The project to build a kindergarten in Nguyen Khe commune (formerly Dong Anh district), now Phuc Thinh commune, was expected to provide modern and well-equipped school facilities for local children. However, for 13 years since winning the bid, despite the investor having completed land clearance and fulfilled all financial obligations, the project remains only on paper.
Based on Decision No. 2345/QD-UBND of Dong Anh District (formerly) dated August 21, 2012, approving the results of the bidding process to select an investor to implement the kindergarten and preschool project in the land auction area of Nguyen Khe Commune (formerly), Ha Thanh Concrete Joint Stock Company was assigned as the investor to implement this project.
The project covers an area of 4,460m², with a construction floor area of 1,430m², and a total investment of over 13 billion VND. Immediately afterwards, the company proceeded to clear the entire land area, fulfill its tax obligations, sign agreements on electricity, water, and environmental services, and submit fire safety and building design plans to relevant authorities to demonstrate its goodwill and capacity to bring the project to fruition.
However, since 2019, the company's business has faced difficulties, causing the project to stall. After overcoming this difficult period, the investor submitted a request to the Dong Anh District People's Committee to allow the project to continue and to guide the subsequent procedures. The district approved in principle, agreeing to allow Ha Thanh Concrete Joint Stock Company to continue implementing the project. However, since then, the company has been unable to proceed due to... a contractual obstacle.
Specifically, according to the inspection report of the Dong Anh District People's Committee dated March 26, 2021, the company was required to sign a contract with the District Project Management Board to implement the project in accordance with the bidding documents. However, for the past five years, no agency has provided specific guidance on the contract template, content, or signing procedures.
Every year, Ha Thanh Concrete Joint Stock Company sends official letters requesting specific guidance from the district and relevant authorities so that the company can proceed with the project, most recently on March 24, 2025. However, from 2021 to the present, the relevant district authorities have remained silent.
Ms. Do Thi Phuong Thuy, Head of Administration at Ha Thanh Concrete Joint Stock Company, stated: “We have invested a lot of time and money in land clearance, design, and completing legal documents, so there is no reason to give up. However, due to the lack of guidance on signing the contract, we cannot proceed with the next steps such as fire safety approval, feasibility study, or applying for a construction permit…”
To continue implementing the project, the company also requested the Finance and Planning Department of Dong Anh District to promptly recalculate the costs payable to the state budget due to changes in the scale and structure of land use according to the plan… However, these requests have not yet received a response.
While awaiting coordination from the relevant authorities, the land designated for building a nursery or kindergarten remains vacant. Some local residents are using it for farming.
Ms. Nguyen Thi Lien, a resident of the former Nguyen Khe commune (now Phuc Thinh commune), shared: “Although our locality has achieved the standards for advanced new rural development, we still don't have a kindergarten for our preschool children, even though the authorities have allocated land and organized a bidding process for its construction. I don't understand why the school hasn't been built for over 10 years.”
Hopefully, with the implementation of a two-tiered local government system, the leaders of Phuc Thinh commune will have more decisive solutions, working with businesses to resolve difficulties and obstacles so that the kindergarten and preschool construction project can be resumed soon.
