"Popular digital literacy" must become a revolutionary, all-people, comprehensive, encompassing, and far-reaching movement.

General Secretary To Lam emphasized that the symposium "Digital literacy - Digital National Assembly" is a very meaningful event in the context that the entire Party and people are actively implementing Resolution No. 57 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.

The General Secretary shared that when the Politburo prepared to issue Resolution 57, it pointed out a worrying reality because a large proportion of people and officials did not have a firm grasp of digital transformation knowledge, while Resolution 57 identified digital transformation as a key political task requiring the participation of the political system and the entire society.

"Therefore, to successfully implement the requirement of quickly popularizing basic knowledge of digital transformation for all people, I have learned from Uncle Ho to encourage all people to study, to study for life. To eradicate ignorance, all people have participated in "Popular Education" to eliminate illiteracy. Ignorance has been eliminated, to keep up with the times, all people need to actively participate in the "Popular Digital Education" movement. Today, "Popular Digital Education - Digital National Assembly" is launched with the aspiration to popularize digital knowledge to all delegates and officials in the National Assembly system, continuing the tradition of studiousness and openness of our nation in the new era", the General Secretary stated.

On behalf of the Party and State leaders, General Secretary To Lam warmly commended the Party Committee and the National Assembly leadership for directing the implementation of the digital literacy movement and the digital National Assembly in a methodical, scientific, and effective manner, close to the practical needs of the National Assembly and each National Assembly unit.

The National Assembly Party Committee has issued a plan to implement Resolution 57, aiming to raise awareness of digital transformation for all National Assembly deputies, cadres, party members, civil servants and public employees, forming digital thinking and a culture of applying technology in work, accompanying voters in accessing digital knowledge. The National Assembly has also focused on popularizing essential digital skills, effectively exploiting digital platforms, digital technology and artificial intelligence towards forming a digital National Assembly in the future. "These correct orientations have shown that our National Assembly has been very proactive and has a strategic vision in organizing the movement, ensuring that it closely follows the central government's direction and is consistent with the practical operations of the National Assembly," the General Secretary emphasized.

In a short time, the National Assembly has built a framework of knowledge, digital skills and a training curriculum for a scientific legal foundation that complies with national digital skills standards. This framework has been designed at four levels from basic to advanced, flexibly updated according to new technology and closely related to the work of each agency. Each officer is taught exactly what he or she lacks and needs for work, ensuring effective training, without formality or waste.

Along with advanced content, the implementation method is also very scientific, making the most of technology to help students learn anytime, anywhere. The lectures are designed to be concise, vivid and the measurement and evaluation system is clear. The National Assembly's training system has been integrated with national digital platforms such as the "Digital Popular Education" portal for all people. Communication activities have been promoted, especially the response spirit of the staff, party members, and National Assembly delegates is very positive.

General Secretary To Lam believes that with high political determination and a methodical approach, the National Assembly can completely achieve and exceed the set goals. Specifically, by 2025, at least 40% of National Assembly deputies and officials will be granted digital literacy certificates and digital National Assembly; by 2026, 100% of officials and deputies will complete the program and meet digital skills standards on the VneID platform.

"Those who have completed the training will be the core to spread digital knowledge to the remaining colleagues, meeting the requirements of learning together and helping each other so that no one is left behind. Those who know will guide those who do not know, and those who are experts will guide beginners," the General Secretary stated.

Emphasizing that the program "Digital Literacy - Digital National Assembly" is commendable and needs to be replicated throughout the entire political system, the General Secretary asked Party committees, authorities, and organizations from the central to local levels to study and learn from this model.

The General Secretary expressed his agreement with the views of the National Assembly leaders: this movement is not only a short-term movement in the two years 2025-2026, but also the foundation for lifelong learning of the National Assembly staff.

Digital transformation is a continuous process, technology is always innovating. Each delegate and National Assembly official needs to foster a spirit of self-learning, proactively update new knowledge, and consider digital skills training a daily requirement. The National Assembly Party Committee continues to closely direct so that the digital learning movement truly becomes a habit, a beautiful cultural feature of the National Assembly's workplace, building digital thinking and digital culture.

Disseminate and deploy the movement "Digital Popular Education, Digital National Assembly" to the People's Councils at the provincial and communal levels for synchronization and comprehensiveness in the systems.

Coordinate with the National Data Center to integrate learning outcomes and digital skill certification of National Assembly officials onto the VNeID electronic identification platform for unified management, recognition of learning achievements and consider the completion of the "Digital Popular Education" program as a criterion to assess the level of task completion of officials and party members, associated with annual emulation and reward work.

The General Secretary requested that the goal of universalizing 100% of basic digital knowledge and skills for all National Assembly deputies, officials and civil servants must be completed by 2026. "This is a high goal, but it is completely feasible if we have a suitable roadmap and close direction," emphasizing this, the General Secretary asked the National Assembly Party Committee to coordinate with the Central Propaganda and Mass Mobilization Commission, the Ministry of Science and Technology, the Ministry of Education and Training and localities to organize peak campaigns of propaganda and training in digital skills towards important milestones such as the 14th National Party Congress and the 80th anniversary of the Vietnamese National Assembly. The General Secretary believes that if 100% of National Assembly deputies and officials become "exemplary digital citizens" who know how to skillfully apply technology, the results of the National Assembly's activities will be "exponentially" achieved.

Successfully implementing the national digital transformation goal

The General Secretary emphasized that in order to develop digital literacy for the masses and apply science and technology to the country's activities, it is necessary to focus on directing the six key areas that the Steering Committee on the implementation of Resolution 57 on science, technology development and national digital transformation has pointed out.

Specifically, in terms of law, the General Secretary emphasized that the transition from paper-based thinking to digital transformation is a new transformation. Therefore, the legal system must also change accordingly. First of all, it is necessary to have a legal system to facilitate digital transformation in all work and social life and continue to perfect the system to facilitate the entire population in digital transformation activities.

Along with that, according to the General Secretary, there must be digital infrastructure, good information technology and guaranteed data. "If we talk about digital transformation without data, it means there is no digital transformation. That is clear. Data must be correct, sufficient, clean, and alive. If it is enough, it will only last for a while; if it is not alive or clean, it will not work. Dirty data will produce dirty results. Therefore, data must be cared for, nurtured, and supplemented every day," the General Secretary pointed out.

According to the General Secretary, the reason for artificial intelligence is based on the "vitality" of data. Without data, artificial intelligence will suffer, or give answers and results that are not as expected. However, good data does not come naturally, all agencies, sectors, and levels must take care of building this data, "there is no other way". The General Secretary also noted the requirement of confidentiality, security, and safety. "If not, we work for free, others will take over immediately. Revealing secrets is even more dangerous, and people will not trust or respond because their participation results in their personal information being revealed", the General Secretary stated.

Another requirement noted by the General Secretary is about human resources. Accordingly, human resources must have knowledge, must be trained, nurtured and finally must have an investment budget. "Investment is to ensure the system operates, maintains good operation and at the same time must be upgraded. Science and technology are constantly changing, if we just stop, we will be outdated. Those requirements must be calculated," the General Secretary emphasized.

According to the General Secretary, the success of the "Digital Education for the People - Digital National Assembly" movement will not only improve the quality of the National Assembly staff, but also contribute to spreading digital knowledge and skills throughout society, successfully implementing the goal of national digital transformation. In that spirit, the General Secretary called on all delegates, officials, civil servants, public employees and workers to continue to enthusiastically respond, set good examples in lifelong learning and innovation, turning "Digital Education for the People" into a widespread revolutionary movement of the entire Party, the entire people and the entire political system.
