The Ministry of Justice is appraising the draft decree regulating the selection and use of Chief Engineers and Chief Architects for science, technology, innovation and national digital transformation developed by the Ministry of Home Affairs.
According to the Ministry of Home Affairs , the selection of Chief Engineers to implement key strategic systems and Chief Architects to implement breakthrough initiatives in especially important project systems and key strategic systems is according to Plan No. 01-KH/BCĐTW of the Central Steering Committee.
The Draft Decree focuses on 8 contents: Principles for selecting and using Chief Engineers and Chief Architects; criteria for Chief Engineers and Chief Architects; regimes and policies for Chief Engineers and Chief Architects; selection process for Chief Engineers and Chief Architects; coordination mechanism for Chief Engineers and Chief Architects; management regulations for Chief Engineers and Chief Architects; coordination mechanism between Chief Engineers and Chief Architects with ministries, branches and localities; implementation responsibilities of ministries, branches and localities.
Regarding monthly salary, in case the cadre, civil servant or public employee is selected as Chief Engineer, he/she will be ranked as Senior Expert Level 3 (equivalent to the title of Minister), Chief Architect will be ranked as Senior Expert Level 1 and will receive additional income according to the agreement in the contract, ensuring that it is equivalent to the income level of the Chief Engineer and Chief Architect who are outside the political system.
In case a person not in the political system (including Vietnamese people in the country, Vietnamese people abroad or foreigners) is selected as Chief Engineer or Chief Architect, he/she shall receive salary and income according to the agreement in the contract, ensuring that it is not lower than the salary and income already received.
Regarding bonuses, the bonus shall not exceed 20% of the total salary of the evaluation period if the competent authority assesses that the task has been completed excellently or the bonus shall not exceed 10% of the total salary of the evaluation period if the competent authority assesses that the task has been completed well;
In addition, Chief Engineers and Chief Architects are also exempted from personal income tax; enjoy policies on housing and transportation, working conditions equivalent to the title of Minister; health check-up, employment, school with family; recruitment and appointment policies for civil servants and public employees; on rewards; on rest and recovery and enjoy other policies of the State to attract, promote and treat high-quality human resources and talents.
According to the Ministry of Home Affairs, the state budget is expected to allocate funds to implement the signing of contracts as prescribed in this Decree of about 530 billion VND/year for the selection of about 6 Chief Engineers, about 30 Chief System Architects and about 124 Chief Architects of ministries, branches and localities.
Regarding human resources, the Ministry of Home Affairs expects that the Decree, when it comes into effect, will not create new administrative organizations or increase the payroll. The use of Chief Engineers and Chief Architects under fixed-term contracts will not be included in the payroll assigned to agencies, organizations, and units.
