Summary of economic diplomacy work in 2024 and focus in 2025

On the afternoon of December 20, Prime Minister Pham Minh Chinh chaired a conference with Ambassadors/Heads of Vietnamese representative agencies abroad and provinces and cities to summarize economic diplomacy (EDI) work in 2024 and focus on 2025 to create momentum for growth. Also attending was Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son. Attending at the Bac Giang province bridge were representatives of leaders of a number of relevant departments, branches and sectors.

According to the report of the Ministry of Foreign Affairs, in 2024, the work of NGKT will be promoted in a systematic, drastic and effective manner with many specific and practical results, creating breakthroughs. In exchanges and contacts with leaders of the Party, State, Government, leaders of international organizations and experts highly appreciated Vietnam's achievements in socio -economic development, were impressed with the growth in 2024; highly appreciated the Government's macro management, determined to perfect institutions, promote innovation, consider Vietnam a model in cooperation and believe in Vietnam's economic development prospects.

In nearly 60 foreign affairs activities of key leaders in 2024, economic content has become the focus. Notably, the Prime Minister's visit to India, Australia, New Zealand, South Korea, Russia, etc.; more than 170 cooperation agreements were signed on the occasion of high-level activities. With markets with much room for growth such as Latin America, the Middle East - Africa, and Central Eastern Europe, our country has promoted economic cooperation with important partners; actively signed new FTAs, bringing the total number of FTAs ​​that Vietnam has signed and participated in to 17. In addition, Vietnamese representative agencies abroad have implemented more than 700 economic cooperation activities to promote trade, investment, and tourism; Support localities in promoting, connecting, and establishing relationships with foreign partners with more than 400 promotional activities, including supporting provinces and cities to sign 130 agreements with international partners; support localities to successfully lobby UNESCO to recognize 6 more natural and cultural heritages, bringing the number of UNESCO heritages to 71, contributing to creating more resources to promote tourism development.

In 2025, the Ministry of Foreign Affairs recommends that the work of NGKT be implemented in the spirit of acceleration and determination to create new efficiency and breakthroughs, closely following the Government's 2025 management theme of "discipline, responsibility, proactiveness, timeliness, efficiency, creating breakthrough momentum", focusing on 05 key points: Promoting the content of NGKT in high-level foreign affairs activities in 2025 to maintain momentum, further strengthen relations with key partners (US, China, Japan, etc.), important partners (Poland, Czech Republic, Switzerland, etc.) and expand relations with potential partners (Egypt, South Africa, etc.). Promote more drastically, develop specific plans, establish an exchange mechanism with partners on accelerating the implementation of high-level commitments and agreements that have been reached. Promote and create breakthroughs in economic-trade, investment, and labor relations, practically serving development goals. Promote new growth drivers, in which technology diplomacy, semiconductor diplomacy, and digital economic diplomacy are the focus and breakthrough of new-age economic diplomacy. Continue to focus on research and consulting on financial and monetary policy adjustments, promoting large and important economic growth.

At the conference, delegates focused on clarifying the limitations and shortcomings in the implementation of NGKT work in the past; the causes of the limitations and shortcomings; on that basis, proposed solutions to effectively implement NGKT work in the coming time.

In Bac Giang, in recent times, the economic cooperation between the province and its agencies with international partners has been expanded. Currently, there are more than 30 countries and territories investing in the province; the province's commodity export market has expanded to most regions in the world... Bac Giang has always been in the top 10 provinces and cities in the country in attracting FDI. Up to now, the whole province has attracted over 610 FDI projects with a registered capital of over 12.4 billion USD. The largest trading partners of enterprises in the province come from: China, Korea, the US, India, Taiwan, Japan, Spain. Trade promotion and export market expansion continue to achieve positive results, combining the exploitation of traditional markets with the expansion of new markets. Revenue from lychee in 2024 alone is estimated at over VND 4,814 billion, an increase of more than VND 156 billion compared to 2023. Bac Giang is also a locality with strengths in agriculture with many agricultural products and OCOP products exported such as: Lychee exported to 30 countries and territories; longan exported to Korea, Australia; grapefruit exported to Russia; vegetables exported to Korea...

In 2025, the province proposed that the Ministry of Foreign Affairs continue to support Bac Giang province in implementing international agreements signed with foreign localities. Support connecting and introducing potential investors to explore investment opportunities in Bac Giang, especially investment projects in industrial infrastructure, trade, tourism, agricultural processing, projects with high knowledge and technology content, making great contributions to the socio-economic development of the province; request Vietnamese diplomatic missions abroad to support Bac Giang province in promoting and consuming lychees and other agricultural products with strengths in foreign markets; support providing the province with information about countries, regions, diplomatic relations, economic relations and other fields between Vietnam and other countries for the locality to exploit and use in the process of international contact and integration.

Concluding the conference, Prime Minister Pham Minh Chinh highly appreciated the practical comments and suggestions, demonstrating the wisdom and vision in the leadership and implementation of economic diplomacy tasks of ministries, branches and localities. The Prime Minister commended and acknowledged the ministries, branches, provinces, cities, heads of Vietnamese representative agencies abroad, associations and enterprises in 2024 for their great efforts and attempts, achieving important foreign affairs results.

The Prime Minister affirmed that NGKT is an important driving force and needs to be constantly renewed; especially the main driving forces such as export and investment attraction. Therefore, the Prime Minister requested ministries and branches to closely follow actual conditions for effective implementation; especially to promote signing and focus on removing legal frameworks, facilitating investment and export activities. The Prime Minister suggested that in 2025, focus on key tasks such as: Promoting NGKT in high-level foreign affairs activities; more drastically, develop specific plans, establish exchange mechanisms with partners to promote the implementation of high-level commitments and agreements that have been reached; create breakthroughs in economic, trade, investment and labor relations, practically serving development goals; promote new growth drivers, in which technology diplomacy, semiconductor diplomacy, and digital NGKT are the focus, the breakthrough of NGKT in the new era; continue to focus on research and advisory work.

For provinces and cities, it is necessary to closely follow the guidance of the Government and the Ministry of Foreign Affairs in implementing foreign affairs, especially foreign trade in the area./.
