General Secretary talks about urban and rural planning orientation after merger

(Dan Tri) - Emphasizing that modern urban areas are the driving force of development and rich and beautiful countryside is a solid rear, the General Secretary requested that urban and rural areas must be planned systematically to create a unified whole.

On the morning of September 17, General Secretary To Lam chaired a working session with the Standing Committee of the Government Party Committee on the three-year implementation of Resolution No. 19 of the Central Committee on agriculture, farmers, and rural areas until 2030, with a vision to 2045, and Resolution No. 06 of the Politburo on planning, construction, management, and sustainable development of Vietnamese urban areas until 2030, with a vision to 2045.

The report of the Central Policy and Strategy Committee shows that after 3 years of implementing these resolutions, agricultural production and business have developed quite stably; maintained its role as a pillar of the economy , contributed to stabilizing the macro economy; and strongly shifted from agricultural production thinking to agricultural economics.

Along with that, rural areas have also changed significantly in most areas; farmers are increasingly playing a better role as the main subject, actively implementing production restructuring, applying science and technology, digital transformation, etc.

The report also pointed out some limitations and shortcomings such as unsustainable agricultural development; poor regional planning and industry chain linkage; unstable export markets, and limited product quality and competitiveness.

Meanwhile, agricultural labor still accounts for a large proportion, with average income much lower than in urban areas (only 72%).

Concluding the working session, General Secretary To Lam suggested that the Government Party Committee preside over and coordinate with relevant agencies to objectively and comprehensively assess the situation and results of the implementation of these important resolutions.

At the same time, according to the General Secretary, it is necessary to carefully study new issues arising after the arrangement of administrative units, mergers and consolidation of provincial and communal levels, and the organization of two-level local governments.

The General Secretary requested to point out issues that need to be adjusted and compared with development tasks in the new period; to study new trends in modern urban and rural development in the world to supplement and amend Resolution No. 19 and Resolution No. 06 to meet practical needs.

Emphasizing that urban development and rural development are two complementary, mutually supportive, and inseparable strategic tasks, the General Secretary affirmed that this is not only a socio-economic issue, but also a political, cultural, and people's welfare issue.

“Modern urban areas are civilized and the driving force of development, while rich, beautiful, cultural, and sustainable countryside is a solid rear,” the General Secretary stated.

According to the General Secretary, urban and rural relations must be planned and methodical, creating a unified whole, developing in balance, harmony, and complementing and supporting each other.

Regarding the promulgation of administrative unit standards, classification of administrative units, and classification of urban areas, the General Secretary suggested the need to promulgate early and deploy work related to localities, implement planning, development orientation, consolidate, and build a strong government.

The General Secretary emphasized the need to have an initial assessment of the implementation of resolutions, point out limitations and shortcomings, clarify new development requirements and propose new guiding viewpoints.

After the 14th Party Congress, when Resolution No. 19 and Resolution No. 06 had been implemented for 5 years, the General Secretary requested to consider issuing new resolutions to suit reality.

According to the General Secretary, these are strategic, very large, very difficult issues that require high intellectual concentration. It is necessary to mobilize the participation of experts and scientists and refer to international experience to advise on the development orientation of urban and rural areas in our country commensurate with the requirements of national development in the new era.
