(BLC) - On the morning of December 28, the Provincial People's Committee held a conference to summarize the work of receiving and handling administrative procedures at the one-stop-shop departments at all levels in Lai Chau province in 2023 in the form of direct and online connections to districts, cities, communes, wards and towns. Comrade Le Van Luong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee for Administrative Reform (PAR) chaired the conference.

Attending the conference at the provincial bridge were members of the Provincial Steering Committee for Administrative Reform; leaders of departments, branches, provincial Tax Department, Social Insurance, Lai Chau Electricity Company, Lai Chau Clean Water Joint Stock Company, Provincial Post Office , Lai Chau Telecommunications...

Lai Chau province has 1 Public Administration Service Center, 115 Departments receiving and returning results according to the one-stop mechanism. With the attention and close and regular direction of the Party Committees and authorities of agencies, units and localities, it helps to raise awareness, responsibility and positively impact the implementation, contributing to gradually improving the efficiency of administrative procedure settlement. There has been innovation in direction, operation, and methods of organizing activities of agencies and units, on the basis of effectively exploiting information technology and communication applications, creating positive changes in the awareness and actions of administrative agencies at all levels.

Conference scene at the provincial bridge.

After being established and consolidated, the One-Stop Department at all levels has promoted professionalism, responsibility, and effective operation in the focal point work of receiving documents, processing and returning results of administrative procedures, and has been highly appreciated by organizations and individuals for the quality of service in resolving administrative procedures. The rate of prepayment and on-time payment reached 99.51%; the satisfaction level reached 100%; online payment reached 33.45% (exceeding the target assigned in Resolution 01/NQ-CP, assigning a minimum of 30%).

Administrative procedures are public and transparent; support services in handling administrative procedures are provided fully and promptly, creating favorable conditions for organizations, individuals, civil servants and public employees to participate in the process of handling administrative procedures; the number of files resolved and returned results before and on time is high, organizations and individuals are highly satisfied, reducing the time to handle administrative procedures; well implementing the "5 on-site" plan, deploying public notarization services of electronic copies from the original on the National Public Service Portal to 100% of communes in the province (the assigned target is up to 35%)... contributing to reducing costs and travel and waiting time for organizations and individuals in handling administrative procedures.

Civil servants and public employees assigned by agencies and units to work at the One-Stop-Shop Department at all levels must have professional qualifications and work experience, a high sense of responsibility in their work, a serious working style and manner, and aim to take the satisfaction of individuals and organizations as a measure of task performance; must not harass or cause difficulties for organizations and individuals when performing administrative procedures.

In their discussions at the conference, delegates pointed out difficulties and obstacles, and proposed solutions to improve the efficiency of the administrative procedure linkage group; resolve administrative procedures in the electronic environment; modernize the One-Stop Department, reform taxes, and facilitate people and businesses in resolving administrative procedures...

Speaking at the conclusion of the conference, comrade Le Van Luong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee for Administrative Reform acknowledged, commended and highly appreciated the work of receiving and handling administrative procedures in the province achieved in 2023.

The Chairman of the Provincial People's Committee requested that heads of departments, branches, and sectors; Chairmen of People's Committees of districts and cities in the coming time should focus on performing well a number of tasks: strengthening the responsibility of heads of agencies and units in improving service quality in implementing administrative procedures and providing public services; continuing to promote administrative procedure reform more drastically. Focus on reviewing and proposing competent authorities to abolish unnecessary administrative procedures and regulations that cause compliance costs, especially for people and businesses in legal documents, especially specialized laws; focus on carefully reviewing and restructuring processes, reducing and simplifying administrative procedures on the basis of electronic interconnection and data reuse to build and provide online public services and online payments, ensuring compliance with the user-centered principle; Strictly implement coordination between agencies and units in handling administrative procedures to ensure closeness, timeliness and efficiency, especially groups of administrative procedures and interconnected public services...
