in the Marine Sector", in recognition of the General Secretary's great contributions to the comprehensive strategic partnership between the two countries in general and his guiding role in bilateral cooperation in the marine sector.
